To qualify to vote, you must be a U.S. citizen who lives in Georgia; at least 18 on Election Day; and not serving a felony sentence or having been legally declared mentally incompetent.

To register to vote, go to https://mvp.sos.ga.gov/s/olvr-home. There you will find find a link to register online, as well as an application you can fill out/print and mail to Secretary of State, State of Georgia, PO Box 105325, Atlanta, GA 30348-9562.
