Council set to vote on buying property by future Deerfield Pkwy. park

Deerfield Parkway purchase graphicMilton’s City Council on Monday will consider an agreement to purchase just over 3 acres along Deerfield Parkway that’s adjacent to another 21-plus acres earmarked to become an active park.

That’s one of the items on the agenda for the November 4 meeting, which will begin at 6 p.m. in City Hall’s Council Chambers. People can attend in-person or watch online at https://www.youtube.com/watch?v=hwaOVuAmdCE.

As with all Regular Meetings, the agenda for this one is split into sections with their own ground rules. They are:

  • The CONSENT AGENDA, for routine items that are voted on collectively (so a single yes-no vote that covers all items)
  • REPORTS AND PRESENTATIONS, which is where you’ll find proclamations and presentations during which the Council can offer direction but can’t take binding votes
  • FIRST PRESENTATION, the home for certain types of items appearing on a Council agenda for the first time that can’t be conclusively voted upon until a future meeting
  • NEW BUSINESS, the place for items debuting on an agenda that can be decisively voted on

Below are summaries of every item that’s on Monday’s agenda.

 

CONSENT AGENDA

  • Approval of the October 21, 2024, Regular City Council Meeting Minutes.

These are the “minutes” – or official written record – from when the City Council last convened on October 21. At this Regular Meeting, the City Council signaled openness to potential new measures aimed at incentivizing property owners to maintain their large lots, even as they sought details and public vetting before making definitive judgments. The meeting also featured a proclamation recognizing Down Syndrome Awareness Month and an update on the Arnold Mill Small Area Plan.   • Approval of a Services Agreement with Better Baseball, Inc. to Install New Batting Cage Netting & Baseball Field Backstops at Bell Memorial Park in Addition to Field Safety Netting at Legacy Park.

With approval of this item, Better Baseball crews will replace the deteriorated batting cage netting at Bell Memorial Park, worn backstop pads at two baseball fields at the same park, and outdated netting by one Legacy Park rectangular field. These routine repairs will help ensure that these two facilities are safe and upkept.

 

  • Approval of a Construction Services Agreement between the City of Milton and Sanders Welding & Fabrication, LLC for a Powered Gate for the Employee Parking Area at the Milton Public Safety Complex.

This is an agreement for Sanders Welding and Fabrication to install an electronic gate – including all necessary materials and labor – to-and-from the employee parking area at Milton’s Public Safety Complex off Highway 9. The new gate will ensure a secure parking area for police officers and firefighters’ vehicles and equipment. (Public parking is available by the Police Station/Municipal Court public entrance in the back of the complex.)

 

  • Approval of Subdivision Plats & Revisions.

The Council will vote on three proposed plat revisions, specifically:

+ To enlarge a parcel (to a total of 22.6 acres) along Freemanville Road to reflect two recent acquisitions by the applicant

+ To revise a plat along Webb Road in southeastern Milton to reflect the Windward Village Owners Association owns one tract (covering 11.06 acres) and the City of Milton owns the remaining two tracts (totaling 4.72 acres) that was purchased through greenspace bond funds

+ To revise a plat along Arnold Mill Road in southwestern Milton, creating two tracks – one of them for 1.85 acres that includes the historic McConnell-Chadwick House and was recently donated to the City

 

 

REPORTS AND PRESENTATIONS

  • Proclamation Recognizing November 11, 2024, as Veterans Day.

Veterans Day is an annual opportunity to recognize, celebrate, and honor the contributions of those who have served in the U.S. military. Millions of men and women have served valiantly for our nation all around the world, contributing in countless ways to efforts to protect our country’s interests and safeguard its ideals.

Once again, the City welcomes all military members – past and present – with Milton connections to City Hall at 8 a.m. on Saturday, November 9, for our annual Veterans Breakfast.  Any veteran or their family member interested in attending can let us know by emailing rsvp@miltonga.gov. City administrative offices, including City Hall, will close on Monday, November 11, for the Veterans Day holiday.

 

FIRST PRESENTATION

  • Consideration of an Ordinance Accepting the Revised Georgia Municipal Employees Benefit System (GMEBS) Defined Benefit Retirement Plant and General Addendum.

Previously, the City of Milton adopted the Georgia Municipal Employees Benefit System as part of its program to provide benefits to its employees. This ordinance would reflect recent updates to this system in compliance with federal Internal Revenue Service guidelines. Its approval would not financially impact the City.

 

NEW BUSINESS

  • Consideration of a Resolution to Condemn Property Rights Needed for Big Creek Greenway Project, Parcel 14 Owner: Winward Development Inc.

    Greenway.overhead.street.viewThis resolution relates to property needed for right-of-way and easements for the Big Creek Greenway Connection Project. Specifically, it authorizes a condemnation of property at the intersection of Webb and Morris roads (part of the same parcel with the Exxon station) so this project can proceed. Such an authorization does not mean negotiations between the City and property owners cannot continue to work towards a mutually agreed-upon acquisition price. In fact, none of the other condemnation resolutions approved at Council meetings earlier this year needed to be filed in court because mutual agreements were reached.

    This project will feature multi-use paths as part of a trail network so that people can safely walk or bike from the Cambridge High School area to the Big Creek Greenway.  For more information, go to: https://cleargov.com/georgia/fulton/city/milton/projects/1195/big-creek-greenway-trail-connection.

     

  • Consideration of a Land Acquisition Agreement Between the City of Milton and Devender A. Reddy & Muralidhar N. Reddy for Purchase of Realty of 3.05 Acres Located in Land Lots 1113 and 1114, 2nd District, 2nd Section, Fulton County, Georgia (Parcel 22 528011200445) at a Purchase Price of $750,000.

This item is for the City to purchase 3.05 acres along Deerfield Parkway to support its current and future active park needs. This prospective purchase – which technically includes two adjacent lots – is directly south of 21.37 acres (at 300 Deerfield Parkway) that the City acquired earlier this year. The combined purchases would allow for more flexibility as well as space for more infrastructure and amenities in a still-to-be-designed active park in southeastern Milton. The acquisition of the 3.05 additional acres can only be finalized after the end of the due diligence process. Collected impact fees would cover about 90% of the total cost.
