Council to get updates, offer feedback on Deerfield, Mayfield District

Deerfield Samia and son looking at plansCity Council will get updates and opportunities to weigh in on two potentially soon-to-be reimagined areas– one being Deerfield in southeastern Milton and the other being the District of Mayfield in Crabapple – when they convene Monday.

Those presentations are two of several items on the agenda for the November 18 Regular Meeting, which will begin at 6 p.m. in City Hall’s Council Chambers. People can attend in-person or watch the proceedings online at https://www.youtube.com/watch?v=H0YWnjTw2z0.

As with other Regular Meetings, the agenda for this one is divided into sections that each have their own ground rules. They are: 

  • The CONSENT AGENDA, which is for routine items that the Council votes on collectively (so a single yes-no vote covering all included items)
  • REPORTS AND PRESENTATION, the home for proclamations, reports, and presentations during which the Council can offer feedback but cannot take conclusive votes
  • FIRST PRESENTATION, which is the place for certain types of items that cannot be decisively voted on until a future Council meeting
  • UNFINISHED BUSINESS, where you’ll find certain types of items that were on past Council agendas under First Presentation that can now be conclusively voted on
  • NEW BUSINESS, the part of the agenda for items appearing on an agenda the first time that can be presented, discussed, and voted on

Below are summaries of every item on Monday’s agenda.

 

CONSENT AGENDA

  • Approval of the November 4, 2024, Regular City Council Meeting Minutes.

    Deerfield Parkway purchase screenThese are the “minutes” – or official written record – from the City Council’s last Regular Meeting on November 4. At this meeting, the Council approved an agreement to acquire 3.05 acres off Deerfield Parkway using Impact Fee funds that could expand the footprint of a proposed new active park (that, cumulatively, could be 24.42 acres). Mayor Peyton Jamison also read a proclamation recognizing November 11 as Veterans Day in Milton.   • Approval of a Renewal Agreement between the City of Milton and DocuSign for Electronic Signature Services.

    The City of Milton government uses DocuSign to allow for electronic signatures such as contracts, forms, and other documents. With approval of this agreement, the timing of the City’s annual renewals with DocuSign would be adjusted to align with Milton’s fiscal years (which runs from October 1 through September 30).

     

  • Approval of a Professional Services Agreement between the City of Milton and Lose Design for Conceptual Design Services on the Deerfield Area Active Park.

    Deerfield Parkway Park current stateThis is an agreement for experts from Lose Design to work with the City on design tasks including public involvement, data collection, and scenario analysis for a conceptual design of a new active park on 24.42 acres of land along Deerfield Parkway in southeastern Milton. Subsequent design tasks, including creating construction documents, will remain on hold until this concept phase is completed – as will a detailed cost estimate to assist the City in evaluating future funding.

    The City acquired over 21 acres earlier this year. Earlier this fall, the City Council voted to purchase an additional 3 acres directly adjacent to the other property; that acquisition is currently in the due diligence period, so Milton has yet to close on its purchase of those 3 acres.

     

  • Approval of a Goods and Services Purchase Contract between the City of Milton and Galls, LLC for the Provision of Police Uniforms and Related Accessories.

    With approval of this item, the Milton Police Department will purchase uniforms, ballistic panels, and other police equipment from Galls. Galls would add needed department patches to uniforms as well.

     

  • Approval of Subdivision Plats and Revisions.

    This minor plat revision, if approved, would divide a nearly 12-acre property along Providence Road into three separate parcels – each of which would be at least 3 acres in size.

     

    REPORTS AND PRESENTATIONS

  • MS4 Permit Annual Stormwater Presentation.

    The City of Milton has a Municipal Separate Storm Sewer Systems (or MS4) permit from the State of Georgia regulating the Stormwater inspectionproper management of stormwater and pollutant discharges into local waters. One of several requirements to maintain that permit is an annual presentation to the City Council about stormwater management in Milton.

    City Engineer Scott Tkach on Monday will share an overview of the history, intent, and functioning of stormwater management initiatives as they relate to the MS4 permit. This will include addressing ongoing stormwater efforts related to these “control measures”: 1) education and outreach, 2) public involvement/participation, 3) illicit discharge detection and elimination, 4) construction site stormwater runoff control, 5) post-construction site stormwater runoff control, and 6) pollution prevention/good housekeeping.

     

  • Mayfield District Update.

    Last year, the City Council unanimously approved a “concept plan” and corresponding text amendments to City Code for a then-District at Mayfieldnew District at Mayfield. This plan envisioned a look, feel, and layout for this nearly 18-acre district in Milton’s Crabapple area – a vision that came together after extensive community engagement, as well as months of planning and expert analysis.

    Special Projects Director Bob Buscemi on Monday will update the Council on what’s happened to the District at Mayfield since that 2023 vote as well as what’s to come. People can learn more about this initiative at www.miltonga.gov/DistrictatMayfield.

     

  • Deerfield District Update.

    The City has been working to create a Deerfield Implementation Plan – a dynamic, guiding, long-term vision for this section of southeastern Milton that includes what’s near Highway 9, Windward Parkway, Morris Road, and Deerfield Parkway. The Deerfield socialization favorability percentagescommunity has been, and will continue to be, critical in driving this effort to make Deerfield more of a destination to live, work, and play there.

    On Monday, members of the City’s project team will share the latest about this area and plan with the City Council. This will include a recap of the extensive in-person and online civic engagement to date, as well as a lookahead at what’s to come – such as another “Open House” the evening of December 11 in the Milton Municipal Courtroom (13690 Highway 9, in the back/Police building of the Public Safety Complex).

    FIRST PRESENTATION

  • Consideration of an Ordinance Dissolving the Milton Greenspace Advisory Committee (MGAC).

    Greenspace Wolff Lake turtles originalThe City created the Milton Greenspace Advisory Committee (MGAC) following voters’ overwhelming approval in fall 2016 of a $25 million in bonds to acquire land for passive greenspaces.  Since then, MGAC members have worked to ensure that these funds were used responsibly, efficiently, and to the community’s greatest benefit – making recommendations that led to the purchase of eight properties encompassing more than 400 acres.

    The fact that many of this committee’s objectives have been met led to this proposed ordinance that, if approved, would retire and disband the Milton Greenspace Advisory Committee. As this is under First Presentation on this agenda, no final binding vote can be taken on this matter until a future Council meeting.

     

    UNFINISHED BUSINESS

  • Consideration of an Ordinance Accepting the Revised Georgia Municipal Employees Benefit System (GMEBS) Defined Benefit Retirement Plan and General Addendum.

    Previously, the City of Milton adopted the Georgia Municipal Employees Benefit System as part of its program to provide benefits to its employees. This ordinance would reflect recent updates to this system in compliance with federal Internal Revenue Service guidelines. Its approval would not financially impact the City. As this involves an ordinance, this item appeared on an agenda under First Presentation earlier this month – meaning the Council can decisively vote on it Monday.

      

    NEW BUSINESS

  • Consideration of a Resolution Adopting the 2025 City of Milton City Council Regular Meeting and Work Session Schedule.

    This resolution, if approved, would set the City Council’s meeting schedule for next year. Typically, the Council meets on the first Draft 2025 Council meeting schedulethree Monday evenings of every month – though that schedule can be adjusted to accommodate holidays, school vacation weeks, and other factors.

     

  • Consideration of a Resolution Appointing or Reappointing Members to the City of Milton Trails Advisory Committee by Appointing a Board Member for District 3/Post 1.

This is a resolution for the Council to appoint a new member (representing District 3/Post 1) to the Milton Trails Advisory Committee.  This City committee, also known as MTAC, has been charged with looking at Milton’s existing network of “trails” (which include sidewalks and multi-use paths) and sharing recommendations on how it might be improved.
