Council set to vote on generous donation for inclusive playground equipment

Childrens Charities logoMilton’s City Council is set to vote on accepting a more than $176,000 donation to fund new all-inclusive playground equipment when it meets Monday night at City Hall.

That is one of several items on an agenda that also includes recognitions of three championship youth football teams and longtime City employees. Anyone can attend this meeting in person or watch it online at https://www.youtube.com/watch?v=XZBRfQXsYdI.

As is customary, the agenda for this Regular Meeting is split into distinct sections that have their own ground rules. They are: 

  • The CONSENT AGENDA, for routine items that are considered collectively – so one vote that covers all included items
  • REPORTS AND PRESENTATIONS, which is where you’ll find proclamations, presentations, and reports during which the Council may offer direction but cannot take official votes
  • NEW BUSINESS, the home for items appearing for the first time on an agenda that the Council can discuss and vote on conclusively

Below are summaries of every item on the December 16 meeting agenda.

 

CONSENT AGENDA

  • Approval of December 2, 2024, Regular City Council Meeting Minutes.

These are the “minutes” – or official written record – from when the City Council last convened on December 2. At this meeting, the Council recommended that the City make conditional requests to the State to align with its vision for bridge replacements along Hickory Flat Road and Clarity Road. The Milton Greenspace Advisory Committee was formally dissolved and a moratorium related to certain new applications in Milton’s Deerfield area was extended at this meeting as well. Porter Academy entrance 

  • Approval of a Reciprocal Facility Use Agreement Between the City of Milton and Porter Academy Inc., to Permit Legacy Park Visitors to Utilize the Porter Academy Parking Lot for Overflow Parking.

    The City has had a non-monetary, mutually beneficial contractual relationship with the Porter Academy since acquiring and opening the athletic facility off Cox Road now known as Legacy Park. Per this agreement, Porter Academy students have been able to use the park’s fields during school hours; meanwhile, the City can utilize Porter Academy’s parking during nights and weekends when there is no school. This item, if approved, would extend that agreement for another five years.

     

  • Approval of a Professional Services Agreement between the City of Milton and Mauldin & Jenkins LLC for Financial Audit Services.

    Mauldin Jenkins logoThe City recently released a Request for Proposals for Financial Audit Services, and after evaluation awarded the contract to Mauldin & Jekins LLC.  With approval of this agreement, Mauldin & Jenkins would conduct annual audits of the City of Milton’s finances.  This same accounting and financial firm was the City’s prior auditor; this agreement has the option of four successive annual reviews through the end of Fiscal Year 2029.

 

  • Approval of a Professional Services Agreement between the City of Milton and Akins Consulting, LLC for Financial Consulting Services.

    This is an agreement with Akins Consulting to assist Milton’s Finance Department in the preparation and validation of City government audit files. This follows the recent implementation of two pronouncements that require extensive data entry and detailed review to remain in compliance.

  • Approval of a Professional Services Agreement between the City of Milton and Metro Trafix, LLC for Citywide Traffic Signal Timing Optimization.

    This agreement is for Metro Trafix experts to take a comprehensive look at 16 traffic signals in Milton. As part of this review, Metro Trafix could recommend updating signal timing as well as coordinating with neighboring jurisdictions and the Georgia Department of Transportation.

     

  • Approval of a Change Order #1 for Professional Services Agreement between the City of Milton and Brenda Holley, LLC for Executive Development.

    This “Change Order” would continue the City’s relationship with Brenda Holley to administer special evaluations, conduct coaching sessions, and generally guide City staff participants in developing personalized professional growth plans.

     

  • Approval of the City of Milton Waste Haulers for the 2025 Service Year.

    Trash BinsEvery year, the City Council votes to establish which certified waste haulers can do business in Milton. To be considered, all approved haulers must meet certain requirements and agree to submit quarterly infrastructure maintenance fee payments. The changes to the 2025 list include the removal of Republic Services and addition of Waste Pro for residential waste haul services. This list, if approved, would be in effect while the City – with support from the Milton Sustainability Advisory Committee – works toward creating a new recycling and solid waste management plan.   • Approval of a Professional Services Agreement between the City of Milton and Juan Quero dba JQ AV Techs for the Configuration and Operation of the City’s AV Equipment during City Meetings.

    Audio-visual professionals from JQ AV Techs have supported the City since 2020 in overseeing the sound and video recordings (as well as livestreams) of events inside City Hall’s Council Chambers including City Council, committee, and special community meetings. Approval of this agreement would continue that relationship.

  • Approval of Change Order #1 to Task Order #5 between the City of Milton and Pond and Company, Inc. for Design Services for the Big Creek Greenway Connection Trail Project.

    With approval of this item, experts from Pond and Company will continue to provide permitting, engineering, and other services related to the production of construction documents for the City’s Big Creek Greenway Connection. This project will create or connect multi-use paths so people can walk or bike (off-road) from the Cambridge High area to a Big Creek Greenway entrance in Forsyth County.   • Approval of Subdivision Plats and Revisions.

    The Council will vote on these two proposed minor plat revisions:

  • To divide a 4.09-acre property at 15915 Birmingham Highway, which is just north of the Baby Publix plaza and across from New Bull Pen Road, into two lots – one of them 1.692 acres and the other 2.398 acres
  • To modify a property line between two properties at 14940 and 14950 Freemanville Road (located between Quarterpath Lane and Deerhaven Lane) that, between them, cover 5.5 acres

     

    REPORTS AND PRESENTATIONS

  • Proclamation Celebrating Three NAFL Teams’ Championships.

    NAFL Football 2nd Grade Champions 2024The North Atlanta Football League, or NAFL, offers a positive, productive, rewarding environment for youth from Milton and neighboring Alpharetta to develop as players, teammates, and people. Many NAFL teams have also excelled on the field – including three (2nd grade Milton, 4th grade Milton, and 5th grade Cambridge) squads that followed up outstanding regular seasons by winning “Super Bowl” championships this fall. This proclamation will celebrate those impressive accomplishments.

  • Recognition and Presentation of City of Milton Employee Five-, Ten-, and Fifteen-Year Anniversary Pins.

    Earlier this year, the City of Milton was ranked No. 1 out of 385 local governments in how citizens felt about the service provided by municipal employees. That was one of several impressive results that came out of the National Community Survey, in Milton ranked routinely much higher than elsewhere across a wide variety of categories that touch every aspect of City government.     On Monday, the City Council will recognize several of its employees for their outstanding service to our community. All who will be pinned have been loyal, steadfast public servants to Milton – for at least 5, 10, and 15 years, respectively – and hail from several departments including Police, Fire, and Community Development.

     

    NEW BUSINESS

  • Consideration of a Conflict Waiver to Jarrard & Davis, LLP to Represent of both the City of Alpharetta and the City of Milton with Respect to a North Fulton SWAT Memorandum of Understanding (MOU).

    The Jarrard & Davis law firm represents the cities of Milton and Alpharetta, and both cities’ police departments are part of the North Fulton SWAT program. Approval of this North Fulton SWAT vehicleconflict waiver would set the stage for Jarrard & Davis to represent the two municipalities in relation to a revised memorandum of understanding (MOU) pertaining to North Fulton SWAT.

     

  • Consideration of a Multi-Jurisdictional North Fulton SWAT Memorandum of Understanding (MOU).

    If approved by all relevant parties, this revised North Fulton SWAT Memorandum of Understanding (MOU) would add the City of Johns Creek as a participating member (joining Milton, Alpharetta, and Roswell). This updated MOU includes revised cost-sharing percentages that take into account the additional member.

     

  • Consideration of a Waiver of Conflict Regarding Jarrard & Davis, LLP’s Representation of the City of Milton in Relation to an Intergovernmental Agreement (IGA) between the City of Milton and the City of Roswell Pertaining to Ebenezer Road Resurfacing.

    The City of Roswell plans to resurface Ebenezer Road, which runs partly in Roswell and partly in Milton. The cities could agree to have Roswell resurface the Milton component of Ebenezer Road. The conflict waiver that will be considered Monday would allow Jarrard & Davis to represent the City of Milton on this matter. The Jarrard & Davis law firm serves as Milton’s general legal counsel and has also represented the City of Roswell as a special legal counsel.

     

  • Consideration of a Resolution Accepting a Capital Donation from Children’s Charities, to Support the Funding of All-Inclusive Playgrounds Within Milton.

Children’s Charities is a non-profit organization that has raised funds over the years for all-inclusive playground equipment that locals with disabilities can use. With approval of this resolution, this group would donate more than $176,000 to the City. The vast majority of this donation would help pay for a new all-inclusive playground at a still-to-determined future Milton park. The remaining $25,000 would offset the costs of a few small components at a larger planned playground at Milton City Park and Preserve as part of a larger Land and Water Conservation Fund (LWCF) Grant project.
