Council set to vote on Deerfield moratorium, ambulance oversight items
The City Council is set to vote on extending the moratorium on certain permit applications and other requests for Deerfield, as well as a measure related to joint oversight of ambulance service, when it meets on Monday night.
The February 3 meeting will begin at 6 p.m. in City Hall’s Council Chambers (2006 Heritage Walk). All are welcome to attend in person, or you can watch the meeting online at https://www.youtube.com/watch?v=RUTgUaPXtkk.
As is customary, the agenda for this Regular Meeting is split into distinct sections that have their own defined ground rules. For this particular meeting, they are:
- The CONSENT AGENDA, which is the place for routine items that the Council considers collectively (so one vote covering all included items)
- PUBLIC HEARING, which allows for a special comment period on certain types of times (and, in some cases, corresponding binding votes)
- NEW BUSINESS, the home for items appearing on a Council agenda for the first time that can be discussed and voted on conclusively
Below are summaries for every item on Monday’s agenda.
CONSENT AGENDA
- Approval of the January 22, 2025, Regular City Council Meeting Minutes.
These are the “minutes,” or official written record, from the City Council’s most recent meeting on January 22. That evening, the Council directed City staff to seek outside expertise to conduct environmental assessments to determine whether all or parts of Milton greenspaces should be designated for
conservation or for other land uses. The Council also approved a resolution directing the sale of just under 39 acres of City-owned property off Hopewell Road. For a full recap of this meeting, click HERE: https://www.miltonga.gov/Home/Components/News/News/2787/1351.
- Approval of the Financial Statements & Investment Report for the Period Ending December 2024.
The Council will vote on approving the City government’s financial statements and investment report for December 2024.
- Approval of a Short Form Construction Services Agreement with Spectrum Fence, LLC, to Replace Perimeter Fence Around Athletic Fields at Legacy Park and Bell Memorial Park.
This is an agreement for Spectrum Fence to replace fence surrounding the City’s five multipurpose athletic fields at Legacy Park and Bell Memorial Park. The new fencing should be stronger, be less susceptible to damage, and generally last longer than the current one.
- Approval of an Intergovernmental Agreement between the Georgia Department of Natural Resources and the City of Milton and a Disbursement Agreement between White Columns Gated Community Association, Inc. and the City of Milton for the Disbursement of the State of Georgia Funds for Professional Engineering Services on the Glenover Dam located in the White Columns Gated Community.
This item references two separate agreements – one involving the Georgia Department of Natural Resources and the other with the White Columns Gated Community Association (HOA) – related to the same project at the Glenover Dam in the Chicken Creek Watershed. If approved, the City will distribute the $225,000 it has been allotted by this State agency to the White Columns Gated Community Association (HOA) for engineering, design, and permitting of upgrades to the Glenover Dam. There is no financial impact on the City government.
- Approval of a Cost Per Image Agreement, Maintenance Agreement, Sales Agreement, and Addendums with Edge Business Systems, LLC for Managed
Print Services.
With approval of this agreement, Edge Business Systems will manage printing services for the City government. This aims to improve the operation and functioning of the City’s printers in support of Milton’s strategic IT objectives.
- Approval of a Professional Services Agreement between the City of Milton and NV5 Engineers and Consultants, Inc. for Design Services for SR 372 Operational and Safety Improvements.
This is an agreement for professionals from NV5 Engineers and Consultants to take a close look at State Route 372/Birmingham Highway and, ultimately, create design alternatives to improve traffic flow and safety. The City is exploring potential upgrades in the area near three schools and the 372/Heritage Walk roundabout, especially during high congestion periods on weekday mornings and afternoons. These could include pedestrian-focused improvements, accommodations for those driving PTVs, and additional crossings.
- Approval of a Professional Services Agreement between the City of Milton and Kimley-Horn and Associates, Inc. for Safe Streets for All Grant
Implementation.
The federal government awarded the City $1 million through a Safe Streets and Roads for All (SS4A) grant to make Milton’s roads safer for drivers, pedestrians, and bicyclists. (For more on this grant, check out https://www.miltonga.gov/Home/Components/News/News/2149/1351.)
With this agreement’s approval, Kimley-Horn professionals will work with the City’s Public Works Department to tackle three tasks related to this grant’s implementation. These relate to completing a federally compliant ADA transition plan, developing a demonstrating traffic calming project at two Milton roundabouts, and developing concepts for operational and safety improvements along Hopewell Road and Freemanville Road.
- Approval of a Change Order #1 to the Services Agreement with Sweeping Corporation of America, Inc. to Renew the Citywide Street Sweeping Services for Another Annual Term.
With approval of this item, Sweeping Corporation of America will continue to clean Milton’s roads with street sweeping four times a year.
PUBLIC HEARING
Consideration of the Issuance of an Alcohol Beverage License to Fu Tai Garden LLC dba Volcano Ramen and Sushi, 5316 Windward Parkway, Suite A, Milton, Georgia 30004.
The Council is set to vote on issuing an alcohol beverage license to the new owners of Volcano, an Asian restaurant along Windward Parkway (near where it meets Deerfield Parkway).
NEW BUSINESS
- Consideration of a Resolution of the City of Milton, Georgia extending through July 7, 2025, an Existing Moratorium on Acceptance of Applications for Use Permits, Rezonings, Zoning Condition Amendments, or Any Sort of Approval Considered a Zoning Decision by the Zoning Procedures Law for Property Within the Deerfield/Highway 9 Area.
Last year, the City Council approved a moratorium prohibiting the City from accepting new applications for use permits, rezonings, and zoning condition amendments for properties that are covered by the Deerfield Form-Based Code. (Other types of permit requests can still

The rationale behind this moratorium was that it would give the City time to develop a comprehensive, community-driven plan for the Deerfield area – and that new applications could align with that new vision.
The Deerfield Implementation Plan project has progressed significantly since then, meeting several milestones as part of reimagining a vibrant, connected, uniquely Milton future for this area. A few steps do remain, though, including items that could potentially move through the City’s months-long public meeting process.
On Monday, the Council is set to vote on a potential extension of this moratorium. They could extend it up to another 6 months (through July), vote not to extend it, or approve a short-term extension. Even if an extended moratorium is approved, the Council could later decide to lift it at any time.
- Consideration of a Resolution Authorizing Waiver of Conflict for Jarrard & Davis, LLP to Represent Milton and Alpharetta Related to the North Fulton Emergency Medical Response Oversight Committee Bylaws.
Jarrard & Davis represents both the cities of Alpharetta and Milton. This resolution would authorize members of this law firm to represent Milton (as well
as Alpharetta) on legal matters pertaining to the formation of a North Fulton Emergency Medical Response Committee related to ambulance service in the region.
- Consideration of the Creation of the Emergency Medical Response Oversight Committee (EMROC) and Adopting Bylaws with the cities of Alpharetta, Roswell, Johns Creek and Sandy Springs.
American Medical Response (AMR) provides ambulance service in the cities of Milton, Alpharetta, Johns Creek, Roswell, and Sandy Springs. An Emergency Medical Response Oversight Committee, with representatives from these cities’ fire departments, will oversee this ambulance service level agreement contract. This item is to approve Milton’s place on this committee and its corresponding bylaws.
