Council to hear Deerfield projections, vote on Crabapple subdivision plat

Echo roadMilton’s City Council will meet Monday evening to take in key projections related to Deerfield and its future as well as to vote on a final plat for a new Crabapple neighborhood.

The March 3 meeting will begin at 6 p.m. in City Hall’s Council Chambers. Anyone can attend in-person or watch online at https://www.youtube.com/watch?v=PueNJcb5gkU.

As with all Regular Meetings, the agenda for this one is divided into sections that each have their own ground rules. For this meeting, they are:

  • The CONSENT AGENDA, which is where you’ll find routine matters that the Council votes on collectively (so one vote covering all items)
  • REPORTS AND PRESENTATIONS, the home for proclamations, reports, and presentations during which the Council may ask questions and give general direction but not take binding votes
  • PUBLIC HEARING, the place for items that have special comment opportunities (and, in some cases, corresponding votes)
  • NEW BUSINESS, which contains items appearing for the first time on a Council agenda that can be discussed and conclusively voted upon

Below are summaries of every item on Monday’s Council agenda.

 

CONSENT AGENDA

  • Approval of the February 19, 2025, Regular City Council Meeting Minutes.

    The Council will vote on approving the “minutes,” or official written record, from when it last convened on February 19. During this Regular Meeting, the Council approved a conservation easement for 6.7 acres off Birmingham Road prohibiting that property from being subdivided in perpetuity. The meeting also included a proclamation recognizing February 22 as Arbor Day in Milton and a presentation regarding Deerfield’s future.      Hopewell Middle

  • Approval of the Financial Statements and Investment Report for the Period Ending January 31, 2025.

    This agenda item is to approve the City of Milton government’s financial statements and investment report from this past January.

     

     

  • Approval of an Intergovernmental Agreement between the Fulton County Board of Education and the City of Milton for a Five-Year Agreement to use Hopewell Middle School for Recreational Purposes.

    The City has had a longstanding partnership with Fulton County Board of Education to utilize outdoor athletic fields at Hopewell Middle School for recreational programs. This Intergovernmental Agreement, if approved, would build on that relationship for another five years and also allow usage of the school’s gymnasium for basketball and other indoor activities.

     

     

     

  • Approval of Change Order #1 with Gracie Gray Contractors, Inc for the Repair of the Guardrail Located on the Southwest Hopewell Road guardrail damaged bridge December 2024Corner of the Hopewell Road at Francis Road Roundabout.

    In January, the Council approved an agreement with Gracie Gray Contractors to install, repair, and maintain guardrails for bridges along Cogburn Road, Bethany Road, and New Providence Road. This “change order” would add fixing a guardrail on Hopewell Road (by the Francis Road roundabout) to the scope of work. The insurance company connected to a vehicle that struck that guardrail will pay the cost of removing and replacing it with a new brown-powder coated version.

     

  • Approval of Task Order #4 with Columbia Engineering and Services, Inc. for Land Acquisition Services for the Cox Road at King Road Roundabout.

    The City has contracted with Columbia Engineering and Services to work on elements of a project to reduce congestion and improve safety along Cox Road in southern Milton. This task order, if approved, includes appraisals and negotiation costs tied specifically to creating a roundabout at Cox Road and King Road. (A future task order will be required for similar services related to the other planned Cox Road roundabout at Etris/Ebenezer Road.)

     

     

  • Approval of a Renewal Agreement between the City of Milton and AT&T for a Dedicated Internet Circuit at the Milton Public Safety Complex.

    Approval of this item, if approved, would renew an agreement with AT&T to provide a critical back-up Internet circuit connected to Milton’s Public Safety Complex (which includes Milton Police station, Municipal Court, and Fire Station 44).  Mayfield Farm with structuresThis is needed to ensure uninterrupted network operations. The Georgia Crime Information Center also requires the AT&T circuit for fingerprinting services.

     

  • Approval of an Intergovernmental Agreement by and between the City of Milton and the City of Alpharetta for Mayfield Farm Demolition Services.

    In 2017, the cities of Alpharetta and Milton jointly purchased 12 acres of properties at 1470, 1480 and 1490 Mayfield Road (tracts that fall between Bethany Road and Harrington Drive). Since then, representatives from both cities have discussed next steps for this shared property. This agenda item refers to an Intergovernmental Agreement with Alpharetta related to one such potential step – the demolition of several deteriorating structures on this property for safety reasons.

     

  • Approval of a Services Agreement with Tri Scapes, LLC for Right of Way landscape Maintenance Including Grass Cutting, Roundabout Landscape Maintenance, and Trash Removal.

    Tri Scapes has long partnered with the City on a variety of landscaping and maintenance tasks. With the approval of this multiyear landscape maintenance agreement, Tri Scapes workers would take on various tasks along roadways such as grass cutting, maintaining landscaping in roundabout islands, clean-up trash, and installing new landscaping upon request.

      

    REPORTS AND PRESENTATIONS

  • Deerfield Implementation Plan Update.

    Momentum is strong to finalize the Deerfield Implementation Plan, which will be a dynamic guide to chart a community-H Building.RESIZEDdriven vision for the look, feel, and functioning of this vital section of Milton. Along with citizens, the City Council has been very involved in this multi-faceted process – including asking questions and offering direction at multiple meetings in recent weeks.

    On Monday, Director of Special Projects Bob Buscemi will again appear before Council to outline recent developments, share requested information, and seek further guidance. For example, he will discuss recent coordination with utilities such as Georgia Power and Fulton County Water Services to ensure they could handle significant potential redevelopments. Buscemi will also share current projections on the square footage of private developers’ full buildout, maximum number of new housing units, school enrollment impacts, and other details.

    PUBLIC HEARING

  • Consideration of the Issuance of an Alcohol Beverage License to Stowe Milton LLC dba Your Pie, 2955 Bethany Bend, Suite 300, Milton, Georgia 30004.

    This item refers to a public hearing (or special opportunity for public comment) followed by a vote on issuing an alcohol beverage license to the new owners of the Your Pie location on Bethany Bend in the Public plaza along Highway 9.

     Echo Crabapple

     

    NEW BUSINESS

  • Consideration of a Final Plat - Echo.

Echo is a new subdivision being built along Crabapple Road, between Lecoma Trace and Green Road. The Council will vote on approving a final plat for this T4-zoned neighborhood, which consists of 23 single-family lots, a common area fronting Crabapple Road, and four civic areas on a total of 4.885 acres.
