Council to consider items like making Milton Fire a licensed Red Cross trainer

Haskins demonstrationCity Council will meet Monday night to consider a wide range of items, including an agreement for the Milton Fire-Rescue Department to become a licensed training provider for potentially life-saving Red Cross classes.

The March 17 meeting will start at its usual 6 p.m. time in City Hall’s Council Chambers (2006 Heritage Walk). People can attend in-person or watch online at https://www.youtube.com/watch?v=dNH_SDvFri8&.

The agenda for this meeting, as is customary, is split into distinct sections with their own ground rules. They are:

  • The CONSENT AGENDA, for routine items that the Council considers collectively (so one yes-no vote that covers all items)
  • FIRST PRESENTATION, which is for certain types of items appearing for the first time on a Council agenda that cannot be conclusively voted upon until a future meeting
  • NEW BUSINESS, the home for items appearing on an agenda for the first time that can be discussed and decisively voted on

Below are summaries of every item on Monday’s agenda.

 

CONSENT AGENDA

  • Approval of the March 3, 2025, Regular City Council Meeting Minutes.

    The Council will vote on approving the “minutes,” or official written record, from when it last convened on March 3. At this meeting, the Council approved the final plat for a 23-lot neighborhood off Crabapple Road with several special elements, including underground water detention that will be covered to look like a small park once complete. The meeting also featured an in-depth discussion on the City’s ongoing effort to chart Deerfield’s future. (For more information, go to www.miltonga.gov/Deerfield.)   • Approval of Task Order #5 with Columbia Engineering and Services, Inc. for Land Acquisition Services for the Freemanville Road at Redd Road Project.

    With approval of this “task order,” Columbia Engineering and Services professionals will continue working with the City on land acquisition services for a transportation USDOT SS4A logoimprovement project at the intersection of Freemanville and Redd roads – albeit at a reduced scope than once planned. This TSPLOST-funded project aims to alleviate congestion and improve safety at that intersection. Its scope has been reduced to minimize impacts on nearby residential properties and lower the overall costs.

     

  • Approval of a Professional Services Agreement with Safe Road Solutions, Inc. for Engineering Services for the Safe Streets for All (SS4A) Federal Grant.

    Over the past few years, the City – and its citizens – have put extensive time and effort into planning how people get around Milton safely and efficiently, in the form of the Local Road Safety Plan and Comprehensive Transportation Plan. Now, the City is moving into a new phase that it has dubbed Safety in Action tied to the federally funded Safe Streets for All (SS4A) grant.

    With this agreement, experts from Safe Road Solutions will support the City on SS4A-related tasks related to curve warnings – including creating a compliant curve warning sign plan – along Hopewell Road and Freemanville Road.

     

  • Approval of an Agreement between the City of Milton and Premier Events, LLC to Provide Event Logistics Management for Crabapple Fest.

    This is an agreement for Premier Events to again work with the City to organize and run Crabapple Fest, the popular arts, food, and fun festival held every fall in Hamby Road greenspace creekdowntown Milton. This year’s edition will be from 10 a.m. to 5 p.m. on Saturday, October 4. (Go to www.miltonga.gov/CrabappleFest for more information.) With approval of this item, Premier Events professionals will help coordinate with vendors, secure equipment rentals, and manage event logistics.

     

  • Approval of a Professional Services Agreement with Vanasse Hangen Brustlin, Inc. (VHB) for Milton Greenprint Environmental Evaluation.

    The Greenprint will be a community-driven plan guiding the future of Milton’s more than 400 acres of greenspace, including what uses should be allowed, what amenities (like trails, bathrooms, and parking) should be added, and what areas should be untouched.     With approval of this agreement, experts from Vanasse Hangen Brustlin  (a civil engineering company) will provide environmental services in connection to the Greenprint. Specifically, they will study stream, wetland, and natural areas at four City properties before recommending what parts (if any) of them should be conserved as well as investigating the feasibility of establishing stream and/or wetlands mitigation banks. (The four properties are the Cooper Sandy greenspace, Hamby Road greenspace, Lakhapani Preserve, and Milton City Park and Preserve.)

     

  • Approval of a Temporary License (“Use”) Agreement between the City of Milton and Crabapple Green, LLC, for use of The Green for the 2025 Memorial Day Ceremony.

    Approval of this agreement will allow the City to hold its annual Memorial Day Ceremony on the Green at Crabapple Market (including its stage) in Milton’s downtown, just as it has the past two years. Thanks to Orkin & Associates, the City will not be charged for use of this location for the 2025 ceremony on Monday, May 26.

  • Approval of Change Order #1 to the Professional Services Agreement between the City of Milton and Diana Wheeler to Provide Community Development Consulting Services.

    Diana Wheeler has stepped in to serve the City of Milton in recent months as its Interim Community Development Director, providing outstanding leadership and insight. The “change order” continues that relationship at different terms reflecting Wheeler’s expanded responsibilities.

     

  • Approval of a Goods and Services Purchase Contract with Temple Inc-AL for School Zone Flashers Time Clocks.

    With approval of this item, the City will upgrade 22 flasher devices in school zones around Milton so they can be monitored from any location with Internet connectivity.

     

  • Approval of Subdivision Plats and Revisions – 795 Quarterpath Lane.

     This plat revision would enlarge the lot at 795 Quarterpath Lane to 1.18 acres (following the addition of a 0.18-acre strip).

     

     

    FIRST PRESENTATION

  • Consideration of a Text Amendment to the City Code of Milton Chapter 25, Impact Fees, Sec. 25-5(b), Timing of Assessment and Payment.

    The City of Milton, like other local governments, collects impact fees from those creating new developments to help pay for upgrades to roads, bridges, parks, and City buildings. This process is regulated within the state of Georgia, including annual reviews by the Atlanta Regional Commission and the State’s Department of Community Affairs. Collected fees can be used for projects on an official list of planned improvements. 

    Camp Compass campersThis text amendment, if approved, would clarify that the City collects impact fees when a building permit is issued. (Currently, the applicant can pay the impact fee when their building permit is issued or when their Certificate of Occupancy is issued.)

     

  • Consideration of an Ordinance to Amend Appendix A, Parks and Recreation Fees and Other Charges, Chapter 34, Section 24 of the Milton City Code to Set Fees for Late Pickup Fees and After Care at Recreation Programming.

    This proposed ordinance amendment would allow the Milton Parks and Recreation Department to assess certain types of charges for in-house recreational programs like Camp Joyful Soles, Camp Compass, and the Junior Ranger Academy. Specifically, parents could be asked to pay extra for late pick-ups and register for after-care services that effectively extend program hours. The aim is to provide more flexibility to working or busy families by offering extended time to pick-up their children, maximize the efficiency of programs, and ensure appropriate staffing levels.

     

    NEW BUSINESS

  • Consideration of a Licensed Training Provider Agreement with Addendum No. 1with The American National Red Cross for the Milton Fire Department to Become a Licensed Training Provider.

    This is an agreement for the Milton Fire-Rescue Department to become a licensed training provider for Red Cross classes. Until now, Milton Fire had paid outside resources to certify instructors, buy certification cards, and purchase training materials necessary to maintain licensure. With approval of this agreement, this will no longer be necessary when Milton becomes its own training site with its own certified instructors.  These same instructors can teach Fire Department members, Police officers, City staff members, and citizens classes in topics like CPR, First Aid, and Advanced Life Support.

     

  • Approval of Final Plat - Providence Point.

    The Council will vote on approving the final plat for Providence Point, a small new neighborhood at the intersection of Birmingham Highway and Providence Road. The plat shows five single-family lots spread over 6.559 acres.

  • Consideration of a Resolution in Support of the Milton Historical Society’s Application to the Georgia Historical Society’s Historical Marker Program to Recognize the City’s Namesake, John Milton, with a Marker at City Hall.

    The Milton Historical Society is applying to the Georgia Historical Society marker program to have a historic marker erected to honor our City’s namesake, John Milton. Among other distinctions, Milton served in the Revolutionary War and as Georgia’s first Secretary of State. You can learn more about him at www.miltonga.gov/JohnMilton.

    This resolution would signal the City’s support for this application. If the Georgia Historical Society accepts it, a John Milton marker in 2026 – coincidentally, Milton’s 20th birthday and the United States’ 250th  -- would be put in City Hall plaza, between Council Chambers and Community Place.

     

  • Consideration of a Resolution by the City of Milton to Dispose of Certain Surplus Right-of-Way along Heritage Walk to The Market District Crabapple Condominium Association, Inc.

    Approval of this item would transfer 1241.98 square feet (0.0285 acre) of surplus right of way – land that had been donated to the City – to Market District Crabapple. This includes areas between the sidewalk (which would remain City-owned) and that development’s buildings.

     

  • Consideration of Ratification of an Amendment to the Resolution Authorizing Disposition of the Hopewell Road Property, to Update and Add a Small Portion Omitted from the Original Legal Description.

The City Council passed a resolution in January 2025 authorizing the sale of a City-owned tract of land off Hopewell Road. This amended resolution, if approved, would account for an additional 0.168 acres that is part of this overall property.
