Design Review Board to review plans for new coffee shop off Highway 9

Drive thru rendering colorMilton’s Design Review Board on Tuesday will conduct a courtesy review for a new planned coffee shop off Highway 9 near Windward Parkway.

That is among the many items on the agenda for this committee’s June 3 meeting, which will begin at 6 p.m. in City Hall’s Council Chambers. Anyone can attend this meeting in person or watch it online at https://www.youtube.com/watch?v=NoXuljAz8Ko.

Commonly referred to as DRB, the Design Review Board is part of the City’s public hearing process – meaning it and other City committees consider some of the same items. Its seven members (who are appointed by Mayor and Council) also review and make recommendations to the City Community Development Director on new construction, new site development, and certain significant alterations to existing structures. (The board does not review plans for new single-family home construction or alterations to such houses.)

The DRB is also the only City committee that considers – and takes binding votes on – requests for demolitions. Those on the June 3 agenda are for:

  • 13560 COGBURN ROAD, on the grounds of St. Aidan’s Episcopal Church, to demolish a deteriorating cottage that has undergone exterior and interior alterations
  • 360 PONY TAIL ROAD in eastern Milton (accessibly via Five Acre Road), to demolish a one-story home located on a 5.09-acre lot
  • 13970 FREEMANVILLE ROAD, which is between Providence Road and Philipps Circle, to demolish a 1-story, 1,100-square foot home and driveway on 1.113 acres
  • 2255 DINSMORE ROAD, to demolish a 1-story ranch-style house, storage shed, and driveway on this North Valley subdivision property northwest of Thompson Road
  • 14860 FREEMANVILLE ROAD, just north of Rolling Links Drive, to demolish a 2-story house on a 1.928-acre property

After voting on these demolition requests, the DRB will conduct several “Courtesy Reviews.” 

Little River Farms entranceThe first is for Little River Farms, located on 14505 BATESVILLE ROAD. This entity has an existing Rural Event Facility Use Permit. Its owner is requesting a revision to the corresponding total acreage to 35.87 acres (which is lower than the current 47.7 acres); nothing else about the Use Permit would change, if approved.

The next three Courtesy Reviews are variance requests, specifically to:

  • Reduce the secondary rural viewshed (from Cogburn Road) minimum from 20 feet down to 3.2 feet for 1010 LYNDON LANE in the Lyndon Creek subdivision as part of building a new single-family home on that property 
  • Reduce the minimum setback of 25 feet for a side yard (to the east property line) to 15.2 feet for a proposed addition to a home at 435 CHAMPIONS VIEW DRIVE in the Champions View neighborhood off Francis Road
  • Reduce the minimum front-yard for an existing single-family home on a 1-acre property at 15925 BIRMINGHAM HIGHWAY (north of Birmingham Crossroads) from 60 feet to 48.4 feet for a proposed attached garage

This will be followed by a site and landscape review, as well as a building review, for the planned Seven Brew Drive-Thru Coffee shop at 12875 Highway, on a vacant lot near a Walmart entrance. Two roughly equal-sized structures (585 and 580 square feet) are proposed – a drive-through building and a pavilion. The proposed landscaping includes red maple and cherry trees, as well as ornamental plants and landscape islands next to parking spaces.

After Tuesday, Milton’s Design Review Board is next scheduled to convene on July 1.
