Transportation to be a central focus of City Council meeting
Transportation takes center stage at City Council’s July 7 meeting, including a vote on the North Fulton Comprehensive Transportation Plan and key step needed for a new Cox Road roundabout.
Monday’s meeting will start at 6 p.m. in City Hall’s Council Chambers (2006 Heritage Walk). People can attend in person or watch online at https://www.youtube.com/watch?v=mP8z4MxI5mA.
As is customary, the agenda for this Regular Meeting is split into distinct sections that have their own ground rules. They are:
- The CONSENT AGENDA, for routine items that the Council considers collectively (so a single vote that covers all items)
- REPORTS AND PRESENTATIONS, which is where you’ll find proclamations and presentations during which the Council may ask questions and offer direction but cannot cast decisive votes
- NEW BUSINESS, the home for items appearing on an agenda for the first time that the Council can discuss and vote on conclusively
Below are summaries of every item on the July 7 agenda.
CONSENT AGENDA
- Approval of the June 16, 2025, Regular City Council Meeting Minutes.
The Council will vote on approving the “minutes,” or official written record, from when they last convened on June 16. During this Regular Meeting, the City Council – as well as the Milton Historical Society – honored Larry Chadwick for his generous donation of the historic Chadwick-McConnell House to the City of Milton. Four high schoolers were given scholarships from the Milton Arts Council and the Council heard a presentation on a draft update of Milton’s Trail Plan Blueprint at the same meeting. - Approval of the Financial Statements & Investment Report for the Period Ending May 31, 2025.
This item is to approve the City government’s financial statements and investment report from this past May.
- Approval of Contract Award to BM&K for Construction Engineering and Inspection Services (RFP 25-PW02).
With approval of this contract, professionals from BM&K can provide on-call inspection and construction engineering services to the City of Milton for capital Public Works projects when such services are needed.
- Approval of an Instructor Contract Agreement Between the City of Milton and Corin Kievman to Provide Recreational Aqua Fitness Classes.
This is an agreement for Corin Kievman to be a Milton Parks and Recreation Department program partner leading low-impact, high-energy, group water fitness classes (sometimes referred to as water aerobics). These would take place in the City Pool at Milton City Park and Preserve.
- Approval of a Professional Services Agreement between the City of Milton and Garver, LLC. for Design Services to Support Replacement of a Box Culvert and Downstream Headwall at Providence Lake Drive.
The box culvert along Providence Lake Drive, through which water discharges into Providence Lake, needs several repairs to ensure it is safe and functional. With this agenda item’s approval, experts from Garver will provide professional engineering design services for these necessary repairs.
- Approval of Amendment to Project Agreement No. 46218427223 between the Georgia Department of Natural Resources and the City of Milton for Improvements at the Milton City Park & Preserve.
The City of Milton was awarded a $1.5 million Georgia Outdoor Stewardship Program grant from the State’s Department of Natural Resources in August 2023. The funding for this grant will help pay for numerous improvements, including new trail and stormwater green infrastructure, in the passive “North Woods” portion of Milton City Park and Preserve.
The Council’s approval of this item would not change the scope, financial details, or other aspects of this agreement. The only thing that would be different is when this project must be completed – with a little more than a 4-month extension through the end of 2025 – in compliance with the grant requirements.
- Approval of a Professional Services Agreement Between the City of Milton, GA and SOHA Holdings, LLC dba
Harmony Timberworks for Design and Engineering Services for a Shade Structure at the Milton City Pool.
Residents of all ages frequent the City Pool at Milton City Park and Preserve every summer to cool off, hang out, and enjoy the outdoors. With approval of this agreement, Harmony Timberworks will tap into its design and engineering expertise to produce construction plans for a permanent new shade-providing covering on the pool deck. (Currently, the pool facility only has a temporary shade structure.)
- Approval of a Professional Services Agreement between the City of Milton and Hatley Plans LLC to Prepare an Annual Update of the Capital Improvements Element (CIE), a Requirement to Maintain the Qualified Government Status.
The State requires that city governments like Milton adopt a Capital Improvement Element (CIE) Annual Update in order to collect impact fees. This item relates to a potential agreement with Hatley Plans LLC to provide their professional expertise in helping produce the City of Milton’s next such CIE update, which should be presented to the City Council for review later this summer. (After the Council’s approval, this update must be submitted to the Atlanta Regional Commission and State of Georgia Department of Community Affairs for review and approval.)
- Approval of a Construction Services Agreement between the City of Milton and Highway Markings, LLC for the Thermoplastic Striping & Raised Pavement Marker Installation Contract.
With approval of this agreement, Highway Markings LLC will install thermoplastic striping and raised pavement markers (RPMs) along various Milton roads. The new RPMs will replace those damaged as a result of a snowstorm that occurred last winter.
- Approval of a Recreation Provider Agreement Between the City of Milton, and Guillory Athletics, LLC dba Kidokinetics, to Offer Sports Enrichment Programs for Children.
If approved, this would make Kidonetics a new Milton Parks and Rec program partner providing boys and girls with fun, playful experiences in sports and physical education.
- Approval of Change Order #1 to the Professional Services Agreement with Lose & Associates, Inc. dba Lose Design for Conceptual Design Services on the Deerfield Active Park.
Professionals from Lose Design have been working closely with the City and the community in laying the groundwork for the design of a new active park on 24+ acres along Deerfield Parkway. This “change order” would continue that relationship so Lose & Design experts can do additional work to finalize the site plan for this active park to better align with adjacent private developments and incorporate elements from the Deerfield Urban Design Manual. - Approval of a Rental Agreement between the City of Milton and Magnolia Golf Group, Inc. for an LED Screen Rental for Carvin’ in Crabapple and Christmas in Crabapple Events.
This is an agreement for the City to rent –from Magnolia Golf Group – a 12-by-7-foot LED television screen to show live football games at two community events later this year, Carvin’ in Crabapple and Christmas in Crabapple. The intention of this rental is to boost attendance and provide a communal gathering spot for attendees. This will be at no cost to the City since the expenses will be covered by event sponsors.
- Approval of a Recreation Provider Agreement Between the City of Milton and Play-Well TEKnologies to Provide Recreational STEM Lego Programming.
With approval of this item, Milton Parks and Rec will continue its relationship with Play-Well TEKNologies. Members of the Play-Well TEKnologies’ team lead youth classes and camps that use LEGOs to impact science, technology, engineering, and mathematics (STEM) concepts.
- Approval of Change Order #1 to the Software as a Service (SaaS) Agreement with Addendum No. 1 between
the City of Milton and Tyler Technologies, Inc. for Addition of Contracts Module, Conversion of Onsite Implementation Hours, and Additional Implementation Hours.
The City is working with Tyler Technologies to implement that company’s ERP (Enterprise Resource Planning) system. During that ongoing implementation, City staff identified Tyler’s Contract module as a potentially useful tool to streamline the management of contracts and enhance efficiency within Milton’s government. The “change order” would add that module and account for additional implementation and project management hours.
- Approval of a Change Order No. 1 to the Professional Services Agreement with Vanasse Hangen Brustlin, Inc. (VHB) for Milton Greenprint Environmental Evaluation.
In March, the City entered into an agreement with Vanesse Hangen Brustlin (a civil engineering company) to
provide environmental services in connection to Milton’s Greenprint. The Greenprint will be a community-driven plan guiding the future of Milton’s more than 400 acres of greenspace, including what uses should be allowed, what amenities (like trails, bathrooms, and parking) should be added, and what areas should be untouched. Experts from Vanasse Hangen Brustlin were initially charged with studying stream, wetland, and natural areas at four City properties before recommending what parts (if any) of them should be conserved as well as investigating the feasibility of establishing stream and/or wetlands mitigation banks. (The four properties are the Cooper Sandy greenspace, Hamby Road greenspace, Lakhapani Preserve, and Milton City Park and Preserve.)
This “change order,” if approved, would expand the scope of this company’s work with the City to include 39 City-owned acres off Hopewell Road. This comes after the City Council, in May, authorized City staff to initiate this property’s protection from development through the City’s voter-approved Greenspace Bond program.
- Approval of an Amendment to the Intergovernmental Agreement by and between the City of Milton and the
City of Alpharetta For Mayfield Farm Demolition Services.
Since 2017, the City governments of Milton and Alpharetta have jointly owned 12 acres off Mayfield Road (between Bethany Road and Harrington Drive). The cities have been working together to plan a positive future for this property, which is commonly referred to as Mayfield Farm. This collaboration included a past agreement to demolish several structures.
The intergovernmental agreement up for consideration Monday stems from those demolitions. It would include adding cost share for asbestos abatement and properly closing septic tanks, both needs identified during the structures’ demolitions.
- Approval of Subdivision Plats & Revisions.
This item is to vote on the following minor plats:
+ To divide a 2.015-acre property at 2560 BETHANY BEND (near North Park, albeit across the street) into two roughly equivalently sized parcels
+ To reconfigure the property lines for three existing tracts totaling 7.66 acres at 13477 BIRMINGHAM HIGHWAY (which is generally across from Lexington Plantation Lane)
+ To split a 9.125 -acre parcel at 16660 HOPEWELL ROAD, which is south of Phillips Road, into three “large lots” (of 3 acres or larger)
REPORTS AND PRESENTATIONS
- Proclamation Recognizing Park and Recreation Month.
This year is the 40th anniversary of National Park and Recreation Month, an opportunity to highlight special
things to do and special places to do them in, as well as exemplary professionals who make them possible. Milton is fortunate to have a strong, passionate, creative, diligent Parks and Rec team who work hard to enhance residents’ quality of life by providing places and programs for them to experience, exercise, and enjoy.
Throughout July, the City invites people to celebrate Park and Recreation Month in Milton by participating (and potentially winning prizes) in a Summer Scavenger Hunt, exploring using a Parks Passport, and participating in events and programs like the Junior Ranger Academy. - Proclamation Recognizing Court Clerk Week.
Milton Municipal Court is a vital element of our City’s government, imperative in ensuring justice and
compliance with Milton laws. And, day-in and day-out, two individuals – Court Clerk Brooke Lappin and Deputy Court Clerk Wendy Lee – demonstrate professionalism, empathy, and knowledge of all applicable laws and procedures to ensure the court’s efficient, effective operation. This proclamation will celebrate Lappin and Lee while recognizing Court Clerk Week.
NEW BUSINESS
- Consideration of a Conflict Waiver between the City of Milton, the City of Alpharetta, and Jarrard & Davis, LLP for the North Fulton Comprehensive Transportation Plan (NFCTP).
Jarrard & Davis serves as the City of Attorney for both Milton and Alpharetta. With approval of this conflict
waiver, this law firm could represent the City of Milton as well as Alpharetta on the same matter – specifically a North Fulton Comprehensive Transportation Plan involving those cities along with Roswell, Sandy Springs, and Johns Creek.
- Consideration of a Memorandum of Understanding between Alpharetta, Johns Creek, Milton, Roswell and Sandy Springs for an update to the North Fulton Comprehensive Transportation Plan (NFCTP).
The North Fulton Comprehensive Transportation Plan (NFCTP) is a forward-looking planning document that provides consistency and clarity in transportation planning for the cities of Milton, Alpharetta, Johns Creek, Roswell, and Sandy Springs. Such coordination is particularly important for transportation projects at or around the borders of other municipalities. The NFCTP also provides an opportunity for analysis of projects of regional impact such as the new toll lanes on GA 400. This memorandum of understanding, if approved, would allow the latest update to the North Fulton Comprehensive Transportation Plan to move forward.
- Consideration of a Blanket Right of Way Acquisition Approval for the Cox Road at King Road Roundabout Project.
The City of Milton – in conjunction with the City of Roswell – has been working to improve safety and address congestion and other concerns along Cox Road. The community has been involved in this multi-faceted effort, which led to plans to improve several Cox Road intersections in southern Milton.
One of those is where Cox Road meets King Road. Approval of this measure would allocate funding to acquire right-of-way needed for the construction of a single-lane roundabout at that intersection. Milton is leading the project and is responsible for approximately 75% of the cost. Each city is responsible for acquisition of land in their respective jurisdiction.
- Approval of a Final Plat.
In November 2023 in accordance with City regulations, the City Council approved a final plat for the new Heatherton subdivision in southern Milton. The proposed final plat revision to be considered Monday would not change basic elements of that plat such as the size, location, or number of lots. The only thing that this revision would alter is the mailing addresses of the five Heatherton lots along Mayfield Road. None of them can be accessed directly by Mayfield Road. To prevent confusion for those visiting or making deliveries, a new private lane would become part of the new address for those parcels.
