Council set to vote on fund transfer related to new Hopewell Rd. greenspace
The City Council is set to vote Monday on transferring $4.9 million to the City’s Capital Projects Fund to finalize the preservation of approximately 39 acres off Hopewell Road as greenspace.
That’s one of several items on the agenda for the July 21 meeting, which will begin at 6 p.m. in City Hall’s Council Chambers. People can attend in-person or watch online at https://www.youtube.com/watch?v=RSghyzqlQGQ.
The agenda for this meeting is split into distinct sections, each with their own ground rules. They are:
- The CONSENT AGENDA, for routine items that the Council considers collectively (so a single vote that covers all items)
- REPORTS AND PRESENTATIONS, which is where you will find proclamations and presentations during which the Council can offer direction but not take binding votes
- FIRST PRESENTATION, the home for specific types of items appearing for the first time on a Council agenda that cannot be voted upon conclusively until a future meeting
- PUBLIC HEARING, which offers special opportunities for public comment on certain items followed by a vote
- NEW BUSINESS, the place for items that are debuting on a Council agenda that can be discussed and voted on decisively
Below are summaries of every item on Monday’s agenda.
CONSENT AGENDA
- Approval of the July 7, 2025, Regular City Council Meeting Minutes.
The Council will vote on approving the “minutes,” or official written record, from when it last convened on July 7. During this Regular Meeting, the Council approved a blanket right-of-way acquisition allotment needed to build a roundabout at Cox and King roads in southwest Milton. The same meeting featured proclamations honoring members of

- Approval of a Recreation Provider Agreement Between the City of Milton and Revalca Kids LLC dba Kidcreate Studio to Provide Recreational Art Classes and Camps.
This is an agreement for KidCreate Studio instructors to continue to lead youth art classes, camps, and other activities at various City facilities as a Milton Parks and Recreation program provider.
- Approval of a Professional Services Agreement between the City of Milton and McKinstry Viridis, LLC for Energy Planning Activities for Facilities.
With approval of this agreement, professionals from McKinstry Virdis will perform a condition assessment, analyze energy usage, establish baselines, develop an asset replacement plan, and assess electric vehicle opportunities at City facilities. This contract would be funded by a federal Energy Efficiency and Conservation Block Grant (EECBG) at no cost to the City.
- Approval of a Recreation Provider Agreement Between The City of Milton and Milton Mustangs Swim Club to Provide Youth Swim Team Programming.
The Milton Mustangs Swim Club has operated out of the City Pool at Milton City Park and Preserve, offering young people in our community the opportunity to be part of a
team, exercise and improve their swimming, and compete in meets in May and June. This recreation provider agreement would extend the Mustangs’ association with the City of Milton.
- Approval of a Recreation Provider Agreement Between The City of Milton and Milton Tennis Center to Provide Youth and Adult Tennis Programming and Camps.
This recreation provider agreement would continue the City’s relationship with Terre O’Brien and the Milton Tennis Center. O’Brien leads this program, which includes lessons and competitive matches for players of various ages based out of the courts at Milton City Park and Preserve.
- Approval of an Instructor Contract Agreement Between the City of Milton and Morning Starr A. Petronella to Provide Recreational Photography Classes.
Starr Petronella has led photography classes and camps over the last several years out of City facilities in which participants explore the art of photography through composition, lighting, and creative expression. Petronella can continue to do so after the approval of this agreement, which changes slightly how she is paid for her services.
- Approval of an Instructor Contract Agreement Between The City of Milton and Ranine Badawy to Provide Recreational Teen/Adult Art Programming.
With approval of this agreement, Rani Badawy will continue to offer classes for teens and adults focused on drawing, sketching, painting, and other art forms in association with Milton’s Parks and Recreation Department.
- Approval of an Easement Agreement for Ingress and Egress between the City of Milton and Thomas G. Statham, Thomas B. Statham, and Ben G. Statham at 12615 Broadwell Road.
Since soon after its 2006 incorporation, the City of Milton has granted owners of the Statham property a license to park in the Broadwell Pavilion parking lot at 12615 Broadwell Road. This agreement, if approved, would formalize the Statham property owner’s ingress and egress access to the parking area from Broadwell Road to match the term of the original parking license that expires on July 5, 2032.
REPORTS AND PRESENTATIONS
- FY 2026 Budget Discussion and Feedback.
The City of Milton’s next fiscal year will run from October 1, 2025, through September 30, 2026. Over the last several weeks, City staff have been working to produce its draft Fiscal Year 2026 budget that features projected revenues and expected expenditures, including some new operating initiatives, across various funds.
On Monday, Deputy City Manager Bernadette Harvill and fellow City staff will give a presentation and welcome Council feedback on a broad overview of this budget process. They will go through the budget timeline, such as an anticipated August 11 vote on the City’s next millage rate that will impact what is funded, and to what extent, in the upcoming budget. Staff also will outline new operating initiatives and capital requests, as well as “pay-as-you-go” program updates. The Council will not vote on adopting its next budget until September, before which there will be several more Council presentations and opportunities for input.
FIRST PRESENTATION
- Consideration of U25-02 - 14505 Batesville Road by LRF Milton, LLC to request a Use Permit for Rural Event Facility (Sec. 8.7.1.H of the UDC) on 35.87 Acres (reduction from previously approved U14-02/ZM17-01) Within a 6,539sq. ft. House, 4,296 sq. ft. Atrium Structure, 4,760 sq. ft. Existing Building and Two Gazebos for a Maximum of 250 Attendees.
- Consideration of an Ordinance for the Rescission of an Existing Use Permit for a “Rural Event Facility” located at 14505 Batesville Road.
- Consideration of an Ordinance for the Rescission of an Existing Use Permit for a “Bed and Breakfast” located at 14505 Batesville Road.
The three items under First Presentation all refer to the same location – Little River Farms, which is at 14505 Batesville Road. This business has existing Use Permits for a “Rural Event Facility” and “Bed and Breakfast.” If these items are eventually approved, nothing substantive about those Use Permits (in terms of what’s allowed, when, etc.) would change.
The only alteration, as requested by Little River Farms’ owner, is an amendment to decrease the official overall size of the property from 47.7 to 35.87 acres. Since they’re listed here under First Presentation, these items cannot be conclusively voted upon until a future City Council meeting.
PUBLIC HEARING
- Consideration of the Issuance of an Alcohol Beverage License to I Love NY Pizza of Milton Inc dba El Castillo Mexican Restaurant, 980 Birmingham Road, Suite 200A, Milton, Georgia 30004.
The Council will have a “public hearing,” followed by a vote, on issuing an alcohol beverage license to the owner of a potential new restaurant in Birmingham Crossroads. This Mexican restaurant, to be called El Castillo, will occupy the suite next to I Love NY Pizza.
NEW BUSINESS
- Consideration of a Resolution to Reimburse the City of Milton's Capital Projects Fund with Greenspace Bond Funding Regarding Properties Acquired on Hopewell Road.
At its May 19 meeting, the City Council voted to take 39 City-owned acres along Hopewell Road off the market and directed staff to preserve this land using Greenspace Bond funds. This resolution would formalize that process by transferring $4.9 million from the City’s Greenspace Bond fund to its Capital Projects Fund (where it could be used for other purposes).
