Council to honor CHS girls lacrosse, vote on alcohol code modifications
City Council will convene Monday to honor Cambridge High's state champion girls lacrosse team as well as to vote on moderate modifications to the City’s alcohol code.
The August 18 meeting will begin at 6 p.m. in City Hall’s Council Chambers. All are welcome to attend in-person or watch online at https://www.youtube.com/watch?v=2eWCvrQuo60.
As is customary for all Regular Meetings, the agenda for this one is split into distinct sections that have their own ground rules. They are:
- The CONSENT AGENDA, which is for routine items that the Council votes on collectively (so a single vote that covers all items)
- REPORTS AND PRESENTATIONS, which is the home for proclamations and presentations during which the Council may voice feedback but cannot make conclusive votes
- PUBLIC HEARING, which is reserved for certain types of items during which there are special opportunities for citizens to comment
- UNFINISHED BUSINESS, the place you’ll find specific kinds of items that appeared on past agendas under “First Presentation” that can now be discussed and decisively voted upon
Below are summaries of the items on Monday’s agenda.
CONSENT AGENDA
- Approval of the August 4, 2025, Special Called City Council Meeting Minutes.
- Approval of the August 4, 2025, Regular City Council Meeting Minutes.
“Minutes” are the official written records for a meeting that document significant actions taken during them. The first four items on Monday’s agenda refer to minutes from the Council’s last four meetings, each of which occurred earlier this month.
The August 4 Special Called Meeting began at 9 a.m. with an agenda consisting of a single item – a Public Hearing related to the City’s millage rate. Later that same day, the Council re-convened for a Regular Meeting at which Milton’s summer interns Maddie Flores and Luke Netto detailed some of the many positive, meaningful ways they
contributed to the community and its government over 10 busy weeks. At the same meeting, the Council approved a revised Use Permit for Little River Farms that did not alter functional details about event requirements (like the maximum number of attendees or event hours). Exactly one week later on August 11, the Council also held two meetings on the same day – though in that case, they happened back-to-back in the evening. The first was a Work Session in which Principal Planner Shubha Jangam gave a presentation related to Milton’s impact fee program, which are collected from those creating new developments to pay for projects related to bridges, roads, parks, and government buildings. Later, in the Special Called Meeting, the Council voted to adopt the lowest millage rate in Milton’s history -- a maintenance and operating (M&O) rate of 4.193 mills, which is a 4.47% decrease from what it was last year. - Approval of Task Order #1 between the City of Milton and Moffatt & Nichol, Inc. for Engineering Design Services for Final Design Plans for Park Improvements at the Milton City Park and Preserve (Active Area) and Legacy Park.
This task order, if approved, would allow for Moffat & Nichol professionals to complete the design of site improvements planned for two Milton parks. This project is expected to include expanding the parking lot at Legacy Park, as well as drainage, ingress/egress, and septic upgrades at that athletic facility off Cox Road. Moffat & Nichol experts would also finalize design of changes to the active portion of Milton City Park and Preserve such as redoing the tennis facility (resulting in a total of six courts), erecting an ADA-compliant playground, as well as expanding, reconfiguring, and enhancing the parking lot.
- Approval of a Recreation Provider Agreement Between the City of Milton and Karen B Cakes, LLC to Offer Baking Demonstrations and Cupcake Decorating Classes.
With approval of this agreement, Karen Bates from Karen B Cakes LLC will become a new Parks and Recreation Department partner leading sourdough baking classes plus parent-and-child cupcake decorating workshops at City facilities.
- Approval of an Instructor Contract Agreement Between the City of Milton and Rukhsana Alam to Provide a Recreational Zumba Program.
Rukhsana Alam has been teaching Zumba fitness classes with a Bollywood theme to women and teen/tween girls at City park facilities. Approval of this instructor contract
agreement will continue that relationship with more classes in the works.
- Approval of a Recreation Provider Agreement Between the City of Milton and Little River Ballet LLC, to Offer Youth Dance Classes.
This item paves the way for Little River Ballet, under the direction of experienced dancer and teacher Kelsey Shackleford, to offer youth dance classes in partnership with the City’s Parks and Recreation Department. Classes and camps would be held at Bethwell Community Center or Milton City Park and Preserve’s Community Center.
- Approval of a Services Agreement between the City of Milton and United Rentals DBA Reliable Onsite Services for On Site Restroom Services at Crabapple Fest 2025.
Reliable Onsite Services would provide temporary on-site restrooms during Crabapple Fest with approval of this agreement. The company will set up and man one 10-station restroom trailer, another 9-station trailer that is ADA complaint, and a corresponding water supply. Crabapple Fest will take place this year from 10 a.m. to 5 p.m. on Saturday, October 4, in downtown Milton.
- Approval of a Professional Services Agreement with Garver, LLC (AR) for Design Services of Intersection Improvements, Drainage Enhancements and Sidewalk Connectivity
along the Redd Road Corridor.
The City is looking at ways to improve safety and efficiency at several spots along Redd Road, such as potential intersection upgrades at Redd and Hagood, Thompson, and Hopewell roads. This is an agreement for Garver to provide professional design services for this TSPLOST-funded project, including evaluating stormwater runoff. These experts will also assess the feasibility of installing sidewalks/multi-use paths from Freemanville Road to Brittle Road. This design includes coordination with the turn lane improvements that are already being designed at Redd and Freemanville roads.
- Approval to Opt Into the Purdue Opioid Class Action Settlement.
Approval of this item would give the City of Milton access to part of a national opioid-related settlement with the pharmaceutical company Purdue Pharma, its affiliates, and the Sackler family. As with similar settlements associated with the opioid crisis, the State of Georgia will administer the disbursal of approximately $31.5 million shared by local governments.
REPORTS AND PRESENTATIONS
- Proclamation Recognizing the Cambridge High School Girls Lacrosse Team.
The Cambridge High School girls lacrosse team capped a 20-2 season with a decisive 17-5 victory over Blessed Trinity to win the Division 1 state championship – their second in as many years. Coached by Pam Maskinko and led by standouts such as Jenna Lundstedt, Susie McElheny, Kasey Dwyer, and Gabi Johnson, the Bears finished their 2025 campaign ranked No. 17 nationwide by USA Lacrosse.
On Monday, the Mayor and Councilmembers will issue a proclamation honoring the Cambridge High squad for the excellence on and off the field.
PUBLIC HEARING
Consideration of Resolution Authorizing the Transmittal of a Draft 2025 Capital Improvement Element (CIE) Annual Update Relating to the City's Impact Fee Program to the Atlanta Regional Commission (ARC) for Regional and State Review.
The State of Georgia requires that local governments like Milton’s adopt a Capital Improvement Element (CIE) Annual Update in order to collect impact fees. Impact fees are taken in from those creating new developments to help pay for upgrades to bridges, roads, parks, and government buildings.
On Monday night, there will be a Public Hearing – or special opportunity for citizens to comment, along with a presentation – on the City’s 2025 CIE. This Annual Update reflects data related to the City’s Impact Fee program for Fiscal Year 2024, which ran from Oct. 1, 2023, to Sept. 30, 2024. Following this public hearing, the Council will vote on transmitting that document for regional (by the Atlanta Regional Commission) and state (by the Georgia Department of Community Affairs) review.
- Consideration of the Issuance of an Alcohol Beverage License to Evergreen Alliance Golf Limited L.P. dba Manor Country Club, 15952 Manor Club Drive, Milton, Georgia 30004.
The Council will vote on issuing an alcohol beverage license for Evergreen Alliance Golf Limited, the new proprietors of the Manor Country Club. This existing facility is around the golf course in the Manor neighborhood.
- Consideration of the Issuance of an Alcohol Beverage License to Evergreen Alliance Golf Limited L.P. dba White Columns Country Club, 300 Clubhouse Drive, Milton, Georgia 30004.
This alcohol beverage license (ABL) request is also for the new proprietor of an establishment at a Milton country club – specifically, the White Columns Country Club. Evergreen Alliance Golf Limited is the proprietor seeking the ABL for its establishment in the White Columns neighborhood.
- Consideration of the Issuance of an Alcohol Beverage License to YLS GTG LLC dba Ichiban Steak & Sushi Alpharetta, 5306 Windward Parkway, Suite A, Milton, Georgia 30004.
Monday night’s final alcohol beverage license request is from the new owners of Ichiban Steak & Sushi. This Japanese restaurant sits along Windward Parkway, between the Home Depot entrance and Deerfield Parkway.
UNFINISHED BUSINESS
- Consideration of an Ordinance of The City of Milton Modifying Chapter 4 of the Code of the City of Milton to Amend the Dates Related to License Renewals, Eliminate the
Limited Food Service Restaurant License, and Amend the Hours of Sale for Microbreweries and Microdistilleries. (First Presentation at 8.04.2025 Regular City Council Meeting) (Unfinished Business at 8.18.2025 Regular City Council Meeting) (Agenda Item No. 25-206) (Steve Krokoff, City Manager)
This ordinance modification, if approved, would make modest adjustments to Chapter 4 of the City’s alcohol code aimed at improving administrative efficiency, streamlining licensing classifications, and better aligning operating hours with community expectations. They involve changing the alcohol license renewal deadline (from November 15) to October 31; eliminating the Limited Food Service Restaurant alcohol license type that has already been closed to new applicants; and allowing microbreweries and microdistilleries to sell alcohol until midnight (rather than the current 10 p.m.)
Since this was under First Presentation on a City Council agenda earlier this month, this item can be decisively voted upon at Monday’s meeting.
