Council to vote on moving forward with fresh speed limit reductions
City Council will vote Wednesday on moving forward with a potential fresh round of safety-minded speed limit reductions, among other items, when it meets at City Hall.
The September 3 meeting (which is not happening on Monday, as usual, due to the Labor Day holiday) will begin at 6 p.m. in City Hall’s Council Chambers at 2006 Heritage Walk. People can attend in-person or watch online at https://www.youtube.com/watch?v=LvqXT_QT0HQ,
As is customary for a Regular Meeting, the agenda is made up of distinct sections that have their own ground rules. They are:
- The CONSENT AGENDA, for routine items that the Council considers collectively (so a single vote that encompasses all items)
- REPORTS AND PRESENTATIONS, which is where you will find proclamations and presentations during which Council may ask questions or offer general feedback but not cast official votes
- NEW BUSINESS, the home for items appearing on an agenda for the first time that can be discussed and conclusively voted upon
Below are summaries of every item on the September 3 agenda.
CONSENT AGENDA
- Approval of the August 18, 2025, Regular City Council Meeting Minutes.
The Council will vote on approving the “minutes,” or official written record, from its last meeting on August 18. On that Monday night, the
Council approved modifications to the City’s alcohol code that included allowing microbreweries and microdistilleries to stay open until midnight. The back-to-back state champion Cambridge High girls lacrosse team was also honored at this meeting. - Approval of the Financial Statements & Investment Report for the Period Ending July 31, 2025.
This item is to approve the City of Milton government’s financial statements and investment report from this past July.
- Approval of a Project Framework Agreement By and Between Georgia Department of Transportation and City of Milton for Transportation Facility Improvements (Project Identification Number 0021207 SR 372/Birmingham Highway at Batesville Road).
Birmingham Highway is a State Route, so the Georgia Department of Transportation (GDOT) must approve any significant modifications to it. Approval of this agreement will establish the framework for a new project led by the City and in partnership with GDOT – which would be supported by $400,000 in federal funding – for the City to hire a consultant to study and design necessary improvements at
Birmingham Highway/State Route 372 and Batesville Road. The City is looking at possibly adding a roundabout at this intersection (currently a stop-controlled T-intersection) in an effort to reduce crashes.
- Approval of a Project Framework Agreement By and Between Georgia Department of Transportation and City of Milton for Transportation Facility Improvements (Project Identification Number 0021208 SR 372/Birmingham Highway at New Bullpen Road).
This is another project framework agreement between the City and Georgia Department of Transportation related to potential upgrades along State Route 372/Birmingham Highway – in this case, where it intersects with New Bullpen Road. As with the other item, this could advance a project in line with Milton’s Comprehensive Transportation Plan (CTP) and the North Fulton Comprehensive Transportation Plan (NFCTP). Approval of this item would establish a new project led by the City in partnership with GDOT – including $320,000 in federal funding – and allow the City to hire a consultant to explore ways to improve safety at the Birmingham Highway-New Bullpen intersection.
- Approval of a Construction Services Agreement with Bridgeport Carpets Inc., to Renovate the Bathrooms at Legacy Park.
With approval of this agreement, Bridgeport Carpets will renovate the bathrooms at Legacy Park, the City’s athletic complex off Cox Road. The upgrades will include installing tankless water heaters, applying a new epoxy coating to the floors, replacing doors and stall partitions, as well as painting the ceilings and walls.
- Approval of a Memorandum of Understanding Between the City of Milton and Music Milton, Inc., for Use of Council Chambers for Gala.
Music Milton is a new nonprofit dedicated to promoting music education and bringing world-class musicians to our area. This MOU establishes an agreement between the City and this organization for the use of City facilities on September 19.
- Approval of a Professional Services Agreement with MXI Environmental Services, LLC for Household Hazardous Waste Collection Events.
The City annually holds Household Hazardous Waste Collections to give residents the opportunity to discard chemicals, cleaning products, fluorescent bulbs, automotive liquids, and other hazardous materials in an environmentally friendly way. With approval of this item, professionals from MXI Environmental will collect, handle, pack, transport, and then recycle, reuse, and/or dispose of such material gathered at events. This agreement relates to the City’s upcoming Household Hazardous Waste Collection, with up to five renewal terms.
- Approval of a Construction Services Agreement between the City of Milton and Buckeye Land Management, Inc. for the FY25 Stormwater Projects at Various Locations.
This is an agreement for Buckeye Land Management to repair stormwater infrastructure at multiple locations around Milton. This work may include installing pipes, adding or repairing headwalls, rehabilitating ditches, and installing rip rap stone.
- Approval of Change Order #1 to the Professional Services Agreement between the City of Milton and International Cybernetics Company, LLC (ICC) formally known as IMS Infrastructure Management Services, LLC for the Final Citywide Pavement Condition Survey.
With approval of this “Change Order,” professionals from International Cybernetics Company will conduct a final pavement condition survey under their contract for all City streets. The information from this survey will inform Milton’s five-year paving plan.
- Approval of a Professional Services Agreement with Keck and Wood, Inc. for Traffic Signal Plans for the SR 140/Arnold Mill Road at Green Road Intersection Project.
After this agreement is approved, Keck and Wood experts will provide final engineering design for a new traffic signal at the intersection of Arnold Mill Road/State Route 140 and Green Road. This safety improvement has been approved by the Georgia Department of Transportation, which has issued a traffic signal permit and given the OK for the final design to move forward.
REPORTS AND PRESENTATIONS
- Proclamation Recognizing the Cambridge Youth Track Team.
The Cambridge Youth Track launched four years ago to give children between the ages of 6 and 18 an opportunity to develop as athletes
and as people under the tutelage of exceptional, supportive coaches. Practicing at Cambridge High School’s track complex and competing at regional and national meets, this program’s participants routinely develop and excel during their school-year and summer seasons. This proclamation will celebrate those successes, as well as recognize the value of the Cambridge Youth Track program overall.
- Proclamation Recognizing September as Childhood Cancer Awareness Month.
About 1 in 285 U.S. children will be diagnosed with cancer before they turn 20, making it the leading cause of death by disease nationally for this age group. This proclamation recognizing Cancer Awareness Month brings attention to this reality, and with it the need for research and support for thousands of families – some of whom live here in Milton.
On Monday, the Mighty Millie Foundation – named for a metro Atlanta girl who bravely battled cancer and whose family now works diligently to help those in similar situations – will be in City Hall to accept the proclamation. All others who have been touched by childhood cancer are welcome to join them.
- Proclamation Recognizing Milton Mental Wellness Month and Raising Awareness to Help Prevent Suicide.
Every fall, the City of Milton shines a spotlight on the critical matter of mental wellness – including a proclamation like this one Monday and teaming with local professionals to raise awareness as well as share potentially life-changing and even life-saving insights related to mental wellness. This year, the City will work together to make such a positive impact – times two.
This effort will kick-off with a webinar in partnership with the nonprofit LRJ Foundation at 6 p.m. on September 16 that is titled “From Heartache to Growth: Understanding Trauma, Grief, and the Power of Support.” Counseling professionals and individuals with firsthand knowledge of this all-too-common reality will share insights, suggestions, and personal experiences – as well as answer questions – during the webinar. Anyone can participate after registering in advance at www.miltonga.gov/TraumaAndGrief.
Then, on October 25, JCAC Counseling will conduct a special workshop related to suicide prevention at Milton City Park and Preserve’s Community Center. Details on that event, as well as resources generally on how to address a host of mental health topics, can be found at www.miltonga.gov/MentalWellness.
NEW BUSINESS
- Consideration of a Resolution Approving a List of Roads for Submission to the Georgia Department of Transportation and Georgia Department of Public Safety for Updates to the Speed Detection Device Permit.
As a fundamental part of its efforts to improve safety on Milton roads, the City has been looking methodically at exploring targeted reductions of speed limits on certain streets. This is in line with Milton’s Strategic Plan as well as the Council-adopted Local Road Safety Plan. City staff cannot unilaterally lower enforceable speed limits by making them part of the “radar permit;” rather, any such changes must be approved by the Georgia Department of Transportation and Georgia Department of Public Safety.
The proposed revisions in this list (to be submitted to both those State agencies) include lowering the speed limit from 45 mph to 40 mph on Bethany Bend (between Hopewell Road and Highway 9), New Providence Road (from Arnold Mill Road to Birmingham Highway), and Thompson Road (from Redd Road to Hopewell Road). It also would add Kings Ridge Christian School to the Bethany Bend and Cogburn Road school zones (which includes Cambridge High), and reduce the school zone speed limit there from 35 mph to 30 mph.
Consideration of a Resolution of the City of Milton, Georgia to Set Municipal Precincts and Municipal Polling Place Locations for Municipal Elections.
Fulton County will administer the City of Milton’s 2025 general municipal election. This resolution formally establishes the City’s voting precincts and polling places to match those set by the County. These locations differ from what they were in 2023, when Milton conducted its own general election in-house.

City Council will convene on September 8 for a Special Called Meeting at City Hall. This format is being used so Council can hold Public Hearings on proposed amendments to the Fiscal Year 2025 budget and on the proposed Fiscal Year 2026 budget, which will run from October 1, 2025, through September 30, 2026.
These Public Hearings will take place on September 8 rather than September 3, as originally anticipated, to provide an appropriate opportunity for Council and the community to engage with these important items. The schedule for Council’s final votes remains unchanged, with decisions set for September 15.
