City Council will hold a Special Called Meeting on Monday evening at which citizens can hear about Milton’s proposed Fiscal Year 2026 budget and share their thoughts during a Public Hearing.
The September 8 Special Called Meeting is being held in lieu of a previously scheduled Work Session to allow for the budget-related Public Hearing. Anyone can attend this meeting, which will begin at 6 p.m., in-person at City Hall’s Council Chambers (2006 Heritage Walk). Or they can watch it online at https://www.youtube.com/watch?v=XxNYsjpYptk.
The agenda for this meeting consists of several sections, each with their own ground rules. They are:
- The CONSENT AGENDA, for routine items that the Council considers collectively (so a single yes-no vote that covers everything)
- FIRST PRESENTATION, which is the place for certain kinds of items appearing on a Council agenda for the first time that cannot be voted on conclusively until a future meeting
- PUBLIC HEARING, which allows for a special public comment period for qualifying items
Below are summaries of every item on Monday night’s Council agenda.
CONSENT AGENDA
- Approval of Change Order #3 to the Public Works Maintenance & Operations Services Agreement between the City of Milton and Tri
Scapes, Inc. for Right of Way Maintenance Services.
If this “change order” is approved, Tri Scapes would continue to offer maintenance services for the City-owned right-of-way alongside Milton roads through the end of March 2026. In the interim, the City plans to bid out a new yearly maintenance contract.
- Approval of a Services Agreement with Testing Services (TSI), LLC. to Provide Impact Testing at Bell Memorial Park and Legacy Park’s Artificial Turf Fields.
This is an agreement for Testing Services (TSI) to conduct GMAX testing on the artificial turf fields at Bell Memorial Park and Legacy Park (the City’s two athletic complexes with such fields). GMAX testing, which gauges synthetic turf’s shock absorption properties, can help the City evaluate field safety and identify what can be done to help prevent injuries.

- Approval of a Recreation Provider Agreement Between the City of Milton and Market Share Inc. dba Babysitter Boot Camp to Provide Babysitter Training Classes.
Jenny and Christine Neely have been leading Babysitter Boot Camp classes at City facilities to give people – especially tweens and teenagers – training, tips, and other tools to become excellent childcare providers. The Recreation Provider Agreement, if approved, will continue that partnership with the City’s Parks and Recreation Department.
- Approval of Subdivision Plats and Revisions.
These minor plat-related items, if approved, would:
+ Reconfigure the parcel at 735 CHAMPIONS CLOSE in the Champions Close neighborhood (off Hopewell Road) to remove an encroachment to a lot in the adjacent Homestead subdivision
+ Reconfigure a parcel in The Homestead – so in that same area, specifically at 1030 HOMESTEAD DRIVE – to remove an encroachment from an adjacent lot in the Champions Close neighborhood
+ Combine four City-owned properties off HOPEWELL ROAD that have been designated as greenspaces into a single 39.1-acre parcel
+ Revise the property lines of two adjacent lots in the North Valley subdivision (at 14770 and 14780 EAST BLUFF ROAD) so that one is 4.79 acres and the other is 4.04 acres
FIRST PRESENTATION

Each Fund of the City of Milton, Georgia Amending the Amounts Shown in Each Budget as Expenditures, Amending the Several Items of Revenue Appropriations, Prohibiting Expenditures to Exceed Appropriations and Prohibiting Expenditures to Exceed Actual Funding Available. The City budget is a dynamic, rather than static, plan that requires amending from time to time. The proposed budget amendments contained within this item are an update to Milton’s Fiscal Year 2025 budget, which runs from October 1, 2024, to September 30, 2025. The Ordinance reflects recent changes recommended as a result of certain circumstances, opportunities, and recommendations. This same item is set to appear and be voted upon at the Council’s September 15 meeting, after which it can be enacted. This Ordinance is to adopt the City of Milton’s budget for Fiscal Year 2026, which would begin on October 1, 2025, and end on September 30, 2026. City staff have given three public, City Council presentations about this budget over the course of this summer that address revenues and expenditures across all government funds. The City budget must appear on a Council agenda initially under First Presentation. It can be adopted at a future Council meeting, with a vote on it expected on September 15.

This is a Public Hearing, or special opportunity for people to comment, related to proposed amendments to the City’s current Fiscal Year 2025 budget that is described above under First Presentation.

This Public Hearing is for the City of Milton’s proposed Fiscal Year 2026 budget that (if and when approved) would take effect on October 1, 2025, as detailed earlier in this preview under First Presentation. There is set to be a second Public Hearing and official, conclusive vote on this budget at the Council’s September 15 meeting.
After this Monday, the City Council is next scheduled to convene September 15 for a Regular Meeting.
