Birmingham Park to be focus of City Council's next meeting
Birmingham Park will be a focus of Milton’s City Council meeting on Monday, including a vote on a potential first step toward applying for a grant to help pay for a new restroom and trail improvements at the picturesque 200-acre natural park.
That’s one of several items on the agenda for the October 20 meeting, which will begin at 6 p.m. at City Hall (2006 Heritage Walk). People can physically attend the meeting in Council Chambers or watch it online at https://www.youtube.com/watch?v=ZZIWuifPyr8.
This meeting’s agenda, as is customary, is split into distinct sections. They are:
- The CONSENT AGENDA, for routine items that are considered collectively (so a single vote that covers all items)
- REPORTS AND PRESENTATIONS, which is where you’ll find proclamations and presentations during which the Council may offer guidance but not take binding votes
- NEW BUSINESS, the home for items appearing on a Council agenda for the first time that can be discussed and voted on conclusively
Below are summaries of every item on the Council’s October 20 meeting agenda.
CONSENT AGENDA
- Approval of the October 6, 2025, Regular City Council Meeting Minutes
This item is to approve the “minutes,” or official written record, from the Council’s last Regular Meeting on October 6. At this meeting, Councilmembers supported several recommendations aimed at giving property owners more reason to maintain or even grow the size of their large lots, even as there’s more work to be done before anything becomes official. The Council also shared feedback on a possible Birmingham Park conservation easement, as well as saluted the Milton High Junior Eagles girls volleyball team on its recently concluded 26-0 season. - Approval of a Project Framework Agreement By and Between Georgia Department of Transportation and City of Milton for Transportation Facility Improvements (Project Identification Number 0021273 SR 9 from Windward Pkwy to Forsyth County Line)
In September, the City Council approved a Memorandum of Understanding with the Georgia Department of Transportation (GDOT) outlining that state agency’s financial commitment to fund the Highway 9 widening-plus project between Windward Parkway and the Forsyth County border. This agenda item marks a next step in that process, outlining GDOT’s commitment to provide $3.95 million for preliminary engineering services needed for this project. The City will be responsible for day-to-day project management and project delivery, with GDOT retaining approval authority while partnering with the City.
- Approval of a Clearview AI Renewal Order Form and Price Quote supplemented by Addendum No. 1 with Clearview AI for the
Purchase of Software as a Service (SaaS) to be Leveraged by the Milton Police Department in Investigating Allegations of Criminal Conduct within Its Jurisdiction
This item is to approve the Milton Police Department’s continued use of different SaaS products, as provided through Clearview AI, to assist in criminal investigations. These services have proven critical in productively identifying alleged offenders and supporting successful prosecutions.
- Approval of a Construction Services Agreement between the City of Milton and CMC, Inc. for the Crabapple Multi-use Trail Project (ITB 25- PW08)
With approval of this Construction Services Agreement, CMC would install a concrete multi-use trail in and around Milton’s downtown – specifically between Parkview Drive and Arbor North Drive (along Crabapple Road) as well as between Lecoma Trace and Waterside Drive (which is along parts of Crabapple and Green roads). This TSPLOST-funded project will improve connectivity in Milton’s Crabapple area.
- Approval of a Professional Services Agreement between the City of Milton and Kimley-Horn and Associates, Inc. for the Milton Comprehensive Plan Five-Year Update
Every five years, the City crafts a Comprehensive Plan update that projects the community’s aspirations for Milton over the next 20 years as well as work programs that can be pursued to help reach that ideal future state. Citizens are deeply involved in the creation of this key guiding document along with elected officials, business leaders, and other stakeholders.
This item refers to an agreement with Kimley-Horn and Associates to partner with City officials and staff in creating Milton’s next Comprehensive Plan. - Approval of a Renewal Contract Agreement with Addendum No. 1 between the City of Milton and DocuSign, Inc. for Electronic Signature and Document Signature
The City has used DocuSign for its valuable eSignature capabilities for contracts, employee onboarding, certain forms, etc. This agreement would renew the City’s use of such services based on a set number of “envelopes” that correspond to applicable
documents.
- Approval of an Order Agreement and Addendum No. 1 between the City of Milton and JustFOIA, Inc. to Provide Upgraded Functionality and Redaction Services for Open Records Searches and Document Management
JustFOIA is the City of Milton’s online program for collecting and processing “open records” requests for things like police reports, building and site plans, and City official-related documents. (You can access it at www.miltonga.gov/i-want-to/find/public-records/.) Approval of this item would renew the City’s contract with JustFOIA for its open records management software services.
REPORTS AND PRESENTATIONS
- Proclamation Honoring Terre O'Brien for Three Decades of Excellence in Tennis Instruction
Terre O’Brien has been the heart and soul of Milton’s tennis community for essentially three decades, even before the City existed. After his stint as a professional tennis player ended, he settled in what’s now the Milton Tennis Center at Milton City Park and Preserve to guide thousands of players, from preschoolers through seniors. Over this time, O’Brien’s teams have won the most division titles in Atlanta Lawn Tennis Association (ALTA) history, while several of his players have excelled in the collegiate and professional ranks. And, under his watch, they have developed not only as athletes but as outstanding people as well.
This proclamation will celebrate O’Brien and his contributions to our community. His impressive knowledge of tennis and adeptness at teaching is matched only by his extraordinary dedication to his players.
NEW BUSINESS
- Consideration of a Resolution to Abandon Right of Way on a Portion of Old Bull Pen Road within Birmingham Park
At its last meeting, the City Council approved a resolution determining that certain right-of-way – specifically along the part of part of Old Bull Pen Road that runs through Birmingham Park – no longer serves a substantial public purpose. That set the stage for Monday’s New Business item, a resolution that would formally abandon the public right-of-way along this same stretch.
Old Bull Pen Road once connected Hickory Flat Road to parcels that would later become part of Birmingham Park. This abandonment of the right-of-way is needed for the City to proceed with plans for a conservation easement involving that natural park.
- Consideration of a Resolution of the City of Milton Authorizing a Pre-Application for a Recreational Trails Program Grant with the Department of Natural Resources, to Construct a Restroom Facility and Trail Improvements at Birmingham Park
With approval of this resolution, the Council would authorize the City’s pursuit of a “pre-application” for a Recreational Trails Program grant administered through the Georgia Department of Natural Resources. This is the first step in a process that could end in fall 2026 when that State department should award such grants.
The City would seek this grant to fund upgrades in Birmingham Park, specifically building a restroom and improving parking near the trailhead, along with trail improvements. The City will seek the maximum grant amount of $200,000, with the City required to match at least 20% of the total funding (which could be paid out of the existing Birmingham Park capital projects fund).
- Consideration of a Resolution Adopting the 2026 City of Milton City Council Regular Meeting and Work Session Schedule
This resolution, if adopted, would set the City Council’s meeting schedule for the upcoming year. The proposed 2026 calendar includes three Regular Meetings on Wednesdays, when all the others occurring on Mondays.
