City Council set to vote on adopting revised Milton Trail Blueprint
The City Council is set to vote Monday on adopting the latest iteration of the Milton Trail Blueprint – an aspirational guide for future multi-use paths and sidewalks.
That’s one of several matters that will be taken up at the November 17 meeting, which will start at 6 p.m. in City Hall’s Council Chambers. Anyone can attend in-person or watch online at https://www.youtube.com/watch?v=Y6-7pdRrohg.
As with all Regular Meetings, the agenda for this one is split into sections that each have their own ground rules. For this meeting, those are:
- The CONSENT AGENDA, for routine items that are considered collectively (so a single yes-no vote covering all items)
- PUBLIC HEARING, which allows for a special public comment opportunity for certain types of items
- UNFINISHED BUSINESS, which is home to items that appeared on past agendas under First Presentation that can now be voted on conclusively
- NEW BUSINESS, the place for items that are on a Council agenda for the first time that can be discussed and decisively voted upon
Below are summaries of every item on Tuesday’s agenda.
CONSENT AGENDA
- Approval of the November 3, 2025, Regular City Council Meeting Minutes.
The Council will vote on approving the “minutes,” or official written record, from its last meeting on November 3. At this meeting, the Council discussed a multi-faceted plan to improve traffic flow and student safety along the southern portion of Birmingham Highway – a concept that’s gotten support from the

- Approval of a Concessions Contract Agreement with Wanna Play Baseball Inc. to Provide Concessionaire Services at Bell Memorial Park.
This is an agreement for Wanna Play Baseball to continue providing food and beverage services during actively scheduled times on weeknights and weekends at Bell Memorial Park’s concessions stand.
- Approval of a Franchise Agreement between the City of Milton and Google Fiber Georgia, LLC for Installation of Network Facilities in the City Public Right of Way.
With approval of this item, Google Fiber will have the ability to use the public right of way so that it can provide Internet service to Milton residents. (Google
Fiber would still need City permits to begin work.) Google Fiber will pay the City a franchise fee equal to 2% of its Gross Revenues within Milton City limits after it gets customers in accordance with this Franchise Agreement.
- Approval of a Professional Services Agreement with TerraMark Land Surveying, Inc. for Survey Services to Support a Sweetapple Road Drainage Mitigation Project.
This is an agreement for professionals from TerraMark Land Surveying to collect detailed, needed information to prepare an engineered drainage design to help address ongoing erosion and drainage concerns along Sweetapple Road. Located in southwest Milton, Sweetapple Road is one of the City’s gravel roads that has limited stormwater facilities, which can make them difficult to traverse in adverse weather conditions.
- Approval of a Professional Services Agreement with Gresham Smith for Engineering and Land Acquisition Services for the State Route 9 Widening
Project (RFP 25-PW04, PI 0021273).
With approval of this item, Gresham Smith will provide certain engineering services related to the upcoming widening-and-more of Highway 9. Specifically as part of this agreement, Gresham Smith will work with City staff to collect traffic data, assess safety and traffic operations, conduct public outreach, and incorporate changes into the project’s Concept Report.
This engineering work will be funded by the Georgia Department of Transportation, which retains approval authority over this project since it involves a State Route. The City of Milton is responsible, though, for design, day-to-day project management, and project delivery related to work on this key road between Windward Parkway and the Forsyth County line.
- Approval of an Agreement with Addendum No. 1 between the City of Milton and Monte Carlo Productions, Inc., for Rental of Theme Décor for Christmas in Crabapple and Tree Lighting Event.
This year’s Christmas in Crabapple will be from 2 to 6 p.m. on Saturday, December 6, in and around Broadwell Pavilion. This beloved Milton event will feature holiday tunes, food and drinks, and activities such as face painting, ornament and cookie decorating, a balloon artist, and professional pictures
with Santa Claus. It will culminate with the ceremonial lighting of the City’s live Christmas tree. This agreement relates to that latter element of the festivities, specifically the City renting a special, interactive “switch” that Santa can use to magically light the Milton Christmas tree.
- Approval of a Professional Services Agreement with Atlas Technical Consultants, LLC for Design Services of Hydrologic and Hydraulic Study of Birmingham Bridge 2 Tributary #8 of Chicken Creek.
With approval of this agreement, Atlas Technical Consultants professionals will update a hydrologic and hydraulic study of a Chicken Creek tributary. This comes as the City seeks options related to the planned replacement of a Birmingham Road bridge that could reduce impacts to the Hampton Manor subdivision.
PUBLIC HEARING
- Consideration of the Issuance of an Alcohol Beverage License to Culinary Management of America dba Gracious Gatherings, 12900 Arnold Mill Road, Roswell, Georgia 30075 (located within Milton City limits).
This is to vote on issuing an alcohol beverage license to Gracious Gatherings, operating out of the 23,000-square foot rural event facility known as the Pardue Family Center that includes the pavilion and outdoor area at 12900 Arnold Mill Road (the site of Ebenezer Methodist Church). Earlier this year, the City Council approved a conditional Use Permit for a “rural event facility” at this location.
UNFINISHED BUSINESS
- Consideration of an Ordinance of the City of Milton to Amend the Unified Development Code Article 10 Related to the Milton Trail Blueprint (Agenda Item No. 25-293).
The City has had a Milton Trail Plan Map since 2007 to guide the buildout of Milton’s trails system (with trails, in this instance, including sidewalks and multi-use paths). This Trail Plan has been updated several times, most recently in 2020. This specific agenda item would amend part of the Unified Development Code to delete the 2020 map; later in the meeting, the Council will vote on adopting a new, updated version of the Milton Trail Blueprint through a resolution.
NEW BUSINESS
- Consideration of Final Plat.
The Council will vote on approving a final plat consisting of 13 single-family lots and a 1.348-acre common area in the new Elara at Bethany neighborhood. This subdivision is along Bethany Bend near the Spring Valley and Hidden Forest neighborhoods.
- Consideration of a Resolution of the City of Milton to Adopt the Milton Trail Blueprint Map.
This resolution is to adopt a revised Milton Trail Blueprint, replacing the 2020 version. The Milton Trails Advisory Committee spearheaded this latest Trail Blueprint iteration based on extensive analysis, discussion, and public feedback. The updated map incorporates new proposed trail segments that reflect current priorities and land acquisitions while guiding private development projects.
A trail’s inclusion on this map does not, in and of itself, guarantee when or how it will be built. Any segment that is advanced into design as a City capital project will have its own concept development and public outreach process that could come with modifications.
