Council to celebrate Eagles youth football champs, say goodbye to Verhoff

Milton Eagles 8th grade footballIn its final meeting of 2025, City Council on Monday will celebrate an impressive state champion youth football team as well as say goodbye to one of its members.

The December 15 meeting will start at 6 p.m. in City Hall’s Council Chambers (2006 Heritage Walk). People can attend in-person or watch the proceedings online at https://www.youtube.com/watch?v=trq_Dk0kkqc.

As is standard for a Regular Meeting, the agenda is made up of distinct sections that each have their own ground rules. They are:

  • The CONSENT AGENDA, for routine items that the Council votes on collectively (so a single yes-no vote that covers all items)
  • REPORTS AND PRESENTATIONS, which is where you’ll find proclamations, recognitions, and presentations during which the Council may offer direction but cannot cast decisive votes
  • FIRST PRESENTATION, the home for certain types of items appearing for the first time on an agenda that cannot be conclusively voted upon until a future meeting
  • NEW BUSINESS, the place for items on an agenda for the first time that can be discussed and voted upon

Below are summaries of every item on Monday’s agenda.

 

CONSENT AGENDA

  • Approval of the December 1, 2025, Regular City Council Meeting Minutes.

    This is a vote to approve the “minutes,” or official written record, from the Council’s December 1 Regular Meeting. On that City Hall exterior late NovemberMonday, City Council engaged in a healthy, extensive discussion on setbacks – which specify how much land in a home’s front and back yards cannot be built on – including whether or not to allow greater flexibility for future developments. The City also celebrated its employees who recently marked milestone anniversaries, as well as Milton being named a “National Champion” for Trust in Government.   • Approval of the December 8, 2025, Joint Work Session between the City Council and the Milton Trails Advisory Committee Meeting Minutes.

    The City Council also will vote on approving the “minutes” from when it last convened on December 8. This was a joint session involving Councilmembers as well as members of the Milton Trails Advisory Committee. The sole agenda item was a discussion of the Milton Trail Blueprint, which was originally created in 2007 and has been updated several times since.   • Approval of the Financial Statements & Investment Report for the Period Ending October 31, 2025.

This is to approve the City of Milton government’s official financial statements and investment report for last October.

Trash Recycling Actionshot 

  • Approval of the City of Milton Waste Haulers for the 2026 Service Year.

    Every residential and commercial waste hauler in Milton must meet specific requirements and submit an application to operate within city limits. The City Council votes to approve a new list of eligible haulers every year.

    The 2026 list – which will be voted on Monday – consists of these haulers: American Disposal Services of Georgia; Arrow Waste; Custom Disposal Service; GFL Environmental; Kincaid Sanitation; Legacy Disposal Services; Red Oak Sanitation; Republic Services; Seegreen Services; TNT Junk & Trash Removal; Waste Management; and Waste Pro USA.

     

  • Approval of an Amendment to Project Agreement No. 46218427223 between the Georgia Department of Natural Resources and the City of Milton for Improvements at the Milton City Park & Preserve.

    The City of Milton has been working diligently on the next two phases of improvements at Milton City Park and Preserve, a multi-MCPP Pond Boardwalkfaceted project funded in part by a Georgia Outdoor Stewardship Program issued through the Georgia Department of Natural Resources (DNR). The terms of that grant currently calls for this project to be completed by end of this year. This amendment, if approved, would give the City several more months to finish all the work – including finalizing the close-out process, addressing punch-list items, and conducting a required DNR walk-through.

     

  • Approval of a Construction Services Agreement between the City of Milton and Commercial Glass & Mirror, Inc. for the Replacement of the Reception Windows in the City Hall Lobby.

    With approval of this agreement, Commercial Glass & Mirror will furnish and install new glass at the Community Development and Finance reception windows in the City Hall lobby.

     

  • Approval of a Recreation Instructor Contract between the City of Milton and Shane Orfas, to Offer Recreational Tai Chi Classes.

    This contract paves the way for instructor Shane Orfas to lead tai chi classes through Milton’s Parks and Recreation Department and at City facilities as an official City of Milton program provider.

     

  • Approval of a Professional Services Agreement between the City of Milton and S&ME, Inc. for Geotechnical Services to Lake water edgeSupport Replacement of a Box Culvert and Downstream Headwall at Providence Lake Drive.

    With approval of this agreement, professionals from S&ME will provide geotechnical Services related to the planned repair of a box culvert along Providence Lake Drive (within the Providence Lake subdivision). Their work will include subsurface investigation via power boring, laboratory material testing, and a written recommendation for an upgraded culvert’s foundation design.

     

  • Approval of Change Order #2 to the Agreement between the City of Milton and Tyler Technologies, Inc. for Additional Implementation Hours and Removal of Unused Conversion Items.

    This change order, if approved, will help ensure that City has the time and resources it needs to effectively implement Tyler’s Enterprise ERP system for the management of finance and other functions. The proposed amendment adds Tyler project hours and removes two unused conversion items from the previous contract.

  • Approval of a Contract between the City of Milton and America’s TPA, LLC, d/b/a HealthEz for the Provision of Healthcare Coverage for Milton Employees in Calendar Year 2026.

    This is a contract for HealthEz, a third-party health plan administrator, to support City employees as they navigate healthcare related programs, services, and expenses starting next year.  

     

  • Approval and Acceptance, with Authorization for the Mayor to Sign and Record, a Quit Claim Deed from the Fulton County Board of Education Related to Property Located at 12615 Broadwell Road.

    Broadwell Pavilion ChristmasThe City of Milton’s Broadwell Pavilion property at 12615 Broadwell Road was once the site of Crabapple School House, having previously been owned by then Milton County and later Fulton County. Approval of this “quit claim deed” item would release the City of Milton from being subject to terms of the restrictive covenant that dates to when this property was first conveyed to Fulton County. (It is now owned by the City of Milton.)

     

  • Approval of Ratification of a Stoploss Agreement between and among HealthEZ, Cigna Health and Life Insurance Company, and the City of Milton.

In 2026, the City plans to transition its employee health insurance carrier from Cigna to HealthEZ, a third-party administrator that will support coverage through Aetna. This agreement allows the sharing of information among the involved parties, specifically related to stop-loss insurance, so that this transition can happen.

 

  • Approval of Subdivision Plats and Revisions.

     Dec.15.2025 Minor Plat Revision Table

    If approved, these minor plat revisions would:

    + Combine two parcels into a single 1.581-acre lot at 14115 Brittle Road near where it intersects with Redd Road

    + Divide a single 3.634 parcel at 13155 Hopewell Road in southern Milton into two lots of 1.155 acres and 2.479 acres

     

    REPORTS AND PRESENTATIONS

  • Recognition of Councilmember Andrea Verhoff.

    Andrea Verhoff has been a Milton City Councilmember since January 2022, a seat which she will soon vacate having not sought Andrea Verhoff During Council Meetingre-election. Verhoff came to the Council as a long-time, involved community member and volunteer with the National Charity League, Drake House, and multiple Milton schools. She also brought professional experience from her career in technology and risk management, as well as a small business owner, that gave her valuable perspective during her four years on the City Council. Verhoff was consistently sharp, engaged, and intent on making sound decisions that served the public interest.

     

  • Proclamation Recognizing the 8th Grade Milton Eagles.

    The 8th grade Milton Eagles feeder football team recently capped an undefeated season with an impressive 40-21 victory over Carrolton to capture the Division A Georgia School Athletic Association state championship. This was this same group’s third consecutive visit to the state title game, having amassed a remarkable 33-2 record over those seasons. The latest victory was especially meaningful as it came after the posthumous induction of former teammate James Ryan Van Epps into the GMSAA Football Hall of Fame. On Monday, coaches and players will gather once more at City Hall to remember James and celebrate their success.

     

    FIRST PRESENTATION

  • Consideration of RZ25-08 for a Text Amendment to Sec. 3.1.4 Building Placement with Respect to Setbacks in the AG-1 District and Sec. 8.8.19.B.2. and Article 13 Definitions in Order to Add Setbacks for Qualified Subdivisions and Pools to the Unified Development Code for the City of Milton, Georgia. 

    This amendment would modify how front and rear setback requirements are allocated for qualified, limited-access subdivisions. Diana Wheeler presenting setbacksThe configuration could be adjusted to increase the rear-yard setback requirements (while decreasing the equivalent for front yard setbacks) on qualified subdivisions, which could help preserve more overall tree canopy.  This text amendment could also increase minimum setbacks related to pools, pool decks, and equipment.

     

  • Consideration of RZ25-09 for a Text amendment to Sec. 9.2.5.E to Create Sign Standards for the Arnold Mill Road Hamlet Overlay District to the Unified Development Code for the City of Milton, Georgia.

    The City Council earlier this year adopted the Arnold Mill Small Area Plan, a community-guided vision focused on preserving rural character while directing future improvements in this southwestern Milton character area. You can learn more about that project at www.miltonga.gov/ArnoldMill. An Arnold Mill Road Hamlet Overlay District – which introduced strategic modifications to support that vision and allow for greater flexibility – was approved at that same May Council meeting.

    This specific text amendment, if approved, would create new sign standards within the Arnold Mill Road Hamlet Overlay District. These standards would generally align with those used in the Birmingham Crossroads Overlay District (with the exception of allowing illuminated open-close signs like you might find in the Crabapple form-based code area).

     

  • Consideration of RZ25-10 Text Amendment to Arnold Mill Road Hamlet Overlay, Sec. 6.5.3.B. to Modify AG-1 Standards to the Unified Development Code for the City of Milton, Georgia. (DEFERRAL RECOMMENDED)

    This agenda item relates to the same Arnold Mill Road Hamlet Overlay District described above. This text amendment would Food truck screenallow for narrower hamlet-style lots for parcels along Arnold Mill Road while permitting wider-lot frontages along interior road sections. The existing requirement for a 100-foot rural viewshed adjacent to Arnold Mill Road would not change, even if this is approved.

     

  • Consideration of RZ25-11 Text Amendment to Sec. 8.2 Use Tables and Create New Sec. 8.8.20 for Accessory Food Trucks in Limited Situations to the Unified Development Code for the City of Milton, Georgia.

    This text amendment would allow food trucks to operate in Milton on a very limited basis – specifically on the same property of an active restaurant that has an occupational tax certificate (aka business license). Standards for parking, setbacks, licensing, signage, and hours of operation for such self-contained food trucks (which would be classified as accessory structures) are part of this text amendment. (Currently, food trucks can only operate within city limits if they are associated with a City-sponsored event.)

     

    NEW BUSINESS

  • Consideration of a Resolution Declaring That the Fulton County Development Authority Shall Not Operate Within the Jurisdictional Limits of the City of Milton Without Prior Consultation and Preliminary Agreement by the Mayor of Milton on Any Proposed Inducement Opportunity.

This resolution, if approved, would prohibit the Fulton County Development Authority from acquiring or holding property, or advancing tax incentive projects, within Milton city limits unless the City of Milton expressly agrees.
