Demo requests, courtesy review for redevelopment site plan on DRB agenda

Deerfield Corporate Center site planAt its first meeting of 2026, Milton’s Design Review Board on Tuesday will consider a pair of demolition requests as well as conduct a courtesy review for the site plan of a proposed mixed-use redevelopment in Deerfield.

Also known as DRB, the Design Review Board is charged with voting on demolition requests as well as reviewing some variance requests (as do other committees as part of Milton’s public hearing process). This board also makes recommendations to the City’s Community Development Director on new site development, new construction, and certain alterations to existing structures. The DRB’s comments on the courtesy review on Tuesday’s agenda, for example, will be shared with the Planning Commission and City Council.

Before diving into new business, DRB members on Tuesday will elect who will serve as the board’s Chair and Vice Chair as long as all board members are present.

This will be followed by votes on two demolition requests. The first is to demolish two houses (together totaling about 2,000 square feet), accessory structures, walkways, and fencing at 16495 PHILLIPS ROAD, a 6.06-acre property between Mountain Road and Hopewell Road in northern Milton.  The applicant plans to build a new single-family residence on the same lot.

The other request is for 13365 COGBURN ROAD, a 1.42-acre parcel that is not far from North Park. The applicant is seeking to demolish a 1-story ranch-style house, a detached garage, and a well house. 

Next, the Design Review Board will conduct a courtesy review of the preliminary site plan for a proposed multi-faceted, mixed-use development that would incorporate elements of an existing office complex near Morris Road, Webb Road, and Deerfield Parkway. (The official address for this property is 13010 MORRIS ROAD.) 

This is the same project that was the focus of a Community Zoning Information Meeting on December 17, 2025. It calls for 56.8% residential and 43.2% commercial units, with about 24% of the overall property being civic/open space. The plan includes two buildings of multifamily units with 70 units per building; City approval of a “Use Permit” is required for this use. 

The proposed development also features a range of amenities for people who live there (such as a gym, pool, and co-working space by the lake) and the greater community (such as a new community building with public restrooms, new public trails, and more). Other elements for this proposed mixed use development --- including retail spaces, townhouses and office space --- are allowed by right within the Deerfield Form Based Code. 

While the developer has produced renderings of what the site might look like, those are conceptual and the DRB may provide high-level design feedback. Building architecture is reviewed by DRB during site development permitting phase. DRB discussion will focus on the site plan, including layout, proportions, scale, civic spaces, mobility, and the public realm. The proposed use permit/concurrent variance next will be on the agenda for a “special called” Planning Commission meeting on Wednesday, January 14.
