Measures tied to Cox Road, Green Road upgrades on City Council agenda

From Green. Turning Onto Crabapple. January 2026.1Milton’s City Council on Wednesday will consider measures to advance transportation improvements along two well-trafficked roads – one being Cox Road, the other being Crabapple Road where it intersects with Green Road.

These are among several items that will be on the January 21 agenda. This is happening on a Wednesday, rather than the Council’s typical Mondays, because of the Martin Luther King Jr. holiday. The Regular Meeting will begin at 6 p.m. in City Hall’s Council Chambers, with people welcome to attend in-person or watch online at https://www.youtube.com/watch?v=kuwWy0pu76Q.

As is customary, this meeting’s agenda is split into distinct sections that each have their own ground rules. They are:

  • The CONSENT AGENDA, for routine items that the Council considers collectively (so a single yes-no vote covering all items)
  • FIRST PRESENTATION, where you’ll find certain types of items on an agenda for the first time that cannot be definitively voted on until a future meeting
  • PUBLIC HEARING, which allows for a specific format for public comment in addition to potential discussion and votes
  • NEW BUSINESS, the home for items making their initial appearance on a Council agenda that can be discussed and conclusively voted on

Below are summaries of every item on Wednesday’s agenda.

 

CONSENT AGENDA

  • Approval of the January 5, 2026, Regular City Council Meeting Minutes.

    The Council will vote on approving the “minutes,” or official written record, from its last Regular Meeting on January 5. New Councilmember Brian Dolan was sworn in at this meeting, while Mayor Peyton Jamison, Councilmember Jan Jacobus, and Councilmember Juliette Johnson took oaths of office to serve Mill Springs.Gym Floor.Boy shooting Dale Ellisfresh four-year terms. Numerous board and committee members were also appointed, while outgoing longtime PRAB Chair Scott Stachowski was celebrated. The meeting also featured an extensive discussion of setback requirements for qualified AG-1 lots, after which the Council requested further facts and analysis before making any immediate changes.   • Approval of a Services Agreement with Stevens Gymnasiums, Inc. to Provide Basketball Court Refinishing at Mill Springs Academy, Northwestern Middle School, and Hopewell Middle School.

    Every year, the City contracts with several schools – Hopewell Middle School, Mill Springs Academy, and Northwestern Middle School – so that its Parks and Recreation-affiliated basketball program can use their gyms for games and practices. As part of that contract, the City agrees to refinish each of the gym court floors annually. This item is an agreement for Stevens Gymnasiums to do just that.

     

  • Approval of a Construction Agreement between Georgia Department of Transportation and the City of Milton for Big Creek Greenway Connector PI 0015078

    The City is working on the Big Creek Greenway Trail Connection, a multi-faceted project to make it safer and more efficient for pedestrians to go to-and-from Big Creek Greenway overheadparts of Milton (starting around Cambridge High School) and the Big Creek Greenway. This initiative – which you can learn about at https://cleargov.com/georgia/fulton/city/milton/projects/1195/big-creek-greenway-trail-connection -- has been moving forward, including the Council’s passage of a key construction services agreement at its January 5 meeting.

    This agenda item relates to this effort; specifically, this agreement is needed because of the federal funding that is paying for construction.

     

  • Approval of a Janitorial Services Agreement between the City of Milton and American Facility Services, Inc. for Janitorial Services at City facilities. 

    With approval of this agreement, American Facility Services will provide janitorial services at City facilities such as City Hall, the Police Station, Court, fire stations, as well as several parks and community buildings. This will include regular routine cleanings and specialized tasks such as carpet cleaning and pressure washing.

     

    FIRST PRESENTATION

  • Consideration of U25-03/VC25-01 located at 13010 Morris Road and Tax Parcels 22 544011150423, 22 544011150456 Zoned T6- Deerfield Form-Based Code by Deerfield CC Delaware, LLC to Request a Use Permit for Multifamily (Sec. 8.3.1.I of the UDC) in Order to Accommodate a Mixed-use Development on 24.92 acres to Develop Multifamily Residential Units, Townhouse Units, Loft Apartments, and Retail Space Along With Two, Existing Six-Deerfield Corporate Center. Retail. Green. Peoplestory Buildings and a Concurrent Variance to Reduce the Number of Parking Spaces Required by Sec. 9.1.2. of the UDC.

    This relates to a proposed redevelopment of an office complex by the intersection of Morris Road, Webb Road, and Deerfield Parkway. This approximately 25-acre property is home to two office buildings that would remain as part of the proposal. B Developments’ plan calls for 56.8% of total units to be residential and 43.2% to be commercial. The total property would feature about 24% of civic space open to the public, a trail connecting to a pedestrian loop encircling Deerfield, and a community building with restrooms. The plan also calls for two buildings of multifamily units, with 70 units per building. This specific use would require an approved “Use Permit.” In addition to being a topic of discussion at a recent Community Zoning Information Meeting, earlier this month the Design Review Board and Planning Commission reviewed this matter and unanimously recommended approval of the Use Permit and a concurrent variance related to parking (U25-03/VC25-01).

    As this falls under “First Presentation,” no vote will be taken on this matter at Wednesday’s Council meeting. A vote, though, is expected at the next Regular Meeting on February 2.

     

    PUBLIC HEARING

  • Commencement of 5-Year Update to Milton's Comprehensive Plan per the Department of Community Affairs regulations.  

    In 2026, the City will undertake a 5-year update of its Comprehensive Plan. This living document guides decisions, projects, and policies driven by how 2040.Comprehensive.Plan.logocitizens want Milton to look and feel like 20 years from now. The focus of this coming update is 1) incorporating aspects of other plans and studies adopted by the City over the past 5 years, 2) updating economic and demographic data, and 3) creating a new priority list of projects (a.k.a. a “short-term work program”). This will all build off Milton’s current Comprehensive Plan, which can be found at https://www.miltonga.gov/home/showdocument?id=5494.

    The Georgia Planning Act requires that cities and counties maintain comprehensive plans. State authorities regulate the process, with this “Public Hearing” at Wednesday’s Council meeting constituting the official kick-off of this project. Many more public meetings on this project are planned over the coming months, including those for the Comprehensive Plan Advisory Committee starting on February 5.

    NEW BUSINESS

  • Consideration of a Blanket Right of Way Acquisition Approval for Cox Road at Ebenezer/Etris Road Roundabout Project.

    The City is working on ways to improve safety and alleviate congestion along Cox Road, with a focus on key intersections. This item refers to one such Cox Road Etris EbenezerTSPLOST-funded project: creating a roundabout (among other upgrades) where Cox Road meets Ebenezer and Etris roads. Specifically, it would authorize funding for the City to acquire right-of-way land and easements needed to complete this project. This is a joint project with Roswell, given that property in both cities will be impacted. So Milton is looking to acquire parts of two properties, while the City of Roswell would be responsible for five others.

     

  • Consideration of a Resolution of the City of Milton Supporting an Application to the Atlanta Regional Commission for Funding Preliminary Engineering Phase of SR 372/Crabapple Road at Green Road.

The City has made addressing the intersection of Green Road and Crabapple Road/State Route 372 a top priority. The Georgia Department of Transportation (GDOT) has approved the City’s request to add a new traffic signal there as a temporary measure (with the State agency responsible for installing it), though that won’t preclude other long-term improvements. In fact, the City hopes to add a roundabout at that well-traveled gateway to Milton.

This item relates to that effort. By approving it, the City can submit for federal funding (as coordinated by the Atlanta Regional Commission) to support the creation of such a new roundabout.
