Milton’s City Council is set to vote Monday on a measure related to the proposed mixed-use redevelopment of a largely vacant office complex near Morris Road, Webb Road, and Deerfield Parkway.
This is one of several items on the agenda for the February 2 meeting, which starts at 6 p.m. in City Hall’s Council Chambers. People can attend in-person or watch online at https://www.youtube.com/watch?v=snofii-FaqE.
As is customary for any Regular Meeting, this agenda will be split into distinct sections that each have their own ground rules. They are:
- The CONSENT AGENDA, for routine items that the Council considers collectively (so a single yes-no vote that covers all items)
- ZONING AGENDA, which is where you’ll find zoning-related items that appeared on a previous agenda (under First Presentation) that can now be voted on conclusively
- NEW BUSINESS, the home for items appearing on an agenda for the first time that can be discussed and voted upon
Below are summaries of every item on Monday’s agenda.
CONSENT AGENDA
- Approval of the January 21, 2026, Regular City Council Meeting Minutes.
The Council will vote on approving the “minutes,” or official written record, from its last Regular
Meeting on January 21. At this meeting, the Council voted to move forward with a key step needed to secure substantial federal funding to create a roundabout at the intersection of Crabapple and Green roads. - Approval of the January 9, 2026 Special Called City Council Meeting Minutes.
At this Special Called meeting, the Council voted to institute a moratorium prohibiting the acceptance and processing of minor subdivision plats that are zoned AG-1. - Approval of the Financial Statements and Investment Report for the Period Ending November 30, 2025.
This is to approve the City of Milton government’s financial statements and investment report for November 2025.

- Approval of an Administrative Services Only Agreement with Guardian Life Insurance Company of America for the Provision of Dental Coverage for Milton Employees in Calendar Year 2026.
This item is for Guardian to offer dental benefits – including related administrative services such as processing claims and providing support – to City of Milton employees and their dependents.
- Approval of a Construction Services Agreement with RGC Construction, LLC. To Construct a Pool Patio Cover Addition at the Milton City Park and Preserve.
With approval of this agreement, RGC workers will add a pool patio cover at Milton City Park and
Preserve that spans the west side of the Community Center building. This would offer a shaded area for patrons to the Milton City Pool and replace the temporary structure that has been used in the past.
ZONING AGENDA
- Consideration of U25-03/VC25-01 located at 13010 Morris Road and Tax Parcels 22 544011150423, 22 544011150456 Zoned T6- Deerfield Form-Based Code by Deerfield CC Delaware, LLC to Request
a Use Permit for Multifamily (Sec. 8.3.1.I of the UDC) in Order to Accommodate a Mixed-use Development on 24.92 acres to Develop Multifamily Residential Units, Townhouse Units, Loft Apartments, and Retail Space Along With Two, Existing Six-story Buildings and a Concurrent Variance to Reduce the Number of Parking Spaces Required by Sec. 9.1.2. of the UDC.
This relates to a proposed redevelopment of an office complex by the intersection of Morris Road, Webb Road, and Deerfield Parkway. This approximately 25-acre property is home to two office buildings that would remain as part of the proposal. B Developments’ plan calls for 56.8% of total units to be residential and 43.2% to be commercial. The total property would feature about 24% of civic space open to the public, a trail connecting to a pedestrian loop encircling Deerfield, and a community building with restrooms. The plan also calls for two buildings of multifamily units, with 70 units per building. This specific use would require an approved “Use Permit.” In addition to being a topic of discussion at a recent Community Zoning Information Meeting, earlier this month the Design Review Board and Planning Commission reviewed this matter and unanimously recommended approval of the Use Permit and a concurrent variance related to parking (U25-03/VC25-01).
Since this same item was presented under “First Presentation” at the January 21 Council meeting, it is now on the Zoning Agenda and eligible for a definitive vote on Monday.
NEW BUSINESS
- Consideration of a conflict Waiver on behalf of Jarrard & Davis, LLP, Recognizing that Jarrard & Davis, LLP Represents Both Alpharetta and Milton, and Both will be Required to Participate in the Upcoming Service Delivery Strategy Negotiation with Fulton County.
According to the Georgia Department of Community Affairs, Service Delivery Strategies are
agreements between local governments to work together to offer valuable services to citizens in an effective, cost-efficient manner. Fulton County’s government and the cities within that county, including Milton, are participating in the most recent round of the Service Delivery Strategy process. This waiver authorizes the Jarrard & Davis law firm to represent both the cities of Milton and Alpharetta during this negotiation.
- Consideration of a Resolution Extending the Existing Moratorium to February 10, 2026 on the Acceptance of Minor Plats in the AG-1 Zoning District to Create Lots of Less than 3 Acres.
At a Special Called meeting on January 5, the City Council approved a moratorium that would extend through February 7 on the acceptance of minor plats within the AG-1 zoning districts proposing the creation of lots between 1 and 3 acres. The item on Monday’s agenda would extend this moratorium another few days until February 10. The Council is set to discuss, and potentially cast a decisive vote on whether to further extend the moratorium during a February 9 Special Called Meeting.
