Council set to vote on another round of speed limit reductions

Speed Sign Thompson July 2021_License blurredMilton’s City Council will vote Monday on whether or not to approve another round of speed limit reductions, part of strategic, ongoing efforts to make roadways even safer.

This is one of several items on the agenda for the March 2 Regular Meeting, which is set to begin at 6 p.m. in City Hall’s Council Chambers (2006 Heritage Walk). People can attend in person or watch online at https://www.youtube.com/watch?v=pP95kyyIvHQ.

This Regular Meeting’s agenda is split into sections, each of which has their own ground rules. They are:

  • The CONSENT AGENDA, for routine items that are taken up collectively (so a single yes-no vote covers all items)
  • PUBLIC HEARING, which allows for a special public comment opportunity for certain types of items
  • NEW BUSINESS, the home for items appearing for the first time on a Council agenda that can be discussed and then decisively voted upon

Below are summaries of every item on Monday’s agenda.

 

CONSENT AGENDA

  • Approval of the February 18, 2026, Regular City Council Meeting Minutes.

    The Council will vote on approving the “minutes,” or official written record, from their last Regular Meeting on February 18. On that Wednesday, the Council celebrated the men and women of the Milton Fire-Rescue Department for their round-the-clock, difference-making service to our community.   • Approval of the Financial Statements & Investment Report for the Period Ending December 31, 2025.

    This is a vote to officially approve the City of Milton government’s financial statements and investment report from last December.

  • Approval of Change Order #1 to Task Order # 1 between the City of Milton and BM&K, P.C. for Bethany at Providence Roundabout Project Right of Way Acquisition Services.

    The City has been working with BM&K since September 2022 on right-of-way acquisition services needed for the Bethany Road at Providence Road roundabout project. This change order, if approved, would procure additional services such as preparing cost-to-cure reports and closing documents.

     

  • Approval of Construction Services Agreement with Wrecking Corp of America, LLC for the Demolition of Abandoned Structures on Various City Owned Properties.

    With approval of this agreement, Wrecking Corp of America will demolish several abandoned structures on City-owned properties. The intent to move forward with these demolitions – which include buildings at several greenspaces including Lakhapani Preserve, Cooper Sandy, and along Hopewell Road, as well as a Bethany Bend property – was approved as part of the Fiscal Year 2026 budget process. In addition to demolitions, the contractor will do asbestos remediation, remove debris, and take out septic tanks as needed, in addition to providing erosion control as well as grassing or mulching.

     

  • Approval of Task Order #1 to the Professional Services Agreement with NV5 Engineers and Consultants, Inc. for Design Services of SR 372/Birmingham Highway School Zone Operational and Safety Improvements.

    The City is looking to improve safety and alleviate congestion along the southern portion of Birmingham Highway, between Heritage Walk and Owens Farm Road and near three public schools. There will be a focus on improving traffic flow during peak morning and afternoon hours, as well as making walking easier for students and others. With this “task order,” professionals from NV5 will provide professional design services for operational and safety upgrades in this area.   • Approval of a Resolution of the Mayor and City Council of the City of Milton Georgia, Denying a Claim; and For Other Purposes.

    This resolution will establish the City’s official denial of a claim by an individual related to the Milton Police Department.

     

  • Approval of Subdivision Plats and Revisions.

Minor Plat Table March 2.2026 

This revision, if approved, would divide 3.357 acres off Birmingham Highway southwest of Nix Road into three separate parcels ranging from 1.118 to 1.120 acres. Such a revision is not subject to the current moratorium because the application process began before the moratorium went into effect earlier this year.

 

PUBLIC HEARING

  • Consideration of the Issuance of an Alcohol Beverage License to Ephesus Turkish Kitchen LLC 5310 Windward Parkway, Suite E, Milton, Georgia 30004.

    This is a request for an alcohol beverage license for the owner of Ephesus Turkish Kitchen, a new restaurant off Windward Parkway.

     

  • Consideration of the Issuance of an Alcohol Beverage License to Celtic Rising LLC dba Olde Blind Dog Irish Pub, 12650 Crabapple Road, Suite 100, Milton, Georgia 30004.

    The Council will also vote on this alcohol beverage license for the new owner of Olde Blind Dog, a longtime restaurant in downtown Crabapple.

     

    NEW BUSINESS

  • Consideration of a Resolution Authorizing Speed Limits Established by the Approved Radar Permit.

New.Providence.Road.sign.clouds.croppedMilton’s Local Road Safety Plan identified and analyzed data and concerns then outlined areas for improvement aimed at reducing traffic-related crashes, injuries, and fatalities. Chief among those recommendations was evaluating the transportation network to look for sensible opportunities to reduce speeds.

The resolution on Monday’s agenda represents the third round of speed limit reductions driven by this initiative, after the other two rounds were previously approved by the State and then Council before being instituted on Milton roads. All these adjusted elements of Milton’s radar permit, which set the official speed limits that can be enforced by police.

This specific resolution, if approved, would:

  1. Lower the speed limit on Bethany Bend (between Hopewell Road and State Route 9) from 45 mph to 40 mph
  2. Lower the speed limit on New Providence Road (between Arnold Mill Road and Birmingham Highway) from 45 mph to 40 mph
  3. Lower the speed limit on Thompson Road (between Redd Road and Hopewell Road) from 45 mph to 40 mph
  4. Lower the speed limit from 35 mph to 30 mph in the Cambridge High School, Bethany Bend and Cogburn Road school zones
  5. Add the area around King’s Ridge Christian School to the Bethany Bend and Cogburn Road school zones
