Drone delivery, Highway 9 gravel path among topics on Council agenda

Wing Walmart DroneMilton’s City Council on Monday will hear about, and offer feedback on, the possibility of new gravel path along part of Highway 9 and drone deliveries of Walmart purchases.

Those reflect two of many items on the agenda for the March 16 meeting, which will start at 6 p.m. in City Hall’s Council Chambers. Anyone can attend in-person or watch the meeting online at https://www.youtube.com/watch?v=i-N6TK7zqAQ.

The agenda for this Regular Meeting is split into sections, each of which has its own ground rules. They are:

  • The CONSENT AGENDA, for routine matters that the Council votes on collectively (so a single yes-no vote covering all items)
  • REPORTS AND PRESENTATIONS, which is where you’ll find proclamations, reports, and presentations during which Council may offer direction but does not take binding votes
  • FIRST PRESENTATION, the place for certain types of items appearing on a Council for the first time that cannot be conclusively voted upon until a future meeting
  • NEW BUSINESS, the home for items debuting on a Council agenda that can be decisively voted on

Below are summaries of every item on the March 16 agenda.

 

CONSENT AGENDA

  • Approval of the March 2, 2026, Regular City Council Meeting Minutes.

    The City Council will vote on approving the “minutes,” or official written record from when it last convened on March 2. At this meeting, the Council approved lowering speed limits (to 40 mph) on all or parts of New Providence Road, Thompson Road, and Bethany Bend.   • Approval of a Promotional Assessment Center Services Agreement and Addendum No. 1 between the City of Milton and the Georgia Association of Chiefs of Police (GACP) for a Promotional Assessment Center.

    With approval of this agreement, the Milton Police Department will utilize the Georgia Association of Chiefs of Police’s services to assess individuals under consideration to rise to the rank of Sergeant. GACP assessment centers – which MPD has used in the past with positive outcomes – provide a standardized, objective, and legally defensible promotional process.

     

  • Approval of Change Order #5 to the Facilities, Trails and Parks Maintenance Agreement with Tri Scapes, LLC to Add Maintenance to the Milton City Park and Preserve’s Newly Constructed Trail/Greenspace and Provide a Dedicated Passive Parks Maintenance Crew.

    MCPP.Chicken CreekTri Scapes’ crews maintain the grounds of City parks throughout Milton. This Change Order would add the expanded passive portion of Milton City Park and Preserve – including more trail, a pier, a boardwalk, native plantings, and other upgrades – to also be within Tri Scapes’ responsibility. A newly created, specialized crew will maintain all passive City-owned spaces such as Birmingham Park, Providence Park, Lakhapani Preserve, and the Hopewell Road greenspace property.

     

  • Approval of a Swimming Pool Management Agreement and Addendum No. 1 with Dynamo Pool Management, Inc. to Provide Operations and Management Services at the Milton Pool.

    This is an agreement for Dynamo to manage day-to-day operations at the City Pool for the upcoming swim season, including providing lifeguards, ensuring the water’s safety (through regular chemical testing), and cleaning the pool, deck, restrooms, and pump areas.

     

  • Approval and Acceptance, with Authorization for the Mayor to Sign and Record a Quitclaim Deed from Fulton County, Georgia related to property located at 12615 Birmingham Roswell Road.

    The City of Milton’s Broadwell Pavilion property at 12615 Broadwell Road was once the site of Crabapple School House, having previously been owned by then Milton County and later Fulton County. The “Quitclaim Deed” measure, if approved by Council, would release the City of Milton from being subject to terms of the restrictive covenant that dates to when this property was first conveyed to Fulton County. (It is now owned by the City of Milton.)

     

  • Approval of Subdivision Plats and Revisions.

    This is an item for a vote on approving two minor plat revisions:

    + To combine three tax parcels around 120 Dorris Road (not far from New Providence Road) into a single 3.77-acre lot

    + To split a 4.345-acre property at 16440 Hopewell Road (just north of Mountain Road) into three separate parcels; this revision is not subject to the current moratorium because the application process began before the moratorium went into effect earlier this year

     

    REPORTS AND PRESENTATIONS

  • Proclamation Recognizing the City of Milton's Finance Team and Government Finance Professionals Week.

    The City of Milton takes great pride in its responsible, rigorous, accurate, and responsive handling of all aspects of government finances. The City has been successful in this regard thanks to its outstanding Finance team, which diligently tracks every dollar and cent in and out of the Milton government’s funds. This proclamation will celebrate these difference-making individuals while officially recognizing March 16 through 20 as Government Finance Professionals Week.

     

  • State Route 9 Temporary Gravel Path Stabilization.

    Highway 9.Possible sidewalk improvements. Current worn down areaWorking collaboratively with the Georgia Department of Transportation, the City of Milton will have primary responsibility for the design and day-to-day project management for a multi-faceted project to widen and make other improvements along Highway 9. It will take several years to collect public feedback, finalize the design, and acquire needed right-of-way – and only after that can construction begin on the heart of the project.

    Monday’s presentation explains and invites the Council’s feedback on a limited action the City might take more imminently. The proposal calls for adding 2,200 feet of gravel walkway between Bethany Bend, the Crooked Creek subdivision, and the Starfish Scholars of Milton preschool. Parts of this stretch are already worn down, creating a narrow, improvised dirt trail that that the new sidewalk would replace. At this moment, the timeline calls for the City to potentially issue a construction contract in May 2027.

     

  • Discussion of Drone Delivery Operation.

    Wing, which is part of Alphabet (Google’s parent company), has partnered with Walmart to use drones to deliver items purchased from that retail chain. They are already doing so at several locations around the country, some of which are in Georgia. On Monday, Council will be introduced to this concept and have the opportunity to give direction on how such proposals should be handled. Currently, this type of use is not explicitly addressed in the City’s Unified Development Code.

     

  • Safety in Action (SS4A) Grant Update.

    Milton’s federal grant funded Safety in Action initiative aims to inform steps the City can take to improve safety for drivers, Safety in Action Logo with citypedestrians, and bicyclists within defined parameters. It covers three main components: testing countermeasures to improve roundabout safety; creating an Americans with Disabilities Act transition plan to ensure compliance in City parks, buildings, and sidewalks; and improving safety and traffic flow along Freemanville and Hopewell roads.     On Monday, Public Works staff will share and welcome the Council’s input on proposals that have come out of this initiative. Citizens can share their thoughts as well, including by taking a new related survey found at www.miltonga.gov/SafetyInActionSurvey. They’re also invited to open an Open House in City Hall between 5:30 and 7 p.m. on March 23, where they can view and offer their thoughts on potential changes along Freemanville and Hopewell roads.     FIRST PRESENTATION

  • Consideration of RZ26-01 for a Text Amendment to Article 8 Use Provisions, Article 11 Environment, and Article 12 City Hall from the GreenAdministration of the Unified Development Code for the City of Milton to Update Notice Requirements for Public Hearings to Match Revisions to State Requirements.

    This text amendment to the City Code, if approved, would bring Milton into compliance with a State law enacted last year. The primary change would be to require advance notice at least 15 days in advance of a zoning hearing. (Currently, at least 30 days advance notice is required.) This change would apply to the City Council, Board of Zoning Appeals, Design Review Board (which presently does not have any notice requirements), and Planning Commission.

     

  • Consideration of RZ26-02 for a Text Amendment to Article 8 Use Provisions of the Unified Development Code for the City of Milton with Respect to “Limited Food Service Restaurant” in the Crabapple Form-Based Code Use Table and Section 8.5.13(E), and to Amend Section 8.7.1(F) Regarding “Tasting Rooms”.

    This potential text amendment would create zoning regulations for Limited Food Service Restaurants and Limited Tap Establishments. These would fall within the Unified Development Code, the zoning component of City Code, and would only be applicable within the area covered under the Crabapple Form-Based Code (since that’s the only place where these uses are currently allowed, specifically establishments licensed on or before January 1, 2022).

    As with the other First Presentation item, this measure cannot be voted on decisively until a future City Council meeting.

     

    NEW BUSINESS

  • Consideration of a Conflict Waiver with Jarrard & Davis, LLP Representing both Milton and Forsyth in Preparing an Intergovernmental Agreement Regarding Maintenance of McGinnis Ferry Road.

    Jarrard & Davis serves as City Attorney for both the City of Milton and Forsyth County. This conflict waiver, if approved, would give Milton’s official consent for this law firm to represent Milton and Forsyth County in preparing an agreement regarding the maintenance of McGinnis Ferry Road (which borders both places). The Georgia Department of Transportation has been working for years in that area creating a new exit/entrance to Georgia 400.

     

  • Consideration of Final Plats.

     Final Plat Table. Bridlefield. 3.16.2026

    Bridlefield Entance SignThis is a vote on the final plat for phase three of the Bridlefield subdivision. Phases one and two for this same Bridlefield neighborhood are in Cherokee and Forsyth counties. The proposed final plat contains 22 single-family residential lots spread over 45.46 acres. These parcels are zoned AG-1, with lot sizes ranging from 1 to 4.86 acres.

     

  • Consideration of a Resolution Appointing or Reappointing Members to the City of Milton Sustainability Advisory Committee (MSAC) by Appointing a Board Member for District 1/Post1.

With this resolution, the Council will appoint a new member (for District 1/Post 1) to the Milton Sustainability Advisory Committee. Also known as MSAC, this committee shares their insights, opinions, and expertise with City staff and leaders on environmental and sustainability-related initiatives like the development of a Recycling and Solid Waste Management Plan.
