Milton’s City Council will meet Monday night to consider an amendment to elements of the City Code related to alcoholic beverages, among other items.

As is the case for every Regular Meeting, the agenda for this one is divided into sections that each have their own ground rules. For Monday, they are:

CONSENT AGENDA
- Approval of the April 13, 2026, Regular City Council Meeting Minutes.
The City Council will vote on approving the “minutes,” or official written record, from when it last convened on April 13. At this meeting, the Council capped months spent conducting research, soliciting public feedback, and engaging stakeholders to revamp regulations related to AG-1 zoning and building. Proclamations for Bob Buscemi (who is retiring after years as City Architect, Community Development Director, and Special Projects Director), Georgia Cities Week, and Earth Day were given at the same meeting. - Approval of the Financial Statements & Investment Report for the Period Ending January 31, 2026.
This item is to approve the City of Milton government’s financial statements and investment reporting from this past January.
- Approval of a Construction Services Agreement with Ten-8 Fire & Safety, LLC for the Purchase and Installation of Stationary Self-Contained Breathing Apparatus (SCBA) Bottle Fill Systems at Fire Stations 42 and 43.
Self-contained breathing apparatus, or SCBA, allow Milton firefighters to breathe in a smoke-filled environment. The SCBA contains technology with enhanced communications capabilities and ergonomics to bolster firefighters’ safety and effectiveness. With this agreement’s approval, Ten-8 Fire and Safety will supply and install bottle fill systems for SCBAs for Fire Station 42 (off Thompson Road) and Fire Station 43 (off Hickory Flat Road).
- Approval of a Payment Processing Agreement with CSG Forte Payments, Inc. to Provide Payment Processing Services for the Parks and Recreation Department’s CivicRec System.
People can rent facilities and register for certain Milton Parks and Recreation-affiliated programs using the City’s CivicRec online program. With approval of this
agreement, CSG Forte Payments would process related CivicRec payments as a service for citizens, the Parks and Recreation department, and program providers.
- Approval of a Construction Services Agreement with Prime Contractors, Inc. for the Refresh and Stabilization of the Kennedy Greenspace Property Barn located at 14620 Freemanville Road.
In 2019, the City purchased a property at 14620 Freemanville Road – known as the Kennedy property and connected to what’s now Milton City Park and Preserve – using voter-approved greenspace bond funds. At that property’s entrance, along Freemanville Road, sits a partially open-air red barn that contributes to the rural viewshed. This is an agreement for Prime Contractors to stabilize and preserve this Milton landmark.
- Approval of a Memorandum of Understanding Between the City of Milton and Crabapple Green, LLC for the Planning and Execution of Soccer Watch Party Events.
The World Cup, which is the planet’s most watched sporting event, is coming to the United States (including the Atlanta area) this summer. This soccer
tournament is expected to draw large numbers of visitors, in addition to appealing to lovers of this sport who already call our area home. With that in mind, the City of Milton is coordinating with the owners of the Green and others to host open-air, public events in downtown Crabapple for select games. This Memorandum of Understanding is one step in helping make that happen, establishing where these events might take place.
- Approval of a Service Agreement with Avalon Motor Coaches, LLC to Provide Bus Transportation for Milton Summer Camp Field Trips.
Two City-affiliated summer camps – Camp Compass and Camp Joyful Soles – offer part of their programming outside City facilities. To make this possible, this agreement would allow for Avalon Motor Coaches to provide buses and drivers to transport participating children to their field trip destinations.
- Approval of Subdivision Plats and Revisions - Minor Plat for 15585 Thompson Road.
This revision, if approved, would divide an 8.15-acre property at 15585 Thompson Road (not too far east of Bell Memorial Park), into two parcels of 3 acres and 5.15 acres.
REPORTS AND PRESENTATIONS
- Presentation of the City of Milton FY 2025 Annual Audit.
Milton’s annual financial audit is a high-level overview of the City government's financial standing and financial activity. During Monday’s meeting, Deputy City Manager Bernadette Harvill and Will Derzis from the accounting firm Mauldin & Jenkins, LLC will discuss the audit for Fiscal Year 2025, which ran from October 1, 2024, to September 30, 2025.
The City produced three reports to document its revenues and expenditures from FY 2025. The first – the FY 2025 Budget Book, viewable at https://www.miltonga.gov/home/showpublisheddocument/7894/ – was released in the weeks after Council approved that budget. Two other award-winning documents examined the City’s finances after the fiscal year’s conclusion. Milton’s Popular Annual Financial Report (PAFR) used graphics, clear language, and easy-to-follow formatting to offer high-level highlights that most anyone can understand. UNFINISHED BUSINESS
- Consideration of an Ordinance to Amend Chapter 4 of the City of Milton Code of Ordinances Regarding Alcoholic Beverages and Associated Fees in Appendix A.
This ordinance amendment, if approved, aims to provide clearer rules, improve administration and enforcement, strengthen BYOB operating standards, refine the temporary license process, and make targeted updates affecting limited tap establishments and farm wineries with a focus on economic development and supporting small business in Milton. This item appeared under First Presentation on the April 13 agenda, so it can be voted on definitively at Monday’s meeting.
