Council to celebrate young artists, teen volunteers, Fire Dept. achievements
Milton’s City Council is set to celebrate talented young artists, difference-making teenage volunteers, and the Milton Fire-Rescue Department’s accomplishments when it convenes next on Monday night.
The May 4 meeting should begin at 6 p.m. in City Hall. Anyone can watch it online at https://www.youtube.com/watch?v=qPG76dqk5Pc or attend in person inside Council Chambers.
As with all Regular Meetings, this agenda is split into distinct sections that each have their own ground rules. For May 4, they are:
- The CONSENT AGENDA, for routine items that are considered collectively (so a single yes-no vote covering all items)
- REPORTS AND PRESENTATIONS, which is where you will find proclamations and presentations during which Councilmembers may ask questions or offer general direction but cannot take decisive votes
- FIRST PRESENTATION, home for certain types of items appearing on a Council agenda for the first time that cannot be voted on decisively until a future meeting
- PUBLIC HEARING, which offers a special public comment period for certain kinds of items that can be followed by votes
Below are summaries of every item on Monday’s agenda.
CONSENT AGENDA
- Approval of the April 27, 2026, Regular City Council Meeting Minutes.
This is to approve the “minutes,” or official written record, from when the Council convened last Monday. At this meeting, the Council approved a handful of changes to make elements of the City Code pertaining to alcohol beverage sales clearer, fairer, and more friendly to small, locally owned businesses. - Approval of an Amendment to the Land and Water Conservation Fund Grant Agreement for the Milton City Park and Preserve Parking Lot, Tennis Court and Playground Project.
The City has been awarded a $500,000 Land and Water Conservation Fund grant from the Georgia Department of Natural Resources to help fund improvements within the “active” 7 acres of Milton City Park and Preserve. The upgrades include reconfiguring the parking lot, enhancing lighting, adding a playground, and redoing the Milton Tennis Center (resulting in six total courts, which will be two more than are now there).
The terms of this grant presently require this project to be completed by the end of this year. This item signals the City’s support in extending this timeframe to August 31, 2027. While the work could still be finished within the current timeline, the extension should help minimize major disruption to recreation services at the park.
- Approval of a Construction Services Agreement with Lanier HVAC Services LLC for Replacement of the Mini-Split HVAC System at the Bell Memorial Park Coaches/Meeting Room.
With the approval of this agreement, Lanier HVAC Services will replace an outdated mini-split HVAC system in the coaches/meeting room at Bell Memorial Park.
- Approval of a Professional Services Agreement between the City of Milton and InterDev, LLC for Manager IT Security Services.
This is an agreement for professionals from InterDev to provide supplementary Information Technology (IT) services for the City’s government. InterDev, which already has a working relationship with Milton, will strengthen the City’s IT capabilities, cybersecurity support, and other key functions.
- Consideration of Subdivision Plats & Revisions – Minor Plat, 15495 Freemanville Road.
This plat revision would reconfigure four existing parcels covering 41.851 acres around 15495 Freemanville Road, which is between Dinsmore and Birmingham roads, into three parcels. These newly drawn lots would be approximately 9.584, 10.004, and 22.263 acres apiece.
- Approval of a Memorandum of Understanding between the City of Milton and American Medical Response (AMR) Regarding Traffic Preemption.
Early this year, the City partnered with Applied Information on technology that would help Milton fire vehicles respond faster and safer to emergencies by automatically controlling traffic light signals. (So an active fire engine would encounter only green lights, while those coming from different directions would have red lights. This MOU with American Medical Response – which provides ambulance service within Milton and nearby areas – is a needed next step in order for such traffic signal pre-emption to likewise work for ambulances.
REPORTS AND PRESENTATIONS
- Recognition of the Milton Arts Council Scholarship Recipients.
The Milton Arts Council promotes the arts in various forms around our community, knowing how they can positively affect individuals involved in them as well as enhance the quality of life for all. A core part of this non-profit’s mission is providing opportunities and advocating for local artists, which includes showcasing and supporting their talents. The annual Hogan Family Arts Scholarships, which will be presented on Monday, is one of the ways that the Milton Arts Council makes such an impact.
These scholarships are given annually to select graduating high school seniors who live or go to school in Milton and plan to major in an element of the arts at an accredited college or university. The 2026 winners will be introduced and celebrated at Monday’s meeting.
- Proclamation Honoring the Recipients of the Inaugural Milton Student Service Award.
The City is proud to celebrate nine remarkable teenagers from Milton with its inaugural Student Service Award on Monday night. These exemplary young people are among those in Milton who generously, selflessly devote their free time to positively impacting our community.
These soon-to-be graduates of Milton, Cambridge, and King’s Ridge submitted an application accompanied by documentation attesting to their having volunteered at least 225 hours over their high school careers – all through City-approved organizations and at least 75% spent in Milton or helping its residents. Their service took myriad forms from making sandwiches and blankets for the homeless, to engaging with seniors and rescue dogs, to supporting health-related and other worthy causes. This award recognizes these difference-makers’ spirit, dedication, selflessness, and commitment to making society better in ways big and small.

- TSPLOST 3 Project List Discussion.
Fulton County is preparing a ballot referendum regarding the continued collection and disbursement of TSPLOST (or Transportation Special Purpose Local Option Sales Tax) revenues. These funds can help pay for improvements within the right-of-way such as roads, bridges, roundabouts, sidewalks/multi-use paths, and more. If approved by voters, this would be the third TSPLOST round, with 0.75 cents (or ¾ of a penny) added in sales taxes within all of Fulton County except the City of Atlanta between April 2027 and March 2032.
In addition to giving an overview of TSPLOST ahead of the referendum planned for the November 2026 ballot, City staff on Monday night will welcome the City Council’s input on what should be on draft “project list.” This list, which is broken down into three tiers based on priority, identifies what TSPLOST revenues can go towards. Milton can have categories within this list (so not necessarily specific projects) such as corridor improvements, bridge work, maintenance and safety measures, and landscaping.
- Presentation of the Milton Fire-Rescue 2025 Annual Report.
Every year, the Milton Fire-Rescue Department produces an annual reporting documenting notable accomplishments, operational details, salient statistics, valuable services offered, and much more. On Monday night, Fire Chief Gabe Benmoussa will guide the City Council through highlights of the chronicling his department’s 2025 successes and activities. FIRST PRESENTATION
- Consideration of RZ26-04 for a Text Amendment to Sec. 8.2 Use Tables, Sec. 8.5.5, Sec. 6.3 Table, 6.3.1.B Rural Milton Overlay Use Table, and Sec. 9.1.2.B Festival parking of the Unified Development Code to prohibit the Use “Festivals, or Events, Outdoor/Indoor”.
This proposed text amendment would prohibit the use “Festivals, or Events, Outdoor/Indoor” as defined in the Unified Development Code, as well as remove corresponding language from applicable Use Tables
.This measure would not impact existing operations with these approved uses. Nor would it affect the separate Special Events Permitting process, or other “Event Facility” Use Permits outlined elsewhere in the City Code. There are other avenues within the Code (in addition to the Special Events permitting process) to accommodate events across various zoning districts. Rather, this text amendment, if approved, would eliminate one use over the long-term that
has limited applicability.
The Council cannot conclusively vote Monday on this item since it appears on the agenda under First Presentation. They can cast such a vote at a later meeting, when it will be listed under Zoning Agenda.
PUBLIC HEARING
- Consideration of the Issuance of an Alcohol Beverage License to ATL Sim Golf LLC dba Back Nine Alpharetta, 691 North Main Street, Suite 200, Alpharetta, Georgia 30009 (located within Milton City limits).
The Council will vote on whether or not to issue an alcohol beverage license – specifically for bring-your-own-beverage – for Back Nine Alpharetta. (This business sits along Highway 9 within Milton City limits, south of Windward Parkway and Cogburn Road.)
