Fallen vets, Public Works, Police to be honored at Council meeting
City Council will honor the nation’s fallen veterans, as well as celebrate the people and impact of the City’s Police and Public Works departments, when it next convenes on Monday.
These proclamations are among the items on the agenda for the May 18 meeting, which starts at 6 p.m. in City Hall’s Council Chambers. People can watch it online at https://www.youtube.com/watch?v=oyBwicA3s8Q or attend in person.
As with any Regular Meeting, this agenda is split into separate sections that each have their own ground rules. For May 18, those are:
- The CONSENT AGENDA, for routine items that are voted on collectively (so a single yes-no vote that covers all items)
- REPORTS AND PRESENTATIONS, which is where you’ll find proclamations, reports, and presentations during which the Council may offer direction but cannot cast official votes
- ZONING AGENDA, the home for certain zoning-related items that appeared under First Presentation at a previous meeting and can now be conclusively voted upon
Below are summaries of every item.
CONSENT AGENDA
- Approval of the May 4, 2026, Regular City Council Meeting Minutes.
This is to approve the “minutes,” or official written record, from when the Council last convened on May 4. At this Regular Meeting, the Council took a step forward in defining Milton’s project list for a third TSPLOST referendum, which could set the stage for major transportation-related improvements in the years to come. In addition, the City’s first nine Student Service Award winners and four recipients of Milton Arts Council scholarships were honored at this meeting. - Approval for the City of Milton to “Opt In” to a National Opioid Settlement That Has Been Reached with Six Regional Distributors/Dispenser Defendants and for the Mayor to Sign Requisite Documents.
With approval of this agreement, the City of Milton officially will opt into a new national opioid settlement involving six pharmaceutical/drug distributor and dispenser companies. By doing so, Milton will be eligible for settlement benefits subject to the agreement terms and applicable allocation methodology.
- Approval of a Consulting Agreement between the City of Milton and Brenda Holley, LLC for Executive Development Services.
This is an agreement for Brenda Holley, a respected business and career coach, to administer 360-degree evaluations and related leadership development services for the City’s leadership team. This would be the second year that Holley has provided such valuable services as part of Milton’s Performance Management Program.
- Approval of Change Order #1 to the End User Agreement and Service Agreement with Addendum No. 1 with National Center for Safety Initiatives, LLC for Parks and Recreation Background Screening Services.
The National Center for Safety Initiatives, or NCSI, does background checks for volunteers and program providers involved in Parks and Recreation activities. This change order became necessary after NCSI altered its pricing and frequency structure for screenings.
- Approval of a Professional Services Agreement between the City of Milton and Practical Design Partners LLC for Professional Engineering Design Services for GDOT PI 0021207 SR 372/Birmingham Highway at Batesville Road.
With approval of this agreement, professionals from Practical Design Partners will work with the City to begin designing improvements – including a potential roundabout – around where Birmingham Highway/State Route 372 meets Batesville Road. (The engineers will also take into consideration the nearby Triple Crown entrance off Birmingham Highway.) - Approval of a Professional Services Agreement between the City of Milton and Practical Design Partners LLC for Professional Engineering Design Services for GDOT PI 0021208 SR 372/Birmingham Highway at New Bullpen Road.
This is another potential agreement between the City and Practical Design Partners – this time to provide professional engineering design services for the intersection of Birmingham Highway/State Route 372 and New Bullpen Road. - Approval of a Construction Services Agreement with Blount Construction Company, Inc. for the FY 26 Roadway Reconstruction and Resurfacing.
Every year around this time – starting after the school year ends, so it happens after traffic drops off with summer – the City resumes its systematic pavement management program of reconstructing and resurfacing public roads. These are done on a rotating basis, with connector and neighborhood
streets evaluated and prioritized. This item paves the way for Blount Construction to do this important work of improving the conditions of roads around Milton, ranging from asphalt patching to resurfacing to full-depth reclamation.
- Approval of a Change Order #1 to Task Order #1 with Columbia Engineering and Services, Inc. for Right of Way Services at the Intersection of SR 140/Arnold Mill Road and Green Road.
In collaboration with the Georgia Department of Transportation, the City is working to add a traffic signal at the intersection of Arnold Mill Road/State Route 140 and Green Road. It has already contracted with Columbia Engineering on right-of-way acquisition. With approval of this item, Columbia would provide additional services as part of this same project. - Approval of Task Order #6 with Columbia Engineering and Services, Inc. for Land Acquisition Services for the Cox Road at Ebenezer/Etris Road Roundabout.
The City has been focused on improving safety and alleviating congestion at several spots along Cox Road. Columbia Engineering has been part of this endeavor, including providing services related to right-of-way acquisition for a planned roundabout at Etris/Ebenezer roads and Cox Road. This task order, if approved, would expand the services that Columbia provides the City to advance this project toward construction. The City of Roswell will share in the design, construction, and land acquisition costs given the project’s location. - Approval of a Construction Services Agreement between the City of Milton and Hasbun Construction, LLC for SR 9 Temporary Gravel Stabilization Installation.
This is an agreement for Hasbun Construction to build 2,200 feet of gravel walkway between Bethany Bend, the Crooked Creek subdivision, and the Starfish Scholars of Milton preschool. Parts of this stretch are already worn down, creating a narrow, improvised dirt trail that the new gravel path would replace. This is intended as an interim measure while the City designs (and, ultimately, constructs) a widened and generally improved Highway 9 in collaboration with the Georgia Department of Transportation.
- Approval of a Construction Services Agreement between the City of Milton and RM Concrete Specialist LLC for Hopewell Road Roundabout Improvement Project.
One of the goals of Milton’s Safety in Action initiative is improving roundabout safety. (Learn more at www.miltonga.gov/SafetyInAction.) Specifically, the City planned to test-out safety countermeasures at a pair of Hopewell Road roundabouts -- one at Thompson Road and the other at Bethany Bend. The idea is to evaluate the efficacy of these measures and potentially replicate them at other Milton roundabouts to improve traffic operations and enhance safety.
With this item’s approval, RM Concrete Specialists will install such countermeasures at the two Hopewell Road roundabouts specified above and evaluate their impacts in reducing vehicle speeds as well as the severity and number of crashes.
- Approval of a Transportation Special Purpose Local Option Sales Tax (TSPLOST III) Project List.
Earlier this month, Deputy Public Works Director Rob Dell-Ross presented to and sought the opinions of City Council about the project list that could be
funded by a third round of TSPLOST (or Transportation Special Purpose Local Option Sales Tax). This list – which this item refers to – identifies what these potentially future TSPLOST revenues can go toward and is divided into three tiers based on priority.
Fulton County has asked all of its cities to formally approve and transmit such a list for a TSPLOST III referendum on the November 2026 ballot. If ultimately approved, TSPLOST funds – accumulated through a 0.75-cent (or ¾ of a penny) added sales tax – would continue to go towards paying for improvements within the right-of-way such as roads, bridges, roundabouts, sidewalks/multi-use paths, and more.
- Approval of a Professional Services Agreement between the City of Milton and National Data & Surveying Services for Traffic Data Collection for Both GDOT PI 0021207 SR 372/Birmingham Highway at Batesville Road and GDOT PI 0021208 SR 372/Birmingham Highway at New Bullpen Road.
This relates to two items described earlier in this Council meeting preview (both involving professional engineering design services) regarding potential intersection improvements along Birmingham Highway/State Route 372 – specifically at Batesville Road and New Bullpen Road. This would be an agreement for National Data and Surveying Services to collect current traffic data around these same two intersections. The Georgia Department of Transportation – which must approve any changes since Birmingham Highway is a state route – requires that such information be gathered. Ultimately, it will be shared with the City’s engineering design consultant.
- Approval of an Amendment for the Safe Streets for All Grant Agreement with Federal Highway Administration.
In 2023, the City of Milton was awarded $1 million in federal funding through a Safe Streets for All grant administered by the Federal Highway Administration. This led to the City’s Safety in Action project focused on three initiatives – preparation of an ADA transition plan, evaluating traffic calming and safety countermeasures at roundabouts, and exploring ways to improve Hopewell Road and Freemanville Road. (Note: Potential new trail and sidewalk recommendations are being removed from the current scope to allow the Milton Trails Advisory Committee (MTAC) and other ongoing planning efforts to further evaluate and prioritize future roadside trail needs independently from this roadway safety grant effort.)
The City has made significant progress on all these endeavors but would like more time to complete implementation and post-installation evaluation activities. This agenda item is to amend the end date by which this grant-funded work must be completed to May 27, 2027 (rather than the current May 28, 2026, date.)
- Approval of First Amendment to Disbursement Agreement with White Columns Gated Community Association, Inc. for Glenover Drive Lake Dam Engineering, Design, and Permitting.
The City and White Columns Gated Community Association have an existing agreement related to using $225,000 in State funds for engineering, design, and permitting associated with upgrades to the Glenover Drive Lake Dam. This amendment, if approved, would allow for the phased disbursement of these funds (rather than not releasing any money until the entire project is complete).
REPORTS AND PRESENTATIONS
- Proclamation Recognizing May 25, 2026, as Memorial Day in Milton.
The Milton community has long had a deep reverence, respect, and appreciation for those in the U.S. military, including those who made the ultimate sacrifice while serving our nation. To that latter point, this proclamation will honor those fallen veterans while formally declaring May 25, 2026, as Memorial Day in Milton.
The City’s Memorial Day Ceremony will take place on that Monday, starting at 10 a.m., at the Green at Crabapple Market. It will feature live performances of patriotic music, remarks from local veterans and Mayor Peyton Jamison, and a keynote address by 1st Lt. Ginny Dornheggen (Ret.), a combat nurse during the Vietnam War. To help with planning, those who plan to attend are asked to email rsvp@miltonga.gov. - Proclamation Recognizing Police Week in Milton.
Since the early 1960s, Police Week has offered people the opportunity to remember law enforcement officers who died while serving, to bolster connections with the community, and to showcase the people and positive impacts of law enforcement. The Milton Police Department marked the most recent edition (from May 10 through 16) in several ways, including a blood drive and its annual awards ceremony. This proclamation culminates this effort, with the Mayor and City Councilmembers expressing their official appreciation for Milton Police officers for all they do for our community.
- Proclamation Celebrating Public Works Week and Our Team Members Behind Pivotal Programs, Projects, and Services.
For the past 66 years, National Public Works Week has been a time to celebrate the invaluable projects, programs, and services associated with Public
Works across the country, as well as the hard-working individuals behind them. This year’s National Public Works Week theme is “Rooted in Service, Powered by Community” – which especially resonates in Milton, given the sincere, earnest, effective commitment of our Public Works team to engage, support, and do what’s right for our citizens.
Milton’s team routinely goes above-and-beyond for our community while undertaking an array of daily and long-term initiatives that contribute greatly to our city’s character, efficiency, and quality of life. Among other things, this department’s members build and maintain roads, right-of-way, and roundabouts; manage facilities like City Hall and hundreds of acres of greenspace; and spearhead improvements to parks and other public spaces.
ZONING AGENDA
- Consideration of RZ26-04 for a Text Amendment to Sec. 8.2 Use Tables, Sec. 8.5.5, Sec. 6.3 Table, 6.3.1.B Rural Milton Overlay Use Table, and Sec. 9.1.2.B
Festival parking of the Unified Development Code to prohibit the Use “Festivals, or Events, Outdoor/Indoor.”
This text amendment, if approved, would eliminate the use “Festivals, or Events, Outdoor/Indoor” as defined in the Unified Development Code. It would also remove corresponding language from applicable Use Tables.
This measure would not impact existing operations with these approved uses. Nor would it affect the separate Special Events Permitting process, the ability to obtain other “Event Facility” Use Permits, or other avenues within the Code to accommodate events across various zoning districts. Rather, this proposed text amendment would eliminate one use over the long-term that has limited applicability.
The Council can conclusively vote Monday on this item since it appeared on the May 4 agenda under First Presentation. It is part of the Zoning Agenda because it pertains to the zoning portion of the Unified Development Code.
