City Council is poised to vote on an agreement with Alpharetta on housing Milton inmates in that neighboring city’s jail when it convenes this Monday.

As is standard for a Regular Meeting, the agenda for this one is split into sections that have their own ground rules. They are:

Below are summaries of every item on Monday’s agenda.

• Approval of the June 1, 2026, Regular City Council Meeting Minutes.

This is to approve the “minutes,” or official written record, from the City Council’s last Regular Meeting on June 1. On that Monday night, Fire Chief Gabe Benmoussa lauded well-trained, fast-acting civilians, police officers, and firefighters for contributing to Milton’s exceptional survivability rate for cardiac emergencies and a related, recently earned national award. A proclamation also recognized June 8 through 12 as Georgia Municipal Court Clerks Week, with the Council praising the City’s current team for ensuring that Milton Municipal Court runs smoothly, fairly, and effectively. • Approval of a Recreation Provider Agreement with Family Hug LLC dba The Coder School to Offer Coding Classes and Camps.

  With approval of this agreement, The Coder School instructors would lead classes at City facilities delving into topics such as robotics, coding, game development, and other technology-based enrichment activities. These technology-focused opportunities would be offered to citizens of varying ages and skill levels.

   

• Approval of an Agreement between the City of Milton and Premier Events, LLC to Provide Event Logistics Management for Crabapple Fest.

  Premier Events has collaborated with the City over the past six years to provide operational and logistical support for Crabapple Fest. Specifically, the Premier team helped coordinate vendor management, event logistics, equipment rentals, sponsorship fulfilment, as well as operations on-site during the actual event. This agreement would continue this relationship leading up to including the next Crabapple Fest, which will be on October 3, 2026, in Milton’s downtown.

   

  FIRST PRESENTATION

• Consideration of an Ordinance of the Mayor and Council of the City of Milton, Georgia, to Adopt Amendments to the Fiscal Year 2026 Budget for Each Fund of the City of Milton, Georgia Amending the Amounts Shown in Each Budget as Expenditures, Amending the Several Items of Revenue Anticipations, Prohibiting Expenditures to Exceed Appropriations and Prohibiting Expenditures to Exceed Actual Funding Available.

  The City of Milton government’s budget is a dynamic rather than static plan and, as such, requires amending from time to time. This item refers to proposed amendments to the Fiscal Year 2026 budget that runs from October 1, 2025, to September 30, 2026. This Ordinance reflects recent changes recommended as a result of certain circumstances, opportunities, and recommendations. This item, as it is listed under First Presentation, cannot be conclusively voted upon until a future City Council meeting -- specifically, on July 6.

   

  PUBLIC HEARING

  This Public Hearing offers a special opportunity for citizens to comment on Fiscal Year 2026 budget amendments described above under First Presentation.

   

  NEW BUSINESS

• Consideration of an Intergovernmental Agreement Between the City of Milton and the City of Alpharetta for Jail Services

This three-year intergovernmental agreement with the City of Alpharetta sets the terms allowing for Milton Police officers to house inmates at the Alpharetta Jail Facility off Old Milton Parkway.  Such a partnership will give the Milton Police valuable flexibility while saving officers considerable time (versus the alternative of having to escort any arrestees to downtown Atlanta); because of that, officers will have more opportunity to patrol within Milton.

• Consideration of the Application for the FEMA Assistance of Firefighters Grant.

The Council will vote Monday on authorizing the Milton Fire-Rescue Department’s application for the FEMA Assistance to Firefighters Grant. If the department ultimately earns this grant, the funding would go towards purchasing a Mobile SCBA Compressor Trailer. Such a trailer is a self-contained, deployable air supply system that firefighters can use to refill their self-contained breathing apparatus (SCBA) cylinders at emergency incidents, training events, and regional disaster responses. 

Maintaining an uninterrupted supply of compressive breathable air can be essential during structure fires, hazardous materials incidents, technical rescues, and extended emergency operations. The SCBA trailer would be in place of Milton Fire’s current set-up utilizing fixed-location compressor systems that require personnel or apparatus to leave incident scenes to obtain replacement cylinders or refill depleted air bottles. This process can create operational delays, reduce available staffing and apparatus at crises, and increase logistical challenges.

• Consideration of a Resolution of the City of Milton, Georgia Enacting for Thirty (30) Days a Temporary Moratorium Barring the Acceptance of Applications for Rezoning, Land Disturbance Permits, Building Permits, Special Use or Conditional Use Permits, Business Licenses, Certificates of Occupancy, or Other Permits for the Placement, Siting, Construction, Establishment, Expansion, or Operation of Data Centers Such As Will Allow the City To Consider Amendments to the City of Milton's Unified Development Code; and For Other Lawful Purposes.

Data centers represent a unique and increasingly common form of development throughout Georgia and the metropolitan Atlanta region. While data centers support modern technology and communications infrastructure, they can also create significant impacts related to utility demand, infrastructure capacity, noise, lighting, emergency response, traffic, aesthetics, environmental considerations, and compatibility with surrounding land uses. The proposed temporary 30-day moratorium will allow the City time to advertise and hold a public hearing to consider whether an extension of the moratorium is warranted to allow for evaluation of potential amendments to the Unified Development Code (UDC).
