City Council will begin diving into elements of Milton’s Fiscal Year 2027 budget when it next meets this coming Monday evening.

A vote on a temporary extension of a moratorium on data center-related applications is also among the items on the July 6 agenda. This Regular Meeting is set to begin that night at 6 p.m., with people welcome to attend in-person or watch online at https://www.youtube.com/watch?v=jxM_12WWD_s. 

As is standard with such a meeting, this agenda breaks down into distinct sections that have their own ground rules. For Monday, they are:

• The CONSENT AGENDA, which is home to routine matters that are considered collectively (so a single yes-no vote that covers all included items)
• REPORTS AND PRESENTATIONS, where you’ll find proclamations and presentations during Council may listen, learn, ask questions, and offer general direction but cannot cast conclusive votes
• PUBLIC HEARING, the home for certain types of items that are granted special public comment opportunities
• UNFINISHED BUSINESS, the place for items that appeared on a past agenda under First Presentation that can now be discussed and decisively voted on
• NEW BUSINESS, which is for items on an agenda for the first time that can be discussed and voted on conclusively 

Below are summaries of every item on the July 6 agenda.

• Approval of the June 15, 2026, Regular City Council Meeting Minutes.

The Council will vote on approving the “minutes,” or official written record, from when it last convened on June 15. During this meeting, the Council unanimously enacted a 30-day moratorium – which can be extended with future votes – on any application to create or operate data centers in Milton. They also approved an intergovernmental agreement with the City of Alpharetta to house Milton inmates in that neighboring city’s jail, as well as gave the go-ahead for the Milton Fire-Rescue Department to pursue a FEMA Assistance to Firefighters Grant to pay for a significant portion of a Mobile SCBA Compressor Trailer. • Approval of the Financial Statements and Investment Report for the Period Ending March 31, 2026.

This item is to formally approve the City of Milton government’s financial statements and investment report from this past March.

• Approval of a Recreation Provider Agreement between the City of Milton and Basil Family Farm LLC. To Provide Agriculture, Farm Education, Gardening and Nature Based Recreational Programming.

  This refers to a potential Recreation Provider Agreement between the City and Basil Family Farm so the latter’s instructors can offer agricultural and related classes, workshops, and programs out of City facilities.

   

• Approval of a Resolution to Adopt Findings on Proposed Amendment to Plumbing Code for Water Efficiency and Submission of Proposed Amendment to the Georgia Department of Community Affairs.

Conserving water and promoting water supply reliability over the long-term are critical to and our region. This determination justifies this agenda item about a proposed amendment to the City plumbing code aimed at improving water efficiency. This amendment would incorporate the Metropolitan North Georgia Water Planning District's Water Efficiency Code Requirements, which are intended to reduce potable water demand through improved plumbing fixture standards, irrigation efficiency, cooling tower efficiency, reclaimed water provisions, and other water conservation measures applicable to new construction.

Before a city adopts such an amendment that is more stringent than State requirements, Georgia law requires a local governing body to adopt legislative findings demonstrating that local climatic, geologic, topographic, or public safety conditions justify the amendment. The Resolution on this agenda satisfies this statutory requirement.

• Approval of the Professional Services Agreement between the City of Milton, GA and Transcenders Consulting Group, LLC for HRIS Implementation Support Services.

  With approval of this item, Transcenders Consulting Group will support the City’s Human Resources Information System (HRIS) implementation. Transcenders’ team members will work alongside City staff and other partners to identify risks, gaps, decision points, and operational readiness considerations while providing recommendations to support successful implementation and long-term system adoption of this important Human Resources-related program.

   

• Approval of a Facility Event Space Rental Agreement between the City of Milton and Pardue Family Foundation Center for Summer Camp Programming.

  This is an agreement for the City of Milton to use the Pardue Family Foundation Center for a Parks and Recreation program – specifically a musical theater summer camp led by CandiNews Productions, a City program partner. The Pardue Center is located at 205 Cox Road (at the Arnold Mill Road intersection), next to and affiliated with Ebenezer Church.

   

• Approval of an Intergovernmental Agreement for Use and Distribution of Proceeds Generated by the 2026 Transportation Special Purpose Local Option Sales Tax Referendum.

  Voters in Fulton County, which includes Milton, in 2016 and 2021 approved referendums for a 0.75-cent added sales tax to fund projects such as new roundabouts, bridge upgrades, streetscape improvements, culvert replacements, and the like. Transportation Special Local Option Sales Tax (TSPLOST) revenues are one of the City of Milton’s primary funding sources for transportation infrastructure improvements and capital transportation projects.

  Plans call for a potential third round of a TSPLOST tax to be on the November 2026 ballot. This agenda item refers to an Intergovernmental Agreement establishing the framework for the collection and distribution of revenues generated by TSPLOST III if Fulton County voters approve the corresponding measure this coming fall.

   

• Approval of Change Order #3 between the City of Milton and Tyler Technologies, Inc. for the EERP and EPL Software Contract.

  The City previously contracted with Tyler Technologies regarding its Enterprise Event Resource Planning (EERP) solutions. This change order would remove the Business License module from the City’s EERP agreement with Tyler and authorize the purchase of the Enterprise Permitting and Licensing (EPL), which will incorporate Business Licensing functionality.

   

  REPORTS AND PRESENTATIONS

• Proclamation Recognizing Parks and Recreation Month and Celebrating Milton's Outstanding Facilities, Programs, and Team.

  July is national Parks and Recreation Month, an annual opportunity to showcase the value of community parks, recreation programs, and related activities as well as to recognize those public servants who make these all possible. Milton gratefully has a hard-working Parks and Recreation team that cares deeply about our community and does everything they can to enhance their enjoyment, health, and access to special experiences. Our city is also home to miles of nature trails, beloved and well-maintained active and passive parks, and popular community events. These help connect people with nature, healthy activities, and one another – all of which enhances Milton’s quality of life.

  The proclamation that will be read at Monday’s Council meeting will celebrate Milton’s exemplary Parks and Rec team while showcasing the special programs, experiences, facilities, and other spaces available to our residents.

   

• Comprehensive Plan Update Presentation.

  Every local government in Georgia must revise its Comprehensive Plan every five years – a process that Milton has been working on over the last several months. This document lays out a community-driven vision for the city’s future as well as projects, programs, and other efforts that moves it closer to that ideal.

  The City’s upcoming iteration of its “Comp Plan Update” will not be a wholesale rewrite but rather a measured, deliberate update on several key fronts. It is coming together utilizing research and analysis by the project team, valuable input from the 16 members of Milton’s Comprehensive Plan Advisory Committee (CPAC), and feedback from citizens that’s been shared online and in-person, such as at an “open house” event last week.   On Monday, project team members will present to Council on the progress that has been made on this Comprehensive Plan Update while welcoming direction from the Mayor and Councilmembers on what happens next. Their feedback can help shape the 2026 Update, which must be submitted for State and regional review before the Council votes in October on its final adoption.

   

• FY 2027 Budget Discussion and Feedback.

  The City of Milton’s next fiscal year will run from October 1, 2026, through September 30, 2027. Over the last several weeks, City staff have been working to produce its draft Fiscal Year 2027 budget that features projected revenues and expected expenditures across various funds.

  On Monday, Deputy City Manager Bernadette Harvill and fellow City staff will give a presentation and welcome Council feedback on a broad overview of this budget process. They will go through the budget timeline. Staff also will outline new operating initiatives and capital requests, as well as “pay-as-you-go” program updates. Additional budget discussion meetings (including opportunities for public input), as well as adoption of the City’s millage rate, will occur over the coming weeks and months. 

   

  PUBLIC HEARING

• Consideration of the Issuance of an Alcohol Beverage License to Pete's Meats LLC dba The New York Butcher Shoppe & Wine Bar, 12635 Crabapple Road, Suite 120, Milton, Georgia 30004.

  The Council will vote on issuing an alcohol beverage license to the new owners of New York Butcher Shoppe and Wine Bar, which is located at 12365 Crabapple Road between Smoke on the Farm and Dunbrody Avenue.

   

• Consideration of the Issuance of an Alcohol Beverage License to Milton Chevron Inc dba Extra Mile Chevron, 13625 Arnold Mill Road, Roswell, Georgia 30075 (located within Milton City limits).

  This alcohol beverage license, if approved by the Council, would go to the new owners of Extra Mile Chevron, a gas station and convenience store at 13625 Arnold Mill Road near Chadwick Farm Boulevard.

   

  UNFINISHED BUSINESS

• Consideration of an Ordinance of the Mayor and Council of the City of Milton, Georgia, to Adopt Amendments to the Fiscal Year 2026 Budget for Each Fund of the City of Milton, Georgia Amending the Amounts Shown in Each Budget as Expenditures, Amending the Several Items of Revenue Anticipations, Prohibiting Expenditures to Exceed Appropriations and Prohibiting Expenditures to Exceed Actual Funding Available.

  As the City budget is a dynamic rather than static plan, it requires amending from time to time. The proposed budget amendments update the current budget (which the Council adopted on September 15, 2025) to reflect the most recent circumstances and recommendations.  They include updates to revenue projections based on current collection trends and available financial data, including noticeable increases in anticipated revenues in some respects and decreases in others.

  This item appeared under First Presentation at the last City Council meeting, meaning it can be definitively voted upon Monday.

   

  NEW BUSINESS

• Consideration of a Conflict Waiver with Jarrard & Davis, LLP, Representing Both Milton and Alpharetta in Preparing an Intergovernmental Agreement for Land Acquisition Related to the SR 140/Arnold Mill Road at Green Road Intersection Improvement Project.

  In coordination with the Georgia Department of Transportation, the City of Milton is undertaking an effort to improve safety and efficiency at the intersection of Green Road and State Route 140/Arnold Mill Road. Some potentially impacted areas around this intersection are within Alpharetta City limits.

  The conflict waiver, if approved, would allow Jarrard & Davis to represent both City of Milton and the City of Alpharetta on an intergovernmental agreement for the acquisition of right-of-way in Alpharetta needed for this project. The Jarrard & Davis law firm represents both the cities of Alpharetta and Milton.

   

• Consideration of a Resolution of the City of Milton, Georgia Extending until July 21, 2026, an Existing Moratorium Barring the Acceptance of Applications for Rezoning, Land Disturbance Permits, Building Permits, Special Use or Conditional Use Permits, Business Licenses, Certificates of Occupancy, or Other Permits for the Placement, Siting, Construction, Establishment, Expansion, or Operation of Data Centers Such As Will Allow the City To Consider Amendments to the City of Milton's Unified Development Code; and For Other Lawful Purposes.

Data centers represent a unique and increasingly common form of development throughout Georgia and the metropolitan Atlanta region. While data centers support modern technology and communications infrastructure, they can also create significant impacts related to utility demand, infrastructure capacity, noise, lighting, emergency response, traffic, aesthetics, environmental considerations, and compatibility with surrounding land uses.

At its June 15 meeting, Council approved a 30-day moratorium on the City’s acceptance of various applications related to the creation and/or operation of data centers within Milton. The resolution on Monday’s agenda, if approved, would temporarily extend this moratorium through July 21. This extension would allow the City to satisfy legal notice requirements and consider a longer extension (following a duly advertised public hearing) at the Council’s July 20 meeting.
