City Council will have a third opportunity Monday to hear and offer feedback on Milton’s Fiscal Year 2027 budget, as well as learn about a potential tool to guide development in Deerfield that aligns with the community’s vision for that area. 

Those are among several items on the agenda for the August 3 meeting, which will start at 6 p.m. in City Hall’s Council Chambers. As is customary, this agenda is split into distinct sections that each have their own ground rules. For Monday, those are:

• The CONSENT AGENDA, for routine items that are considered collectively (so a single yes-no vote that covers all included items)
• REPORTS AND PRESENTATIONS, which is where you’ll find proclamations, reports, and presentations during which Council may listen, ask questions, and offer general direction but may not take binding votes
• PUBLIC HEARING, the home for certain types of items that have a special public commenting opportunity

Below are summaries of every item on the August 3 Council agenda.

• Approval of the July 20, 2026, Regular City Council Meeting Minutes.

This is to approve the “minutes,” or official written record, from when the City Council last met on July 20. On that Monday night, the Council honored long-time volunteer Nan Buckner for her years of service on the City’s Equestrian Committee. They also voted to extend a moratorium on data center-related applications for up to 180 days. • Approval of the Financial Statements & Investment Report for the Period Ending May 31, 2026.

  The Council will vote on approving the City of Milton government’s financial statements and investment report from this past May.

   

• Approval of a Memorandum of Understanding between City of Milton and Fulton County Schools for the Administration of the High School Internship Program.

  This Memorandum of Understanding (MOU) with Fulton County Schools would formalize the goals, expectations, and evaluation criteria for local high school students who intern with the City of Milton. 

   

• Approval to Purchase CoStar Real Estate Information Platform Subscription.

  CoStar is a web-based commercial real estate information platform that provides market data, analytics, reports, and real estate news. This item allows the City to utilize CoStar to monitor commercial vacancy trends, evaluate real estate market conditions, support land use and economic development decisions, and better understand property values across Milton.

   

• Approval of a Professional Services Agreement with ABFortner Incorporated dba Canvas Planning Group for the Destination Deerfield Urban Design Master Plan for South Deerfield Parkway.

  Destination Deerfield is an important, purposeful initiative to transform this district in southeastern Milton into a more welcoming, connected, vibrant area in line with the community’s vision. This process included the creation of the Destination Deerfield Urban Design Manual, which serves as a guide to future development in the area. 

  With approval of this item, ABFortner Incorporated will work with City officials to create a more detailed urban design master plan specifically for South Deerfield Parkway and select parcels along Highway 9 (to the south, closer to the Alpharetta border). This can serve as a more comprehensive framework to coordinate how multiple properties can function together as a cohesive district.

   

• Approval of a Construction Services Agreement between the City of Milton and DCBC, LLC for Gunston Hall Circle Roadway Rehabilitation Project.

  Gunston Hall Circle is a public road in the Providence Lake neighborhood. HOA leaders from that subdivision requested the City’s assistance after observing increasing pavement and shoulder settlement along this street. With approval of this agreement, DCBC will stabilize portions of Gunston Hill Circle to address visible subsurface voids and localized ground settlement extending onto three adjacent residential properties that (absent any action) are safety concerns for motorists and nearby residents. 

   

• Approval of City Council Declination of Cory Williams' July 20, 2026, Ante Litem related to May 25, 2026, Collision with Low Hanging Utility Lines.

  This item formalizes the City Council’s declination of an ante litem notice related to a collision involving low-hanging utility lines.

   

• Approval of a Construction Services Agreement with Prime Contractors, Inc. for the Structural Repairs of the Historic McConnell-Chadwick House located at 13695 Arnold Mill Road.

  

  In 2024, the City officially accepted a generous donation of the McConnell-Chadwick House. This one-story, Greek revival cottage home dates back some 180 years, having been built for Brigadier General, State Senator, and pioneering local flour mill owner Eli McConnell.   This item refers to a construction services agreement with Prime Contractors to undertake structural improvements needed to stabilize this historic building. Completing these repairs will prevent further deterioration while allowing the City additional time to evaluate long-term restoration options, identify future funding sources, and determine the property's ultimate use. This intentionally limited project will ensure the house remains structurally sound and viable for future restoration.

   

• Approval to Accept the 2026 Callahan Incentive Grant from the Georgia Trust for Structural Repairs to the Historic McConnell-Chadwick House.

  This item allows for the City to accept a $5,000 Callahan Incentive Grant from the Georgia Trust for Historic Preservation. This money will help offset the costs of structural repairs to stabilize the historic McConnell-Chadwick House (as described directly above in the Prime Contractors summary).  The Trust administers the privately funded Callahan Incentive Grant Program to assist owners of historic properties with preservation and stabilization projects such as with this project.

   

• Approval of a Professional Services Agreement between the City of Milton and Kimley-Horn and Associates, Inc. for Bridge Repair Analysis of the Thompson Road Bridge 121-5009-0.

  Last March, the City was directed to post a new weight limit restriction on a Thompson Road bridge that spans a Chicken Creek tributary. With approval of this item, professionals from Kimley-Horn will prepare a bridge repair analysis report that will detail the existing deficiencies of this Thompson Road bridge and the appropriate repairs needed to increase the load capacity of the bridge. The City will also coordinate with the Georgia Department of Transportation’s Bridge Office to determine the repairs necessary to restore the bridge's load-carrying capacity and satisfy GDOT requirements for removal of the posted weight restriction.  This would be an interim solution until funding and design plans for replacement of the Thompson Road bridge over Chicken Creek Tributary can proceed.

   

• Approval of Subdivision Plats and Revisions - 13995 Hopewell Road.

   

  This plat revision, if approved, would reconfigure two existing parcels totaling 5.54 acres off Hopewell Road (northeast of Bethany Way) into three parcels that would be 1.56, 1.89, and 2.09 acres respectively.

   

  REPORTS AND PRESENTATIONS

• Consideration of an Appointment to the Milton Equestrian Committee for District 3/Post 2.

  This is an appointment to fill a vacant position on the Milton Equestrian Committee for District 3/Post 2 (to be nominated by Councilmember Phil Cranmer).

   

• Comprehensive Summer Internship Final Projects Presentation.

  The City of Milton has been fortunate to have Jayda Braithwaite and Drew Ghent learn, work, and serve as the latest members of our Comprehensive Summer Internship Program. Over the past 10 weeks, they have engaged with citizens, leaders, and members of City departments in various capacities. In doing so, Jayda and Drew have also made a positive impact, including producing quality work on a range of important projects.

  On Monday night, these two college students will share with Council their experience this summer as part of team Milton.  

   

• FY 2027 Budget Workshop.

  City Staff has worked to develop the draft Fiscal Year 2027 Budget (which will be in effect from October 1, 2026, through September 30, 2027), including a five-year operating forecast and seven-year capital improvement plan. Monday’s presentation represents the third of several budget discussion meetings designed to engage the Mayor and City Council early in the budget process and obtain feedback prior to presentation of the proposed budget for adoption.

  This presentation includes an overview of the FY 2027 budget schedule, key planning considerations, a comparable metrics overview, and a detailed discussion of the proposed budget across all funds including an explanation of notable variances from FY 2026 to FY 2027. Council feedback received during this meeting will assist staff in refining the proposed budget prior to the September public hearings. • Discussion of Development Authorities as an Economic Development Tool for Destination Deerfield.

  The City in recent years has been intently focused on the future of Deerfield, which has long been Milton’s chief commercial hub. These community-driven efforts have explored how to foster an environment for businesses that make sense for Milton and can thrive here. One potential tool that many communities have used to help drive such economic success is a development authority. On Monday, City staff will explain what a development authority is and how one might work in Milton while inviting City Council’s feedback.

   

   

   

  PUBLIC HEARING

• Public Hearing and Consideration of Authorization to Transmit the Draft Comprehensive Plan Update to the Georgia Department of Community Affairs and the Atlanta Regional Commission. Project Site Link: http://www.miltonga.gov/2026CompPlanUpdate.

The City has worked over the past several months on updating Milton’s Comprehensive Plan. Unlike five years ago, this is not a start-to-finish rewrite but, instead, represents a focused update. It retains large sections of the 2021-approved version, such as that plan’s vision, mission, and policies. Select modifications it does include ensure it is both current (incorporating elements of other recently Council-adopted plans, such as the Destination Deerfield initiatives) and looking forward (through a “short-term work program,” which is a list of priority projects that can guide City’s work through 2031). 

Milton's working draft of the 2026 Comprehensive Plan Update is now available for public review and discussion. (It can be seen here: https://www.miltonga.gov/home/showdocument?id=10303.) This draft reflects input from the 16-member Comprehensive Plan Advisory Committee, residents who participated through the online engagement process, and those at the well-attended public open house in late June.

People will have another opportunity to share their thoughts on this working draft at the August 3 City Council meeting. While the Council is set to vote then on transmitting this document for state and regional review at this meeting, the working draft will stay open for public comment and continued Council review.
