Deerfield a primary focus of upcoming Milton City Council meeting

Deerfield RenderingCity Council will hear a presentation and take a vote on items that could shape Deerfield’s future in line with our community’s vision when it reconvenes Monday night.

Those are among the many topics on the agenda for the August 17 meeting, which will start at 6 p.m. in City Hall. People can attend inside Council Chambers or watch online at https://meetings.municode.com/MeetingDetailsPage/index?clientCode=MILTONGA&meetingId=5f8b07ac-3673-438e-b693-c7b712911b2f.

This meeting’s agenda, as is customary, is split into distinct sections that each have their own ground rules. For Monday, they are:

  • The CONSENT AGENDA, which is for routine matters that are considered collectively (so a single yes-no vote that covers all items)
  • REPORTS AND PRESENTATIONS, the home for proclamations, reports, and presentations during which Council may offer direction but may not take a binding vote
  • PUBLIC HEARING, where you’ll find certain types of items that have a special public comment period (sometimes followed by a vote)
  • NEW BUSINESS, the place for items appearing on a Council agenda for the first time that can be discussed and voted upon conclusively

Below are summaries of every item on the August 17 agenda.

 

CONSENT AGENDA

  • Approval of the August 3, 2026, Regular City Council Meeting Minutes.

    This is to approve the “minutes,” or official written record, from when the City Council last convened on August 3. During this Regular Meeting, the Mayor, Councilmembers, and citizens got their third in-depth look at Milton’s prospective budget for Fiscal Year 2027, which should take effect at the start of October. Kathy Gilker was appointed to the Milton Equestrian Committee, and outgoing interns Jayda Braithwaite and Drew Ghent gave a joint presentation about their experiences this summer at this same meeting.

     Amanda Rountree performance

  • Approval of a Recreation Provider Agreement Between the City of Milton and Amanda Rountree, LLC to Provide Recreational Improv and Storytelling Classes and Camps for Youth and Adult.

    This agreement will set the stage for Amanda Rountree to lead improv and storytelling programming for youth and adults through the City’s recreation system. These offerings are designed to be enjoyable while fostering creativity and build confidence among those who participate.

     

  • Approval of Task Order #2 with LJA Engineering, Inc for Construction Engineering and Inspection Services for Transportation Special Purpose Local Option Sales Tax (TSPLOST) Projects.

    Just over two years ago, the City contracted with BM&K for on-call Construction and Engineering Inspection (CEI) services. LJA Engineering subsequently acquired BM&K.  With approval of this Task Order, professionals from LJA will work with the City to provide such on-call CEI services related to various Transportation Special Purpose Local Option Sales Tax (TSPLOST) projects in Milton to help ensure continuous construction oversight, quality assurance, Fire Station 41contract administration, and successful project delivery.

     

  • Approval of a Construction Services Agreement with The Yanover Company dba Yanover Construction for Repairs and Renovations for Fire Station 41, Located at 12670 Arnold Mill Road.

    Fire Station 41 (located at the intersection of Arnold Mill and New Providence roads) is Milton’s oldest fire station, having been acquired by Milton with the City’s 2006 incorporation. With this agreement’s approval, Yanover Construction will undertake maintenance tasks (such as pressure washing, painting, and installing interior doors) to ensure Station 41 is in good, welcoming working condition for Milton firefighters.  

     

  • Approval of Subdivision Plats and Revisions - 14260 Phillips Circle.

    This pertains to a request to split a 11.40-acre plot into two parcels, each of which would be 5.7 acres. Both proposed lots front a gravel road and must be greater than 3 acres in size. The proposed parcels exceed the minimum lot size requirement.

     

    REPORTS AND PRESENTATIONS

  • Proclamation Recognizing the Cambridge Youth Track Team.

    Cambridge Youth Track Team WebsiteTraining out of Cambridge High facilities, the Cambridge Youth Track team has established itself as an elite athletic program in north Fulton County and beyond in the five years since its founding. Spearheaded by a passionate coaching staff (some of whom are nationally and internationally ranked athletes in their own right), this program has made it possible for scores of participants to grow positively as athletes and people.

    Monday’s proclamation is an opportunity to celebrate this program, as well as some of its members’ accomplishments from its recently concluded 2026 season. The team featured 16 USATF and AAU Junior Olympic qualifiers, three USATF Junior Olympic All-Americans, and three New Balance National qualifiers.

     

  • Discussion of the Milton Comprehensive Plan Five-Year Update.

    The City has been working for several months on its 2026 Comprehensive Plan Update. You can learn more about this important project at Comp Plan.Future Land Use Board Engagement CLoseupwww.miltonga.gov/2026CompPlanUpdate.  Unlike the version the City produced and approved in 2021, the 2026 Comprehensive Plan Update will not be a wholesale revamp. Rather, it has been revised in a handful of targeted ways.

    In addition to extensive public engagement, the project team has presented to – and invited feedback from – the City Council several times about this endeavor. City staff will do so again on Monday, offering a more detailed review of key components such as the Future Land Use Map, a new “short-term work program” that outlines priority projects for the City to consider tackling over the next five years, and other proposed updates.

     

  • South Deerfield Parkway Urban Design Master Plan Progress Update.

    Guided by the community’s vision to make Deerfield a vibrant, cohesive, and uniquely Milton place to live, work, and play, the City Council earlier this month approved an agreement for the Canvas Planning Group to partner with the City on creating a South Deerfield Parkway Urban Design Master Plan. This will be a comprehensive framework for how several parcels – namely those on the southern part of Deerfield Parkway as well as specific lots along Highway 9 – can function best as a unified, connected, high-quality district.

     On Monday night, team members will update the Council on this project while welcoming their valuable input. They’ll also address how this endeavor fits into the larger Destination Deerfield initiative and the community-driven vision for this area.     PUBLIC HEARING

  • Consideration of the Issuance of an Alcohol Beverage License to Alar Enterprise LLC dba Chevron Food Mart, 13021 Deerfield Parkway, Milton, Georgia 30004.

    This allows for a Public Hearing and a subsequent City Council vote on issuing an alcohol beverage license for the new owners of the Chevron Food Mart along Deerfield Parkway.

     2026 Draft CIE Update Cover

  • Public Hearing and Consideration of a Resolution Authorizing the Transmittal of the Draft 2026 Capital Improvements Element (CIE) Annual Update for the City's Development Impact Fee Program to the Atlanta Regional Commission for Regional and State Review.

    Municipalities collect impact fees from new developments to help fund eligible capital improvements needed to serve growth, including roads, bridges, parks, and public facilities. The State requires City governments like Milton’s to annually adopt a Capital Improvement Element Annual Update in order to take in such impact fees.

    Milton’s upcoming version is being prepared in partnership with the City's impact fee consultant, Hatley Plans. The update reflects data related to the City’s Impact Fee program for Fiscal Year 2025, which ran from Oct. 1, 2024, to Sept. 30, 2025. This particular item is a “Public Hearing” on this matter, giving citizens the opportunity to weigh in on CIE Annual Update before the Council can vote on its transmittal to the Atlanta Regional Commission and State of Georgia Department of Community Affairs for review and approval.

     

    NEW BUSINESS

  • Consideration of a Resolution to Initiate the Activation of the Deerfield-Focused Development Authority of Milton, GA.

    Georgia's Development Authorities Law created a development authority for each municipality, but an authority may not transact business or exercise its Deerfield Stone Signagestatutory powers until the governing body declares by resolution that there is a need for it to function. This resolution on Monday’s agenda, if approved, would make that declaration for Milton and initiate the activation of such an authority in Milton.

    Council has signaled that this group will focus on supporting smart, viable, cohesive progress specifically within the Deerfield area. This Development Authority can be a tool to help realize the community-driven vision for Destination Deerfield.

    Monday’s vote, if it goes forward, would be a key but not the final step. The Council would later need to appoint members to this board, which can then convene, take on a working name (like the Deerfield Development Authority), and begin taking action.  

     

  • Consideration of Proposed Consent Final Order and Judgment to Settle Condemnation Action RE: Big Creek Greenway Connector Project (PI# 0015078) from Bethany Bend to Morris Road, Parcel 6 (Owner: First Town, L.P., Civil Action File No. 25CV005878)                                                      

The City is responsible for acquiring right of way and easements necessary to construct the Big Creek Greenway Connector from Bethany Bend to Morris Road. The City previously initiated condemnation proceedings to acquire this particular parcel. The parties have since reached an agreement on final just and adequate compensation, and the proposed Consent Final Order and Judgment resolves the condemnation action for this parcel.
