Arnold Mill Small Area PlanLogoStretching from the Roswell/Alpharetta line to Cherokee County, Arnold Mill Road – and the area surrounding it – is an important, picturesque, and unique corridor in southwest Milton. The City is working to craft a long-term vision for this area that acknowledges what makes it special, explores what uses best fit this area, and takes into account citizens’ feedback.

Smart, inclusive, thoughtful planning like this can ensure the Arnold Mill “small area” evolves in an intentional, coherent, and suitable manner that reflects the community’s desires and serves their interests.

PUBLIC INPUT AND INFO

Arnold Mill rural feel 

Ten years ago, residents and City leaders created an Arnold Mill Road Visioning Study. The City has worked to move that process forward with a more comprehensive planning and visioning document known as a “Small Area Plan.” Citizens’ views are vital part of this months-long process to develop this plan.

  • The first public meeting took place on March 21, 2024, at City Hall, giving neighbors, business leaders, and people who frequent this area an opportunity to learn about this project, understand the objectives, ask questions, and offer opinions. Some feedback was shared instantly during a "live" survey. Video of this event can be found by CLICKING HERE.
  • Scores then took an online survey to get their valuable input. For highlights of that survey's results, CLICK HERE.
  • Another interactive public activity -- a "Design Workshop" -- took place on June 13, 2024, at Ebenezer Methodist Church (12900 Arnold Mill Road). To watch video from this event, CLICK HERE.
  • A third public event -- this one an "Open House" -- happened on August 1, 2024, at City Hall. You can view video from that event by CLICKING HERE. The presentation for that public forum can be found HERE.
  • In addition, City staff and project partners from TSW have shared regular updates with the City Council; for instance, you can watch the presentation at the October 21, 2024, Council meeting by CLICKING HERE. These meetings – as well as others involving relevant boards and committees – are open to citizens and allow opportunities for public comment. The City has also engaged stakeholder groups representing different interests and places in the corridor.
  • draft plan was posted in late 2024 and can be viewed by CLICKING HERE. A public Community Information Zoning Meeting (CZIM) focused on it took place on January 25, 2025
  • Milton's Design Review Board conducted a courtesy view of the proposed overlay at its February 4, 2025, meeting. You can watch the corresponding video by CLICKING HERE.
  • The Planning Commission considered the proposed overlay at its March 26, 2025, meeting. 
  • The City Council approved the hamlet overlay and a resolution to adopt the Arnold Mill Small Area Plan at its May 5, 2025, meeting. Watch video of this meeting by CLICKING HERE.

Were any parcels or areas rezoned – or proposed for rezoning – as part of this?

The idea is to chart a future given the current zoning, which does allow for multiple uses (including residential and non-residential options). There were no plans at the outset to rezone properties.

What about extending sewer?

No. There was no intention that the final concept plan will recommend extending sewer in the Arnold Mill area. 

How is this area currently zoned?

Most of the Arnold Mill area is zoned AG-1, meaning each parcel must be at least 1 acre in size. Some lots are C-1 zoned. 

Is the intent to commercialize this area, making it into another downtown-like area?

No. The intent was to retain the rural, unique feel that currently defines this area – not to set the stage for major development. 

Will this process look into changes to the design and other potential improvements to Arnold Mill Road/State Route 140?

No. The Georgia Department of Transportation is the agency – and the only agency, since this is a State Route – that can explore and make such transportation improvements to this road. So while the Small Area Plan does include concepts for State Route 140, those are conceptual; ultimately, the Georgia Department of Transportation will oversee that eventual project. (GDOT, though, is currently working on a Scoping Study that covers the entirety of Arnold Mill Road in Milton that lead to multiple future projects.) 

Arnold Mill. Chadwick Road landfill signDoes this plan explore what should happen with the now-closed Chadwick Road landfill site?

Yes. Determining an appropriate use for that property was part of the Small Area Plan’s scope. 

What about the historic Chadwick-McConnell House?

The City has accepted donation of this historic property yet. That general area is part of this plan’s scope.
